INTRODUCTION

India is facing many socio and economic problems. One of the major
problems is abject poverty. As per Suresh D. Tendulkar Committee
Report, about 22 percent of the total people in India are under below
poverty line under minimum recall period status. With low per capita
income, heavy population pressure, prevalence of massive unemployment
and underemployment, low rate of capital formation, misdistribution
of wealth and assets, prevalence of low technology and poor economics
and instability of output of agriculture production and related
sectors are some of the symptoms of it. The poor stays poor, not
because they are lazy, but because they have no access to capital.
Microfinance is the supply of loans, savings, and other basic
financial services to the poor. As these financial services usually
involve small amounts of money - small loans, small savings, etc. -
the term “micro finance” helps to differentiate these services from
those which formal banks provide. Microfinance refers to small
savings, credit and insurance services extended to socially and
economically disadvantaged segments of society. It is emerging as a
powerful tool for poverty alleviation and women empowerment in India.
During 2016-17, the demand for microcredit has been estimated at up
to $30 billion; the supply is less than $2.2 billion combined by all
involved in the sector. Due to the sheer size of the population
living in poverty, India is strategically significant in the global
efforts to alleviate poverty and to achieve the Millennium
Development Goal of halving the world’s poverty by 2015. Over the
last five decades, the microfinance industry has achieved significant
growth in part due to the participation of commercial banks. Despite
this growth, the poverty situation in India continues to be
challenging. A large number of small loans are needed to serve the
poor, but lenders prefer dealing with large loans in small numbers to
minimize administration costs. They also look for collateral with a
clear title - which many low-income households do not have. In
addition, bankers tend to consider low income households a bad risk
imposing exceedingly high information monitoring costs on operation.
This leads to the need and importance of microfinance. Women as micro
and small entrepreneurs have increasingly become the key target group
for micro finance programs. Consequently, providing access to micro
finance facilities is not only considered a pre- condition for
poverty alleviation, but also considered as a strategy for empowering
women. In developing countries like India micro finance is playing an
important role, promoting gender equality, and is helping in
empowering women so that they can live quality life with dignity.
Microfinance has improved the wellbeing of women clients and their
families. Microfinance has a positive effect on the empowerment of
women by creating an “empowerment indicator”. These indicators can
be based on the following factors: • Mobility and Economic security-
enables poor women in making them economic agents of change by
increasing their income and productivity. • Ability to make small and
large purchases. • Involvement in major household decisions. •
Relative freedom from domination within the family. Political and
legal awareness. • Involvement in political campaigning and protests
and to access to markets and information. They become more confident
and get better control of the resources.

Women are an integral part of every economy. All round development


andharmonious growth of a nation would be possible only when
women areconsidered as equal partners in progress with men.
Empowerment of womenis essential to harness the women labour in
the main stream of
economicd e v e l o p m e n t .   E m p o w e r m e n t   o f   w o m e n   i s  
a   h o l i s t i c   c o n c e p t .   I t   i s multidimensional in its appro
ach and covers economic political, social,cultural and
familial aspects. Of all these facts of women
d e v e l o p m e n t , economic development is of utmost significance in order to
achieve a lastingand sustainable development of society. Precision of
microfinance throughselfhelp groups is an important means for attaining
women empowerment.
 Microfinance, Women Emo!ermen" an# Se$f-He$ Gro%&:
 !icrofinance is the e"tension of small loans to entrepreneurs,t o p o o r t o
qualify for traditional ban# loans. It can also be described
a s  provision of smallscale financial services to clients who are economicalac
tive in various urban and rural areas. According to the accepted definition,
$microfinance is the provision of thrift, credit and other financial
servicesand products of very small amounts mainly to the poor
in rural, semi urbanand urban areas for enabling them to raise their
income level and improvel i v i n g   s t a n d a r d s .
$ Of late, microfinance has become a #ey word with
%overnments, &%Os and international institution li#e the World 'an#. It has

 proven to be effective and popular measure in the ongoing
struggle against poverty as well as for women empowerment.(he micro finance
industry, which began in )*+ with the establishment of %rameen 'an# in
'angladesh, is now a worldwide movement
comprisingthousands of specialist, ban#s
credit unions, co  operatives,  village creditsocieties, &%Os and
charities spanning across both the rich and the
poor c o u n t r i e s .   ( h e   c o m m o n   p u r p o s e   i s   t o   e " t e n d   t h e   o u t
r e a c h   o f   b a n # i n g services especially business credit to those who
do not quality for normal ban# loans. !icro credits are granted at
commercial interest rates, though atmuch lower rates than those charged by
the informal moneylenders.!icrofinance has several other
developmental ob-ectives li#e mobilisation o f s a v i n g s . I t h a s a l s o
been used as an inducers in different
communitydevelopment activities as an entry point in the co
m m u n i t y   o r g a n i  i n g  programme and as an ingredient in a larger educat
ion or training e"ercise.A l l t h e p r o g r a m m e s a i m a t t h e
e m p o w e r m e n t o f p o o r p e o p l e e s p e c i a l l y women and eradication of
poverty.(he provision of adequate doses of microfinance in time to the women
fol# for their personal, family and business purposes by a dependable
agencyw o u l d   n a t u r a l l y   g e n e r a t e   c o n f i d e n c e   a n d   r e a l  
a m o n g   t h e m   f o r   t h e  performance of their activities. It is based on th
e recognition that thecapacity of the poor women for entrepreneurship would
be encouraged witht h e a v a i l a b i l i t y o f s m a l l s c a l e l o a n s a n d w o u l d
i n t r o d u c e t h e m t o s m a l l enterprise sector.

In order to enlarge the flow of credit to the hard core poor, the
&A'A/0launched a scheme of organi  ing them into self help
groups 123%s4 andl i n # i n g t h e 2 3 % s w i t h t h e b a n # s , i n ) * * 5 t h e
s c h e m e i s b r o a d l y o n t h e  pattern devised by the 'angladesh
%rameen 'an#. 6nder the
scheme, poor, preferably the women are organied in the 23%s and ban#s ar
e financingt h e s e   2 3 % s   f o r   l e n d i n g   m o n e y   a n d   t h o s e   p o
o r   w h o   a r e   e l i g i b l e   f o r   concessional refinance from the &A'A/0.
(here are three district modes to route the credit to microenterprises.
6nder t h e   f i r s t   m o d e ,   b a n # s   l e n d   d i r e c t l y   t o   t h e   2 3 % s   f o r  
l e n d i n g   t o   m i c r o  entrepreneurs. 6nder the second mode, ban#s
provide loans to the &%Os for lending to the 23%s and ultimately to the
micro  entrepreneurs. 6nder the third mode, ban#s e"tend credit to the
23%s with the &%O as the facilitator.7eeping pace with the ban#s, the %ovt. of
India has ta#en a number of stepsto alleviate the poverty of the villages. A
number of programmers have beendesigned to augment the flow of
credit to the poor with varying degree of  implicit and e"plicit subsidies.
