DEFINITION OF TERMS

1. Voting Center - building or place where the polling place is located.

2. Polling Place - place where the Electoral Board conduct its proceeding
and where the voters cast their votes

3. Accessible Polling Place (APP) - venue where the EB conducts


election-related proceedings and where PWD, Senior Citizens and
Indigenous People cast their votes.
DEFINITION OF TERMS

4. Electoral Board (EB) - Board of


Election Inspectors and Special Board
of Election Inspectors who will conduct
the Final Testing and Sealing of Vote
Counting Machine, voting and counting
and transmission of election results.
The Board is composed of the
Chairperson, Poll Clerk and Third
Member.

5. Voter ’s Assistance Desk (VAD) – is a


station, manned by the PPCRV (or any
accredited citizen’s arm) under
supervision and control of the DESO,
which directs voters to their respective

VCM

The SAES-1800Plus is a portable Vote Counting


Machine (VCM), designed to automate the counting of
votes in the May 09th 2022 National and Local
Elections pf the Philippines.
• The VCM scans and interprets the marked
paper ballots on the election day.

• The VCM tabulates, calculates, and transmits


the Election Returns to the Canvassing and
Consolidation System (CCS) after the voting
process is closed, as well as a copy of the
VVPATs (voter’s receipt) to the Transparency
Server.
VCM is GENERIC any clustered precinct ballot can be counted by any
VCM

SD card configuration, ibutton, EB PINS and ballots are


matched and cannot be combined with other precincts

Front Side View
iButton Receptacle: Located above the
thermal paper compartment. This is used
to tap the iButtons

Printer / Printer Compartment: Located


below the iButton receptacle. Designed to
load the thermal paper and print all the
VVPATs and Election Reports.
Ballot entry/return Slot: Located at the
front of the VCM. Designed for the voter to
insert his/her ballot.

LCD Screen: Located at the top of the


VCM. The touchscreen LCD screen is
designed to input data and navigate
through the system.

Cast Button: Green button on the right


side the LCD screen. It is used to cast
ballots.

Return/ Divert Button: Red button


below the cast button. It is used to
return ballots.

Headphone Port: At the right side of


the VCM. Is the port to connect the
headphones.

Note: The headphones will not be used in the May 09th 2022 National and Local Elections .

LAN Port: An RJ45 port to connect the
BGAN via ethernet cable.

Main SD Card slot A: Next to the LAN


port is the memory card slot, where the
removable write-protect Secured Digital
(SD) card is inserted (Main SD card).

Backup SD Card slot B: Next to the


Main SD card Slot A. Is the slot for the
backup SD.

Serial Number sticker: Located on the


left corner. Included the VCM serial
number in alphanumeric series

Back-up Battery Port: To connect the
backup battery for the VCM to operate,
even in case of a power outage

USB Ports: The Universal Serial Bus


(USB) port is used to connect the USB
transmission device. There are two (2)
USB ports available.

DC Port: The Direct Current (DC) port is


used to connect to the main power
supply.
Power button: This button is used to
turn on the VCM. LED indicator lights up
when it is on.
The ports marked with the icon will not be used in the
Philippines Election.
Bottom View
Ballot exit slot: It is used to eject the
ballots. The VCM ejects valid ballots from
the ballot exit slot after passing through
the feed mechanism. These ballots are
scanned and cast.

Ballot diversion slot: The ballot diversion


slot, will not be used in the May 09th 2022
National and Local Elections.

Lock flaps: This interlocks with the


ballot box.

Speaker: The speaker is used to play


the audios.
VCM Components and
Peripherals
VCM Components and Peripherals

PIN Codes: Personal Identification Numbers to authenticate the


users and grant access to VCM functions.

iButtons for Operations: These iButtons gives access to


the users when it is taped in the ibutton receptacle. Are also
known as OPR ibuttons.
iButtons for Digital Signatures: These iButtons will add
the digital signatures of the EB members when
necessary. Are also known as DigSig ibuttons.
VCM Components and Peripherals

SD Cards: Main and backup data must be inserted in the VCM all the
time. Main SD card should be inserted in slot A and the Backup SD Card
must be inserted in slot B. Both SD cards serve to store the electoral
data.

Thermal Paper: The official thermal paper will have the COMELEC
logo and is loaded in the thermal paper compartment. Reports will be
printed as well as Election Returns and voter's receipt.
VCM Components and Peripherals

Back-up Battery: Ensures the continuity of the operation in case of


power interruption.

Back-up Battery cables: To connect the Back-up battery


to the VCM. The cables are color-coded.

VCM Electrical Adaptor: Regulates the voltage input from the


direct current to the VCM.

Power Cord: To connect the VCM electrical adaptor to the power


outlet.

3/2 Prong adaptor: This might be required to connect the VCM


Power Cord to the power outlet.

Cleaning Sheets: Special sheets designed to clean the VCM


scanner.

Top Cover: Designed to cover the ballot box and mount the VCM
over it.

Ballot Box: Designed to store the ballots cast.


Transmission Devices
Transmission Devices

USB Transmission Device: This works with a preinstalled


SIM Card from a Philippine Telco Provider to transmit results
using GPRS network.

BGAN: it works with a preinstalled SIM card to transmit


results. It will be used for Satellite transmission in remote
locations. It should be located outdoor with clear view to
the sky. There are 2 BGANS models:
• ISAVI
• SABRE

Note: The transmission device delivered to each polling center will depend on the data coverage of each location.

Setting up the Ballot Box – Top Cover
The Ballot Top cover has the following elements:

Flap: To lock the VCM to the Top Cover when it


reach its final position.

Lid: To cover/uncover the ballot slots.

Lid lock: To seal the lid.

Ballot guides: For the ballot to be properly


inserted.

The Ballot Top cover has the following elements:

Lid: To cover/uncover the ballot slots.

Flap: To lock the VCM to the Top Cover when it


reach its final position.
Valid Ballot Slots: For the valid ballots to enter
to the ballot box.

Divert Ballot Slots: This slot will not be used in


the May 09 th 2022 National and Local Elections.

1 Place the top cover on top of the ballot box by snapping the
sides.
Note: Make sure the ballot box is empty before
placing the top cover.

2 Make sure that all sides are locked.

Note: Push down in each lock


until a snap will be heard. There
are 12 locks around the top cover.

3 Open the lid that covers the ballot slots.

1 Take the VCM and place it on top of the Ballot Box.

2 Push gently to slide the VCM into its final position.

Note: The VCM will be on its final position


when the VCM ballot entry meets the top
cover ballot guides.

3 Look for the plastic flap on the top cover found


at the back of the VCM.

4 Lift the plastic flap on the top cover until it locks into
the back of the VCM.

5 Insert the plastic seal to lock the VCM with the ballot
box.

Note: The VCM comes with a new thermal paper roll installed. This procedure must
be followed in case the thermal paper is not installed or need to be replaced.

1 Get a new roll of the official thermal paper with the


COMELEC logo, located in the VCM Box.

2 Remove the adhesive.

3 Pinch the cover of the printer compartment.

4 Pull up the cover of the printer compartment to open it.

5 If you are replacing the thermal paper, remove


the installed thermal paper roll. In case there is no
paper roll installed, skip this step and continue with the
next step.

6 Place the thermal paper roll ensuring the


COMELEC logo is side up.

7 Pull at least two inches of the thermal paper out of the


compartment, and ensure the thermal paper roll is
tight.

8 Close the printer compartment, gently pushing


down its cover until a snap is heard.

1 Take the Backup Battery and place it on the floor, behind the VCM.
Please make sure you use some insulating material (like plastic, carboard,
etc.) below the battery to avoid direct contact with the floor.

2 Remove the plastic cap of the Backup Battery

4 Take the Backup battery cable and loosen its


butterfly nuts.

5 Connect the red cable to the positive terminal of


the Backup battery (red colored terminal).

6 Fasten the butterfly nut making sure the cable is


tight to the Backup battery terminal.

7 Connect the black cable to the negative terminal


of the Backup battery (blue or black colored
terminal).

8 Fasten the butterfly nut making sure the cable is


tight to the Backup battery terminal.

Note: Battery cables cannot be interchanged,


because it will damage the VCM.

9 Open the VCM Backup Battery Port Compartment.

1 Plug the other end of the backup battery cable

1 Get the VCM Electrical Adaptor and the power


cord, located in the VCM Box.

2 Connect the power cord to the VCM Electrical

4 Plug the VCM Electrical Adaptor into the VCM DC


Port.

5 Close the VCM DC Port.

6 Get the 3/2 prong adaptor, located in the VCM

7 Connect the 3/2 prong adaptor to the other end of


the power cord.

8 Connect the power cord to the power outlet.

Note: The energy LED indicator located below


the VCM DC Port compartment, lights up when
the VCM is connected to a working power
outlet.

User Authentication and
Profiles Definition

Disclaimer: VCM screens may vary from

User Authentication Definition
The user authentication is the process to be followed by any user in order to have
access to certain privileges in the VCM.

A two-factor authentication is required for added layers of security. The users will
need:
• The iButton for operations.
• The PIN based on their profiles.
Profiles Definition
Profile Description
Recognized as the highest authority in the polling place that serves as the
Administrator of the application.
Chairperson

Note: When authenticating as a Chairperson most of the functions can be


activated without any other profile.

EB Members supervise the proceedings of the polling place. There are 2 EB


Members:

• EB Poll Clerk
(EB) • EB Third Member
Note: When authenticating as an EB member, both must provide their PINs to
activate certain functions.

After a successful authentication of one of the EB Members, the following screen will appear.

The lighter colored profile is authenticated, and the darker colored profile is not yet
authenticated.
Note: You must authenticate the other EB Member to complete the process. You must repeat the
steps 3 and 4, to authenticate the remaining EB Member using his profile and PIN.

After both EB Members had been authenticated, the system will show the Manage polls menu.

• Press the arrow button on top of the option you want to change, to increase it.
• Press the arrow button below the option you want to change, to reduce it.

Note: If you press Cancel the system will cancel the change and it will return to
the Utilities menu.

speaker sound test.

Note: The training version has also the test of the headphones sound, but this test will not
be present in the configuration to be used on election day.

Note: If the Audio option was selected to be tested from the Diagnostics menu, the VCM
displays a message informing the diagnostic's result as shown in the following screen.

The VCM prompts to diagnose the CAST and RETURN buttons, located at the right
side of the VCM LCD Screen.

1 The VCM screen display prompts “Please, press the CAST button”. Press the cast button of the VCM as indicated.
• If the CAST button is pressed, the VCM acknowledged it. The LCD will display the diagnostic as passed.
• If the CAST button is not pressed, the VCM will display the diagnostic as failed and continues with next step.

• If the RETURN button is pressed, the VCM acknowledged it. LCD will display diagnostic as passed.

Note: If the CAST/RETURN option is selected to be tested from the Diagnostics menu, the

2 Connect the ethernet cable from the BGAN to the VCM LAN port

• If network interfaces are not detected, the VCM will display the ethernet connectivity diagnostic as failed.

Note: If the ethernet option is selected to be tested from the Diagnostics menu, the VCM

Before running this diagnostic, make sure The USB transmission device has a SIM card inserted
in its SIM Card slot.
Note: It is possible to have more the one SIM card in your Polling Center

The VCM prompts to insert the transmission device.

Note: If the transmission will be done using LAN (BGAN), press option at the bottom-right side of the VCM LCD screen, to skip the USB transmission diagnostic and continue
with the LAN Transmission Diagnostic.

The VCM detects network interfaces for each configured server.


Transmission Diagnostic
The VCM will attempt to transmit a diagnostic message and will inform about the number of attempts made.
Additionally, it also displays a message on the server's response and transmits it to the next configured server. This continues until the configured servers receives the diagnostic message.

• If the transmission to the configured server is successful, the transmission of the VCM diagnostic passed.
• If the transmission to the configured server is not successful, the transmission of the VCM diagnostic failed.

Note: In case the transmission diagnostic fails, the following options could be
made:
• Use a different VCM USB port (the VCM has 2 USB ports).
• Change the SIM Card in the USB transmission device.
• Change the USB transmission device.

The VCM prompts to remove the USB Transmission device.

Remove the USB transmission device from the VCM USB port. If the transmission was made through a LAN transmission device, remove it from the VCM LAN port.

Note: If the transmission option is selected to be tested from the Diagnostics menu, the
VCM displays a message informing the diagnostic's result as shown in the following screen.

2 Enter the electoral board member's name of the chosen profile on the keyboard.

4 Repeat the steps 1 to 3 for the remaining profiles.

however in this case you must repeat the action for each server where the results were not
transmitted.
