to the hazard classes (from 1 . 1 to 1.6) and their compatibility;

I 0.2. Maximum amount of net explosives quantity (NEQ) stored in the structure (hazard class 1 . 1 ) -

maximum, taking into account safe distances from surrounding objects;

10.3. Military ammunition and explosives are stored in the storage room using NATO standard

pallets (axb, I OOOx 1200 mm), which can be stacked on top of each other up to 3.9 m. height. The

highest pallets are raised to a height of 0.5 m from the top of the pallets below them during transfer,

so a "clean" height of 4.4 m is required for storage.

accordance with the preliminary territories specified in the Annexes;

1 1 . 2 . 5 . The floor level of a l l storage rooms must be the same a and not to create an obstacle to other

types of trucks to enter and leave the storage room;

1 1 . 2 . 6 . To provide a gate (with an opening of at least 4x4 m) in the storage room, which opens to the

outside of the room and meets the requirements for security class I (in accordance with sub-clause

25.12). Gate must comply requirements provided in AASTP-1 and protected against burglary. The

most suitable type of gate and more precise requirements for them are coordinated with the customer

during design;

11.2.7.The storage room must have a constant rnicroclimat e (relative humidity to 60 per cent,

temperature regime from +5 to + 25°C).

1 1 . 2 . 8 . To provide measures to protect the storage room from the formation of water condensate.

Ammunition storage room must be as dry as possible. If necessary, air dehumidifiers must be

installed;

11.2.9. To provide an antistatic floor in the storage room, resistant to m echanical and dynamic effects,

which must withstand a load of at least 50 kN/m ;

1 1 . 2 . 1 0. To provide coatings in the storage room, depending on the purpose of the room. Coatings

must be airtight, dust-free, etc.;

I 1.3. Requirements for the technical rooms:

1 1 . 3 . 2 . To provide the following in the technical rooms: electrical input of the structure, microclimate

support equipment and control, internal and external lighting control and other engineering systems

of the structure, fire extinguishing means;

1 1 . 3 . 3 . To provide the microclimate regime of the technical room and its maintenance measures,

taking into account the requirements for the equipment to be installed in the room;

1 1 . 3 . 4 . To provide a fire alarm. The signal output location shall be adjusted during design;

11.4. Requirements for access roads:

1 1 . 4 . 1 . To provide a static loading/unloading site with a hard artificial surface (asphalt, etc.) suitable

for four-axle vehicles of class N3 (2600xl2000x4500 mm) intended for the carriage of goods. The

technically permissible maximum laden mass of the vehicle is at least 48 t. The designer must assess

the maximum permissible vehicle loads provided by legal acts and during the design proposal an

alternative solution to the builder (customer);

1 1 . 4 . 2 . Provide natural pavement access roads to structures adapted to the vehicles referred to in

clause 1 1 . 4 . l. The type of pavement shall be coordinated with the builder (customer) during the

project preparation.

1 2 . Installation of security systems - electronic security systems for the warehouse and other

structures installation will be coordinated during design. The initial requirements for protection

systems is provided in Annex No. 9. The customer will specify the security system solutions after the

designer submits design proposals for the customer's a pproval.

1 3. R adio and television installation - none;

1 4. M eans of communication - to provide wired telephone communication in the technical room.

The signal output location shall be adjusted during design;

1 5. C omputerization of workplaces - none;

16 . E lectricity supply category:

1 6.1. Present - none;

16.2. R equired - III (the category may change after assessing the n eed provided for in clause 1 8 .2) ;

17. Sp ecific r equirements for the installation of engineering systems of the structure:

17 . 1 . To provide, taking into account the purpose of the structure, all engineering systems necessary

for the functioning of the structure, economically j ustified and safe to operate in an explosive

environment ;

1 7 . 2 . To provide temperature (thermal) and relative hu mi dity sensors that respond to changes in the

temperature and relative humidity in the storage room ( specified in clause 11.2.7.). S ignal

transmission locations shall be specified during design.

17.3. To provide monitoring and fault warning systems for electrical, HV AC and power generator

systems. D uring the design, the locations of monitoring and fault signals will be indicated.

18. Sp ecific r equirements for engineering structures ensuring the func tioning of the structure:

1 8 . 1 . To evaluate the existing engineering networks in the territory, their capacities, provide for the

possibility to connect the engineering systems of the structure to them;

18.2. To provide an electricity generator of the required power to ensure an uninterrupted supply of

electricity to the structures;

1 8 . 3 . To provide protection of the structure and equipment from lightning and static electricity. All

metal a nd other electrically conductive parts of technological equipment must be earthed, regardless

of the use of other static protection devices ;

1 8 . 4 . To provide lighting for the structure accesses and entrances to the structure during the dark

hours of the day. Provide lighting control with a light sensor;

18.5. To provide for the transmission of fire warning signals to the structures agreed with the

customer during design;

18.6. To provide in the warehouse area between the buildings it wi l l be necessary to ay

comm unication channels 2xd 1 1 0 with intermediate passage wells every 50 m and at corners, internal

communication between buildings ( 2xdl 10) which would be u sed for laying signal cables. The pipes

mu st be integrated into the technical premises w here the control units of all signaling I control devices

will be installed. If necessary , network laying works outside t he site may be carried out in a closed
manner without the wells and pipes specified in sub-clauses 9.2 and 9.3 and up to the structures I

premises at the agreed design time;

1 8 . 7 . To provide for the discharge of surface (rain) wastewater from the structure and the area around

the structure. Also provide fire safety measures (including preventive measures) for extinguishing

fires in the area;

1 8 . 8 . To provide for the restoration of all damaged, destroyed pavements during the construction,

including all works necessary for the proper use of the infrastructure (greenery, roads, engineering

networks/systems, etc.);

18.9. To provide for the fencing of the area around the warehouse in accordance with the

requirements of clauses 25.2 and 25.5 and Annex No. 9. The need for fencing of each territory and

precise solutions are coordinated with the customer;;

19. Need to perform research on an existing structure- none;

20. Need to perform engineering geological and geotechnical surveys - to provide for mandatory

surveys at construction sites in design.

2 1 . Composition of project proposals:

2 1 . 1 . Prepare typical project proposals, the composition of which:

21.1.1.Description of solutions for the planning of the structure (premises) from the functional

(technological) point of view and plans (schemes) of the structure (premises);

21.1.2.Descriptions and schematic diagrams of future foundations, floors, overlays, coatings, roof,

retaining walls, blast wave containment measures around the structure and other supporting

structures;

2 1 . 1 . 3 . The maximum amount of net explosives quantity (NEQ) allowed to be stored in the structure

(hazard class 1.1) must be indicated, drawings and calculations of the hazardous areas of the

warehouse must be attached and the rotation angles of the warehouses with respect to the surroundin g

objects were selected accordingly. Only after performing the above-mentioned actions and

coordinating them with the customer, the designer submits the final layout plan of buildings

(warehouses) for the customer's approval. Based on the above information, the designer must select

the storage locations and rotation angles so that the maximum safe amount of NEQ allowed to be

stored in the warehouses can be stored. If it is not possible to change the location of the structure due

to non-compliance with safety requirements, the designer must evaluate and propose solutions for the

installation of safety compensatory measures (barriers, ramparts, etc.);

21.1.4.Specifications of construction materials/works and technology to be used for the floors, walls,

partitions, doors, roof, finishing and other elements of the structure;

21.1.5.Information on the heating, ventilation, air conditioning and other systems provided in the

structure;

21.1.6.Information on the planned solutions for the disposal of surface (rain) wastewater (from the

structure and the area around the structure);

21.1.7.Information on planned electrical, communication, fire warning solutions;

2 1 . 1 . 8 . Information on the planned solutions of engineering systems that ensure the functioning of the

structure;

21.1.9.Economic substantiation of solutions (building structures and engineering systems),

estimating operating costs;

2 1 . 2 . To prepare design proposals for each structure in the territories specified in the Annex, the

composition of which:

2 1 . 2 . l . Description of the designed structure and its adjacencies and conditions: place of construction

of the structure, relief, type of construction, purpose of the structure, category of the structure, other

necessary data;

21.2.2.Brief description of the construction site: buildings, engineering networks and equipment on

the site, greenery, geological, hydrogeological conditions, hygienic and ecological situation,

environmental construction;

21.2.3.Description of the engineering networks and communications on the construction site and

evaluation of their application possibilities;


21.2.4.Description and justification of the surveys required/performed;

2 1 . 2 . 5 . The minimum safety distance (based on calculations) from the designed warehouse to the

nearest structures must be indicated, marking the protection zone;

21.2.6.Information on the need for demolition of existing structures, relocation or reconstruction of

engineering networks;

21.2.7.Descriptions of the site arrangement, communication and other structures and schematic

diagrams of the layout, description of the future environmental impact;

21.2.8.Estimated cost of the structure construction;

21.2.9.Project proposals must be prepared specifically for each object. Also project proposals must

be prepared for each object separately.

22. Basic instructions for solution coordination, approval, etc.:

2 2 . 1 . Designing begins only after coordinating all issues with the builder (customer) and specifying

the software task, compliance with the valid spatial planning documents;

22.2. To coordinate project solutions, technical specifications and technologies of materials,

equipment and construction products with the builder (customer);

22.3. To coordinate the project with other state supervision institutions, as required by laws, other

legal acts or the builder (customer) may instruct the designer to do so;

22.4. To receive the builder's (customer's) approval of the essential solutions of the project and the

approval of the project - in accordance with clauses 52-55 of STR 1.04.04: 2 0 1 7 "Structure design,

project expertise".

22.5. The designer must submit the acts of coordination of the solutions of the project components,

signed by the project manager and the managers of the project parts, and assume responsibility for

the content of these acts and the conformity of the solutions to the actual construction conditions;

22.6. The designer must submit the project manager's approval for the appointment (hiring) of the

managers of the project parts;

22.7. Any amendment, supplement or correction of design solutions must be agreed with the builder

(customer) and formalized in accordance with the procedure established by legal acts;

22.8. Correction or replacement of bad design solutions; elimination of errors in design solutions or

replacement with other design solutions during the entire term of the contract must be performed by

the designer free of charge, within the term agreed with the builder (customer). Amendments,

supplements and corrections to the project are made by preparing a new edition design solution

document, and a new edition is assigned to this document. If the project documents are amended,

supplemented and corrected several times, a new edition of the documents is issued each time. The

designer, having prepared the project, its amendments, supplements and corrections, and having

signed it, confirms that the project complies with the provisions of laws, other legal acts, project

preparation documents, normative construction technical documents, normative structure safety and

purpose documents, and is responsible for the quality of the whole project, the consequences of

project amendments, supplements and corrections;

22.9. If bad project solutions (not in accordance with the requirements of the applicable legal acts,

not based on calculations, inconsistent with each other and resulting in the need to amend/correct the

project) and/or errors are revealed during the preparation or contracting of the work project, the

designer must correct the project without additional remuneration and coordinate it with the builder

(customer), other institutions, by issuing a project document of a new edition and, if necessary, obtain

a new construction permit and pay the builder (customer) costs of re-examination of the

corrected/amended (if necessary).

23. Requirements for project preparation solutions:

2 3 . 1 . The main normative documents and other conditions under which the work will be performed

must be specified in the prepared project documentation and technical specifications.

23.2. The technical specifications of the project components must be written specifically for this

project in a comprehensive and detailed manner.

23.3. The designer must ensure and, at the request of the builder (customer) manager, submit

documents ensuring that construction products, materials, equipment, products, etc. complying with
the technical specifications of the project components can be supplied by at least three manufacturers.

This information must be provided in the technical specifications of the project components at the

request of the builder (customer).

23.4. All materials, construction products, equipment and items specified in the project must be duly

legalized in the EU and/or Lithuania.

23.5. Workload sheets must be prepared in accordance with the requirements of the project task. To

group works in project drawings, workload sheets according to project components and individual

work groups (the division of work groups must be coordinated between project parts).

23.6. When forming the minimum requirements for construction works technologies and quality, use

references to the descriptions of relevant construction works technologies and quality in the current

editions of www.statybostaisyklos.lt.

23.7. The project is completed and formalized in accordance with the procedure established by LST

1516: 2015.

23.7.1.Projects must be prepared specifically for each object. Also projects must be prepared for each

object separately.

23.8.

24. Requirements for supervision of the structure project implementation:

24.1. The designer undertakes to organize and ensure the proper performance of the supervision of

the construction project execution provided for in the contract and valid legal acts throughout the

construction period of the structure, from the beginning of the construction of the structure to the

completion of the construction of the structure in accordance with the procedure established by legal

acts. All costs related to the project implementation supervision activities are the responsibility of the

designer who prepared the structure project.

24.2. The supervision of the construction project implementation shall be carried out in accordance

with Chapter VI "Description of the procedure for supervision of the execution of the structure

project" of STR 1 . 0 6 . 0 1 : 2 0 1 6 "Construction works. Supervision of the construction of the structure"

and other legal acts.

24.3. It is obligatory to supervise the implementation of the solutions of all components of the

structure project, which is carried out by the designer who prepared the structure project.

24.4. Before the start of construction of the structure, the designer shall submit and agree the

following with the builder (customer):

a) Schedule of the structure project execution supervision works, the course of the execution

and the description of the methods;

b) Composition of the structure project execution supervision team (names, surnames, positions,

issuance, validity dates and numbers of documents granting the right to hold the respective

positions, contact information - telephones, e-mails) of the structure project execution

supervision manager and the managers of all parts of the structure project execution supervision

managers;

c) Time and procedure for visiting the construction site. The designer must visit the structure

being constructed (construction site) during the whole period of project supervision at such a

frequency that would ensure proper execution if project supervision, however, in all cases, he

must devote at least 8 hours per week (for each manager and manager of the execution of a part

of the structure project) per week (unless the parties agree otherwise) and, if reasonably

instructed by the builder (customer), more frequently. The results of site visits and project

supervision must be recorded in the Construction Log.

24.5. The duties and rights of the manager of the structure project execution supervision and the

manager of the structure project part execution supervision appointed (hired) by the designer are

defined in the fourth section of Chapter VI of STR l . 0 6. 01 :20 1 6. The manager of the structure project

execution supervision and the manager of the structure project part execution supervision shall be

responsible for the performance of duties and the exercise or non-exercise of rights in accordance

with the procedure established by law.


24.6. The designer must follow only the instructions provided by the builder (customer), if they do

not contradict the valid legal acts of the Republic of Lithuania.

24.7. The designer must organize and perform, free of charge, the correction of the observed errors

in the solutions of the structure project.

24.8. During the supervision of the structure project execution, the changes of the structure project

solutions shall be performed in accordance with the procedure established in Chapter VI "Structure

design, project expertise" of STR 1.04.04: 2017.

24.9. Changes in the project solutions made during the supervision of the structure project must be

registered in the Construction Works Log. Upon the instruction of the builder (customer), the designer

will have to fill in the electronic construction log.

24. 10. The manager of the structure project execution supervision and the manager of the structure

project part execution supervision, supervising the execution of the structure project (part of the

project) must ensure that in all cases the changes made to the solutions of the structure project (part

of the project) comply with the essential requirements of the structures specified in Regulation (EU)

No. 305/2011, the requirements of the normative construction technical and normative structure

safety and purpose documents. In all cases, such changes must be agreed with the builder (customer)

in writing.

2 4 . 1 1 . The designer must ensure the obligation of the managers of the structure project execution

supervision (according to their competence) to sign the inspection of hidden construction works,

testing of engineering networks, structure engineering systems, technological engineering systems,

recognition as suitable for use and other construction execution documents, if they comply with the

solutions of the supervised part of the structure project, the requirements of normative constrnction

technical, normative structure safety and purpose documents.

24.12. Throughout the project supervision period, the designer must:

a) Provide advice (including mandatory instructions) and any explanations to construction

contractors (subcontractors), coordinate their submitted work project and I or its components,

if they are prepared in accordance with legal requirements and comply with the project

solutions;

b) Provide recommendations and take all necessary actions to ensure the quality of the structure

construction and finishing works and compliance with the project;

c) Take all necessary steps to correct errors in the construction and finishing work of the

structure;

d) Provide recommendations to the builder (customer) in cases when the contractor

( subcontractors) does not follow the designer's recommendations and/or instructions (when the

contractor (subcontractors) violates the rights of the designer or builder customer));

e) A t the reasoned request of the b uilder (customer), the designer must participate in all

production, coordination, w ork, etc. meetings or consultations, which deal with issues related

to the implementation of the project;

f) Carry out all other actions provided for in the applicable legal acts regulating the supervision

of the execution of the structure project, as well as necessary for its proper assurance;

g) Pa rticipate in the structure completion procedures, in the work of the commission for

recognition of the structure as suitable for use, together with the contractor to prepare all the

necessary documentation, which shall be provided for the commission work and the structure

completion procedures of the information system of the Republic of Lithuania "Infostatyba".

2 4 . 1 3 . The designer undertakes to provide the builder (customer) with project execution supervision

reports:

a) Interim reports shall be drawn up at least every 3 months. They briefly describe the process

of supe rv ision of the structure project execution, recommendations and conclusions on the

compliance of the work with the project solutions, provide comments recorded in the

construction log and/or official notices, complete and provide a table of changes to the solutions

of the structure project ( all components);


b) After the builder (customer) has checked and approved the report, the designer provides an

invoice for the properly performed services;

c) The final report shall be submitted before the start of the structure completion procedures of

the information system of the Republic of Lithuania "Infostatyba". This report briefly describes

the process of supervision of the structure project execution, provides recommendations for the

operation of the structure, completes and presents a final table of changes to the design solutions

of the structure project (all components). Together with the construction contractor, the designer

forms and prepares for the uploading to the information system of the Republic of Lithuania

"lnfostatyba" the final editions of the project solution documents of the structure project,

formalized in accordance with the procedure established by STR 1.04.04:2017 "Structure

design, project expertise" and LST 1516:2015 "Structure project. General formalization

requirements".

24.14. The end of the supervision of the execution of the structure project is considered to be the day

of drawing up the construction completion document.
