Subject: Opening of the Integrated Bar Exams to the XU College Student Body

WHEREAS, the right to be heard, defended, and redressed is universal, and thus applicable,
and inalienable to every student of Xavier University – Ateneo de Cagayan;

WHEREAS, these rights, inherent and sacrosanct, can only be upheld by an independent justice
system of competent and certified members;

WHEREAS, the authority to establish an efficient, effective, and just Integrated Bar has been
vested upon the Xavier University Central Student Government (XU CSG) Supreme
Constitutional Court;

WHEREAS, the Integrated Bar should be founded by, and composed of constituents directly
concerned with the issues the XU CSG Supreme Constitutional Court shall hear.

Thus, the undersigned, being the appointed Justices of the XU CSG Supreme Constitutional
Court, hereby resolve;

That the XU CSG Supreme Constitutional Court shall open the Integrated Bar Exams to all
students of Xavier University – Ateneo de Cagayan;

That the Integrated Bar Exams shall be held annually, on the fourth week of the second month
of every academic year;

That the Integrated Bar Exams Coverage shall be held released at least a month before the actual
exams, and shall be related to the Constitution and Rules of Court of the Xavier University –
Central Student Government, with other supplemental readings should the need arise;

That the names of all the passers shall be announced publicly;


That the Top ten (10) passers of each exam will be highlighted, and their cumulative grades on
the Integrated Bar Exams be posted for the public;

That the passers of the Integrated Bar Exam will be issued an Integrated Bar Number and
Identification Card as certification of their qualification;

That during E-learning, these Identification Cards shall be digital in nature;

That only passers of the Integrated Bar Exams will be qualified to be Legal Student Counsels
(LSCs) who will act as representation for any student in need of representation in cases to be
heard under the XU CSG Supreme Constitutional Court;

That only passers of the Integrated Bar Exams will be qualified to serve as Apprentices to the
seating Justices of the XU CSG Supreme Constitutional Court and may be appointed and
elevated to such seat, should the seating Justice withdraw, or his/her term expire;

That for the Academic Year 2021-2022, the Integrated Bar Exam coverage are as follows: the
2005 XU-CSG Constitution, the 2018 Revised Rules of Court, Bill 1819-009 or the 2019 Omnibus
Election Code of XU-CSG, and the IB Public Legal Documents.
