SUCRE – What is Network Creation?
Network creation is the area that designs and builds the infrastructure needed to
support business.
The objective is to be efficient. So the development of this area must be directed
to reduce the operating cost within the following action points.

 A lot of different IT systems involved in the process, each department has it’s own system
 Different data models for different network elements types; difficult to share data and high
OPEX implementing new technologies
 Inaccuracy in the inventory due to lack of integrity rules: jeopardies in network planning,
engineering activities and provisioning activities
 Processes tending to increase in complexity in each business area (planning, engineering,
etc.)
All of this increases IT OPEX and Network creation substantially

Telefónica de España
What were the drivers for change?

 Simplify the IT systems map into the Network Creation Areas and lower
the OPEX related with them
 Establishing common procedures in order to define and implant
productivity measurements and KPIs into the Network Creation Area,
and a basis for BPM
 Build one single Network inventory shared as a common reference into
all the network creation area departments, as a driver for efficiency
 Integrate inventory data with Telefonica’s ERP (currently belonging to
SAP family)
 Refit IT technologies into the IT Network creation and planning systems

What Telefónica Achieved

Sharing inventory and management data between planning areas, engineering areas and suppliers thus
increasing efficiency

Creating a strong relationship between network inventory and accounting data (Sarbanes-Oxley law more
easily accomplished)

Create the ability to take KPI measures during the network creation processes

SUCRE (Unique System for Network Creation)
SUCRE provides end to end support of network creation activity on a single
system, offering an integrated view of the network in order to homogenize and
improve the network creation processes throughout all territorial departments

SUCRE is based on:

 A BPM approach to the Network creation process, re-engineering and process improvement (model, implement, monitor and
review)
 Complete management of the Network Creation process
 All actors involved in the process are integrated
 All process information is stored in a unique database
 End-to-end process support
 Unique network view; all technologies integrated and related
 Design support and task automation (in the inventory during design)
 System consolidation (reduce the number of applications) and Commercial software leverage

End to end process on a Workflow
SUCRE homogenizes and improves network creation in the different regions, supporting
end to end activity in a process manager platform.

 Coordinate all participant activities in the process (External

Plant, Internal Plant, and Real Estate) throughout a
workflow
 Works are not repeated due to fragmented organization or
systems
 It is the same process for all regions
 Integrates economic management, covers scheduling and
work management with third party relationship.
 Covers end to end process from the need to the network
available

SUCRE – Administrative Management
The main module of SUCRE is the SAP Workflow Manager (SAP WF).
 All network creation business processes run on Workflow Manager, which orchestrates all the tasks that
the user has to perform and integrates with the different systems that actuate the process.
 SAP WF provides business process design and execution functionality
 SAP WF inbox is the single access point from which users can manage pending work in a guided and
monitored way according to previously defined workflows. It provides basic task management capabilities
(assignment, filtering, searching, etc.)
 SAP WF is fully integrated with SAP RM. Required documents can be directly accessed from work items
inbox according to functional rules defined in workflow
 SAP RM stores all structured information and documents developed throughout a network creation process
lifetime (Network requirements, technical designs, work specification and planning, budgets, inspections,
etc.)
 SAP RM provides basic functionality such as document version management, searching and listing,
records association, changes logging, etc.
 RM case object is the “Folder” where all the information generated throughout the workflow is contained
 The folder has a generic model for all business processes. This model is based on:
 Inputs: work requests for Network Creation
 Operations: inventory movements coming from design
 Work: work on network contracted to suppliers

SUCRE – Technical Management
SUCRE proposes a tight relationship between the technical management and the administrative
management.
The process workflow coordinates the technical design execution on the different tools in the different
steps of the process

Registry

Technical design integrated with the process allows you to:

 Improve registry quality; network is inventoried at the design step
 Unify network view, one inventory for all technologies
 Reduce design time and avoid going back on the process; improves design quality
 Complete and simple linkage between assets on the economical registry and the network inventory
(Sarbanes-Oxley law)
 Order and asset liquidation is created based on the design details automatically generating the link between the
economic world and the technical one
Automated technical design
 New inventory tools help the technician on taking decisions

Benefits of the Amdocs relationship

While SUCRE is an huge project leaded by Telefonica an developed by

IBM as main contractor, relationship with Amdocs has been essential to
the success in order to:
• Guarantee levels of funcionality in the current version of Cramer and
mantaining expectations for his future rodmap’s evolution.
• Supporting technical solutions and recommendations for right ways of
operating the system, in several opportunities during the development of
the project
• Strong help in product support and maintenance
