4.0 Introduction
This method statement describes the sequence of excavation works for
the site formation of Taxiway asphalt pavement, Apron pavement (PQC),
the APM Western tunnel and Fixed Link Bridge foundations and
procedure for segregation and stockpiling of excavated material at
lay-down area P532/10. Excavation works would be carried out in phases
supported by appropriate dewatering system and temporary drainage
system for surface water discharge and maintain the working area dry.
Should there be any further revision or modification to be made on the
approved method statement in the future, this will be re-submitted to the
Project Manager for approval of the revised method.

5.0 Supervision Policy
All staffs either directly employed or Subcontractors’ workers will receive an
induction on safety, security, working procedures prior to be allowed to
works on site.
Each shift commences with a shift briefing giving emphasis on the works
and methods of the works to be carried out and adopted, correct use of
personal protection equipment, location of equipment and materials to be
used
Performance in terms of programme, quality, safety and environmental
management is reviewed by the Section Agent at a daily stand-up meeting
held at noon and attended by engineering, supervisory and Subcontractors’
staffs. The purpose of the meeting is to identify any site problem which may
cause deviation from the scheduled programme and to decide any
alternative measure to proceed with the works.
6.0 Construction Method
6.1 Preparation Works
1) Obtain an AAHK Works Permit upon securing Status “B” for the
review of this Method Statement.
2) Alll existing underground utilities shown in the construction drawing
would be checked using approved cable/utilties detecting equipment.
3) Settlement monitoring points shall be continuously checked until the
completion of all excavation works in accordance with the BD
drawings and requirements of the GS
4) All necessary Airport Restricted Area (ARA) vehicular and driving
permits for the escort cars and drivers for the delivery vehicles shall
be approved and obtained prior to the mobilization of any delivery
vehicle to site.
5) All material and equipment for the dewatering system would be
delivered to site prior to the commencement of excavation works.Soret at FujiTA G9.

6) Working area will be fenced off to prevent accident / protect workers
on site,
6.2 Excavation to Site Formation
Concerning the excavation for site formation, Contractor would
commence excavation for the three (3) south-most fixed link bridge
foundation footings (FA13, FA12 and FA11) and immediately
construct the footing structure and backfilled to the required level so
that the concrete surface channels could be permanently diverted.
After diversion, existing concrete channel at the mid-section of the
‘Taxiway T and Apron at works area P532/2 could be removed and
‘excavated down to the compaction level (approx. +6mPD).
There would be three (3) excavation teams of minimum 3 excavators
and 6 dump trucks and foremen who will be working at same time for
the upper Taxiway T / Apron (532/2) area, at the lower Apron (P532/2)
area and APM tunnel.
A separate excavation team would be provided for the Taxiways A &
B and discussed in details under separate submission.
6.2.1 Fixed Link Bridge Foundations
1) Survey setting out for the five locations for footing foundations of fixed
link bridges at the north-east side of works area P/532.
2)FSJV Permit-To-Dig System will be adopted and should be made
available for inspection to the PMR (Superintendent) prior to the
commencement of excavation.
3)Excavate and remove the top soil and vegetation. Excavation will be
commenced at footing FA23, FA33 and PA23 and proceeding
northward to footing FA 21, 32 and FA12 until all five groups of footing
excavated to the formation level
4)All footings would be excavated using excavators and dump trucks
down to formation level at +4.80mPD. All excavated material would
be stockpiled at the lay-down area P532/10 subject to classification
and selection for reuse.
5)For footings FA11 and FB3, after excavation to formation level, plate
load tests would be carried out for each footing in accordance to BD
requirements. Refer to latest revision of MS for Plate Load Test for
Fixed Link Bridge (ref. FSJV/P532/Z/0026/B)..
6)Safe slope would be maintained. As the site formation is higher than
the water table along the area, sump pit would be installed for each
footing with suitable capacity submersible pump to remove surface
and rain water. The water would be pumped to the water treatment

existing concrete channel directed to the approved discharged point.
7) The excavated area shall be fenced off and surrounded with mills
barriers or similar as protection.
8)As per plan, the 3 fixed link bridges at the south would be immediately
constructed and backfilled so that the concrete channels at the east
side can be diverted and excavation for the taxiway T and Apron
could be continuously carried out.
6.2.2 APM Western Tunnel
1) Survey setting out.
2)FSJV Permit-To-Dig System will be adopted and should be made
available for inspection to the PMR (Superintendent) prior to the
commencement of excavation.
3)APM area would be divided into three (3) phases and excavate
commencing from west from Giline AH towards Giline R. Excavate
from existing ground level (approx. +8.5mPD) down to the formation
level of -4.875mPD using backhoe and loading into dump trucks and
stockpile at the lay-down area P532/10 subject to classification and
selection for reuse.
4)A safe slope ramp of approx. 7m width would be formed at the east
side of the excavation for access to dump trucks and excavators and
proper access ladder for workers in going down the trench.
5)The APM tunnel excavation would be divided into three Phases and
excavated one at a time commencing from the west side Phase 1
(Giline AH to AC), and continue to Phase 2 (Glline AC to X) and
finally to Phase 3 (Giline X to Q) down to the APM formation level.
6)Estimated volume for each Phase is approx. 51,300M3. Minimum of 3
backhoes/excavators would be utilized supported by 6 -10 dump
trucks to complete excavation for each phase within 5 weeks.
7)Upon completing excavation of Phase 1, inspection would be
requested from AA for the condition of formation and plate load test
would be conducted as per BD drawings. Refer to MS for Plate Load
Test (ref. FSJV/P532/Z/0010C).
8)Safe slope of 34° would be maintained where bare faces of the slope
would be protected with concrete mortar mix manually laid to prevent
collapsed due to rain and dust emission
9)Sump pit would be installed at strategic locations complete with
perforated steel casings, suitable capacity of submersible pumps and
flexible hose pipes. Temporary U-channel or earth ditch would be
constructed at the edges of the excavation bed to collect run-off to
the sump pits. The water would be pumped to the water treatment
facilities/sedimentation tank at higher ground and dispose to the
existing concrete channel directed to the approved discharged point.SUN re FujiTR Ge

10)A suitable dewatering system shall be provided to ensure that the
final excavation level shall be kept dry during the construction
period.
11)Following the same procedure in Phase 1, excavate Phase 2 and
Phase 3 and carry out the required plate load test for each area.
12)The excavated area shall be fenced off and surrounded with mills
barriers or similar as protection.
13)For further details, refer to the latest version of MS for ELS and
Dewatering Works for APM Tunnel (ref. FSJV/P532/Z/0081) and
Proposed APM Tunnel Excavation Plan in Appendix B.
6.2.3 Apron Pavement (Pavement Quality Concrete)
1)Survey setting out for the apron pavement (PQC) and establish the
tie-in with the taxiway T (Marshall Asphalt).
2)FSJV Permit-To-Dig System will be adopted and should be made
available for inspection to the PMR (Superintendent) prior to the
commencement of excavation.
3)A test pit 1m deep would be carried out to determine the underlying
soil condition. Excavate and remove the top soll and vegetation
4)After removal of top soil, if the existing ground level is more than the
earthwork and compaction requirements ( ie. 600mm), level the
excavation bed and request for inspection from AA for the condition
of formation. Then, backfill the area with approved fill material up to
the design formation level (in layers not more than 300mm each) of
the apron pavement. Fill material are the excavated and selected
material, screened to remove big boulders and tested in accordance
with fill material specification of the GMWS.
5)If existing ground is less than the earthwork and compaction
requirements (i.e. 600mm), this would be excavated to match the
required pavement design thickness. The formation bed would be
stabilized and leveled using type A or AB material or same existing
material subject to inspection of AA down to the design formation
level. Then the subgrade material would be laid and compacted to
modified proctor MDD with compaction degree as per specification
6)If existing geotextile is exposed, JV would install new geotextile in
accordance with the requirements of the particular technical
specification and minimum lap of 1m with existing geomembrane or
filter later. All damaged geotextiles would be replaced using the
lapping requirement and request inspection to AA.
7)If existing ground is higher than the proposed pavement level, the
same procedure as in item 5) and 6) would be applied.
8)A separate team of dump trucks and excavators would be deployed to
the pavement excavation areas
9)All excavated material would be stockpiled at the lay-down area

10)For the site formation of the Apron pavement, total excavated
material would be approx. 28,600M3, Using minimum 3 excavators
and 6 — 10 dump trucks, excavation to formation level would be
within 4 weeks.
11)Upon completing excavation for the apron pavement down to the
‘compaction level, excavation for the underground utilities (drainage,
potable water, oil separation pipes, etc) would be commenced
immediately. Excavation works for the utilities would be discussed
under each separate MS.
12)Safe slope would be maintained and sump pit installed at strategic
locations complete with suitable capacity submersible pumps and
flexible hose pipes. Temporary U-channel or earth ditch would be
constructed at the edges of the excavation bed to collect run-off to
the sump pits. The water would be pumped to the water treatment
faciities/sedimentation tank at higher ground and dispose to the
existing concrete channel directed to the approved discharged point.
13)The excavated area shall be fenced off and surrounded with mills
bartiers or similar as protection.
14)Safe access ladders shall be provided for workers in going down the
excavation

6.2.4 Taxiway T (Marshall Asphalt Pavement)
1) Survey setting out for the Marshall Asphalt pavement and establish
the tie-in with the apron pavement (PQC) and existing taxiway B at
the north.
2)FSJV Permit-To-Dig System will be adopted and should be made
available for inspection to the PMR (Superintendent) prior to the
commencement of excavation.
3)A test pit 1.5m deep would be carried out to determine the underlying
soil condition. Excavate and remove the top soil and vegetation

earthwork and compaction requirements (ie. 1200mm), level the
excavation bed and request for inspection from AA for the condition
of formation. Then, backfill the area with approved fill material up to
the design formation level (in layers not more than 300mm each) of

approx. 65,000M3, and would be completed within 8 weeks.
11)Safe slope would be maintained and sump pit installed at strategic
locations complete with suitable capacity submersible pumps and
flexible hose pipes. Temporary U-channel or earth ditch would be
constructed at the edges of the excavation bed to collect run-off to
the sump pits. The water would be pumped to the water treatment
facilities/sedimentation tank at higher ground and dispose to the
existing concrete channel directed to the approved discharged point.
12)The excavated area shall be fenced off and surrounded with mills
barriers or similar as protection.
13)Safe access ladders shall be provided for workers in going down the
excavation

6.2.5 Midfield Concourse Building
1)Bored piling would be carried out from the existing ground level and
would be trimmed to the final formation level after the completion of
the bored piling works and backfiling of the bored holes.

4)Excavation would be commenced at south side at P532/5 works area
and continue towards P532/4 down to +4.50mPD for the south wing
and +3.50mPD at the center of the Concourse. Then, excavating
team will continue towards the north for the P532/3 area down to
+4.5mPD. Total excavated volume for Midfield Concourse building is

6.3 Classification and Separation of Excavated Material
6.3.1 Overview
After initial survey and site clearance, excavation work would be
commenced from existing ground level. All the excavated material
would be transported to Lay-down Area P532/10 for classification and
stockpile. This procedure includes proposed classification method for
suitable and unsuitable material, selected and unselected material, and
separation system in stock pile.
6.3.2 Classification Procedure

1) Initial Classification
The purpose of the initial classification is to segregate unsuitable
material on the top soil such as vegetation, concrete debris, timber,
steel etc. from excavated material. Excavator and manpower resources
would be employed for this classification. The unsuitable material would
be immediately disposed off-site to the Tuen Mun Government Disposal
Area.

2) Secondary Classification
Within suitable material for filling after initial classification, secondary
classification would be carried out for material to be used for deposition
of subgrade for the Taxiway and Apron pavements. The secondary
classification is aimed to remove boulders or cobbles exceeding 300mm
size from the material. Screening facilities made of steel members
would be fabricated for this classification. Material would be screened
using excavators and all selected material would be requested for soil
testing. Sampling for sieving test and other laboratory tests for classified
material such as liquid limit, plasticity index, coefficient of uniformity,
sulphate content, optimum moisture content and maximum dry density,
would be in accordance with Table 7.4 in GMWS Section 7.
3) Stock Pile
All the excavated material would be delivered and stockpiled to the
Lay-down Area P532/10. First stage separation categories will be
through “Initial Classification” for suitable material for filling and
unsuitable material. All unsuitable material would be immediately
disposed offsite (Tuen Mun Area 38 Disposal Area). However, the
suitable filling material would further be classified under “Secondary
Classification” as mentioned in above Item 2.
During the initial classification, the Type A boulders (1m to 2m size) and
‘Type AB (less than 900mm) boulders could immediately be segregated
and stockpiled on the lay-down area, Likewise, the Type C material
could also be easily segregated due to their sandy feature, All selected
material during the Secondary Classification will fall on Type B material
category. Furthermore, maximum height of stockpile would be limited to
3m.
A wheel washing facility would be provided with assigned workers to
manually clean all vehicles leaving the lay-down area. This wheel
washing facility would be cleaned and maintained on daily basis to
prevent siltation and stock of sand and ensure continuous flow of clean
water to the concrete channel.
No tarpaulin sheets would be used to cover the stockpile material.
Continuous spray of water to the stockpile would prevent dust emission
and also stockpiled material not to be blown away outside the
designated area.
Segregation boundaries will be formed by excavating v-ditch to prevent
mixing together and at the same time serve as temporary drainage to

the stockpile area. This would also prevent water from the stockpile
area to Proper stockpiling conditions would be maintained during works.
Refer to Appendix E for the Stockpile Arrangement at Lay-down Area
P532/10.
For the purpose of preliminary checking the volume of stockpile material
at lay-down area, total number of loaded trucks of move-in and
move-out would be checked by assigned worker at the entrance of Area
P532/10 and inform AA on a daily basis for information/endorsement.
Actual quantities would be verified by survey.
CONTINGENCY PLAN:
Heavy Rainfall Precaution
In case of heavy rains and flooding occur, the following action shall be
carried out:
1) Additional pumps and flexible hose pipes shall be provided to
drawdown the accumulation of water into the concrete ditches.
2) Sump pit/pumps shall be provided for temporary drainage. All
temporary channels shall be checked for blockages/flow
obstructions especially with the collapse of stockpile material due to
heavy rains.
3) All equipment and materials shall be evacuated to high grounds
4) Waterways, U-channels and sump pits shall be maintained and
cleared from blockages and debris.
5) Sand bag dikes will be installed at crest to prevent surface run-off
onto the trench.
6) The inclement weather will be monitored on a 24hr basis by
Emergency staff and take action as necessary.
7.0 Safety Requirement and Precautionary Measures

All workers will attend an (internal) induction course conducted by the
Safety Officer. The Safety Officer will explain the necessary safety
requirements as identified in the Risk Assessments Record and the Site
Agent / Sub Agent / Engineer in charge of the work will explain the system
of work to his supervisors and workers.
Sufficient too! box talks will be provided during the course of work, with
specific training in the hazards during construction works.
All workers on site would obtain an approved Mandatory Basic Safety
Training Certificate.
Plant operators will be trained. All workers would be fully trained esp. for

8.0 Environmental Protective Measures
As regards to the Site Formation and Stockpile Arrangement at the Lay-down
‘Area P532/10, following environmental concerns shall be considered:
1) Water spray facilities will be provided to suppress dust spread on site and
on stockpile, if necessary.
2) All dump trucks shall be equipped with properly fastened cover sheet or
similar canvass to prevent spillage of soil during transport.
3) Car-wheel washing will be offered for all vehicles leaving the works areas
ensuring that no dirt would be spilled on the Airside Operational Area.
4) All sand traps shall be cleared with siltations on a regular basis.
5) Regular noise level monitoring will be conducted not to exceed the limit.
6) The site shall be enclosed with sandbags with cement mortar to prevent
flow of muddy water to the taxi lanes.
7) Assigned workers shall ensure that safe slope will be maintained for the
‘stockpiled material and separating ditches will be clear at all times.
8) Proper tray and container will be used to capture the residual fuel (if any).
9) The application of noise permit will be sought for any night works to be
executed beyond 7:00pm when deemed necessary.
