NON-ICAO 2012-COMPLIANT FPL FROM CAAM AIR TRAFFIC CONTROL TOWER

It was made to the attention of COMMCEN that there are CAAM Air Traffic Control Towers that
do not comply with the ICAO 2012 format for FPL transmission. COMMCEN has summarized
the recurring (…) amongst all Control Tower as follows;

1) Lengthy CALLSIGN – Callsigns must not exceed the limit of 7 alphanumeric characters :

E.g. POLCHPRMD shall be POLCRMD

2) ITEM 15 (Routing) – illegal use of oblique stroke (/). Allowed information exclusively to;
Waypoint, Flight Level or Altitude, and Speed

3) ITEM 18 (Other Information) – illegal use of double oblique strokes (//).

According to Annex 10 Vol 2 item 1.1.6


“Characters other than those listed above must not be used in messages unless necessary for the
understanding of the text. When used, they must be spelled out in full.”

E.g. WMSA033// - MUST BE SPELLED WMSA0033 DOUBLE OBLIQUE

COMMCEN highly advises all CAAM Air Traffic Control Towers to rectify these non-compliances
about the guidelines clearly stated in the aforementioned paragraph.

COMMCEN is prepared and eager to aid in the event CAAM Air Traffic Control Towers need
guidance and technical support in regards to FPL and/or ATS MESSAGE.
