1 INTRODUCTION

The name of the skill is Hairdressing

The hairdresser works in the commercial sector, offering a range of hair care services. There is a direct
relationship between the nature, complexity, quality of services provided and their cost. Consequently,
the hairdresser has a great responsibility — he needs to work with the client professionally enough to
satisfy his needs, which in turn will help maintain and develop the beauty industry. Hairdressing refers
to Social and Personal Services. This direction industry is constantly developing, is consistently stable in
its development and enjoys a wide variety of products and goods for hair.
In addition, the services of a hairdresser play an important therapeutic role. The hairdresser has a direct
influence on maintaining the moral and psychological state of the client, his self-confidence,
satisfaction with his appearance. Medical component is also important: the hairdressing sphere
includes various medical procedures.
Hairdressers work in a variety of conditions — in large, medium, small or mobile salons, serve
customers at home. They can also work in companies representing a professional brand, educational
institutions, on television and in the cinema, in the theatre (which includes working with wigs). In
addition, the hairdresser can deal with hair transplantation, work as a technician or stylist on fashion
shows. Finally, he can take part in the research of cosmetic products or work in the field of design.
With regard to professional skills, hairdressers offer a wide range of services, including haircutting,
staining, styling, chemical transformation and various types of hair care. A hairdresser can have a
specialization, for example, be a master in male or female hairstyles, or be a colourist. Regardless of
this, he must have good management and communicative abilities, take care of clients, be able to
analyze hair types, work with cosmetics in accordance with the manufacturer's instructions. In an ever-
changing job market, a hairdresser can work in a team or alone, or can combine both options from
time to time. Whatever the type of work, a well trained and experienced hairdresser takes on a high
level of personal responsibility and independence. The professional result depends on how the master
cares about the health and well-being of the client and how thoroughly and attentively he treats the
wishes of the client and the safety of work.
Since the market of visual images has become global, and people have begun to travel more,
hairdressers have more ways to realize themselves. Talented masters can show themselves in the
international arena, however, this entails the need to understand different cultures and trends. They
can implement their skills in the WorldSkills Competition, which identifies the most talented
representatives in the field of hairdressing.

1.2 RELEVANCE AND SIGNIFICANCE OF THIS DOCUMENT
The document contains information on standards imposed on Competitors in order for them to be
able to participate in the competition, as well as the principles, methods and procedures which
regulate the competition. Therewith WorldSkills Russia (WSR) has acknowledged the WorldSkills
International (WSI) copyright. Furthermore, WSR acknowledges the WSI intellectual property rights in
relation of assessment principles, methods and procedures.
Every Expert and Competitor must know and understand this Technical Description.
This Technical Description is applicable to the following directions of the WSR Union:
• Regional Competition of WSR (hereinafter RC WSR)
• Qualifying competitions of WSR (hereinafter QC WSR)
• National Final of WSR (hereinafter NF WSR)
• All stages of the WorldSkills Russia Junior competition, (hereinafter WSRJ)
• Demonstration examination on specialty 43.01.02 (hereinafter DE)
Hereinafter, a single glossary of terms is adopted, approved by the Technical Department of the WSR
Union.

SPECIFICATION (WSJSS)
2.1 GENERAL WORLDSKILLS JUNIORS STANDARDS
SPECIFICATION (WSJSS) INFORMATION
The WSJSS determines knowledge, understanding and specific skills that underpin best international
practices of technical and professional work performance levels. It should reflect a shared global
understanding of what associated working specialty or profession means for industry and business.
The skill competition purpose is to demonstrate best international practices as described by the WSJSS
to the extent they are able to be implemented. The WSJSS is therefore a guide to the required training
and preparation for the skill competition.
In skill competitions knowledge and understanding will be checked through the assessment of the
performance of practical work. There will be no separate tests of knowledge and understanding.
The WSJSS is divided into clearly-defined sections with numbers and headings.
Each section is assigned with a relative percentage of importance within the WSJSS framework. The
sum of all relative importance percentages is 100.
The Marking Scheme and the Test Project will assess only those skills that are set out in the WSJSS.
They will reflect the WSJSS as comprehensively as possible within the constraints of the skill
competition.
The marking scheme and the Test Project will reflect the allocation of marks within the WSJSS to the
maximum possible extent. 5% fluctuations are allowed upon the condition they will not distort the
weightings specified by the WSJSS conditions.

• Conduct an assessment of the characteristics of hair and choose the style
and methods of haircuts, based on their type, characteristics and
condition.
• Draw conclusions about the client's chosen haircut — its feasibility,
acceptability and expected result; be able to delicately report this to the
client and offer alternative options if necessary.
• Use the full range of hairdressing tools, including simple and thinning
scissors, a razor, a clipper (with or without attachments).
• To use various cutting techniques on damp or dry hair: toothed cut
technique, tapering, gradation, layers, texturing, misconvergence.
• Cut the face hair and make the beard design (both as a single beard, and
as more intricate options).
• Perform complicated haircuts that require high skills.
• Carry out cutting of hairpieces.
• Carry out hair tattoos.

• The principles underlying changes to the shape of human hair.
• Various variants of colouring services, including the most popular, for
male clients and female clients.
• Various techniques — for temporary, semi-permanent and permanent
hair colouring, taking into account the wishes of the client, the type of
hair, their features and condition.
• Various techniques for hair decolouring and colour correction, taking into
account the wishes of the client, the type of hair, their characteristics and
condition.
• The entire spectrum of decolouring compositions and dyes, their
• properties and application features, as well as limitations in use.
• Interaction of chemical compounds with each other, as well as with hair
and skin.
• Possible options for colouring/removing the colour of hairpieces.
A specialist shall know how:
• Analyze the reaction of hair to applying chemical composition or dyes.
• Know and be able to recognize situations where the implementation of
staining, colour removal and decolouring is not recommended or
• is inadmissible.
• Assess the feasibility of the client's wishes for colouring and be able to
offer alternatives or advice if necessary.
• Protect clothing, body and skin of the client during the entire procedure.
• Conduct a skin test and an allergy test and be able to
• interpret results.
• Choose and use chemical compounds and products for decolouring,
darkening, adding or washing, and also for colour correction.

well as according to whether the hair was exposed to the chemical
before.
• Apply thermal effects, including the use of hair drier, in accordance with
the procedure and the manufacturer's instructions.

• The application and effect of various tools and thermo-tools

traditional and non-traditional.
• The application and effect of various thermal tools for working with dried
hair.
• Ways of using hairpieces and decoration in the design in order to
emphasize the image.

A specialist shall be able to:
• Select and use the appropriate tools for drying and styling hair.
• Select and use styling products that will help achieve the desired result.
• Follow the design and style of the haircut in the process of drying and
styling hair.
• Select and add decorations to your hair, if necessary — during or after
laying, according to the type and purpose of the decoration.
• Modify the haircut if necessary to achieve the desired result in the styling
and finished image.
• Select and add hairpiecess (synthetic or made of natural hair), during or
after laying, be able to modify them if necessary.

• Techniques used to change the texture of the hair.
• Properties, applications and limitations in the use of various chemical
compounds.
• Interaction of chemical compounds with each other, as well as with hair
and skin.
• The possibility of chemical exposure depending on the length, type and
condition of the hair.
• Various variants of chemical load services, including the most popular
services for male clients and female clients.

A specialist shall know how:
• Analyze the reaction of the hair to the application of the chemical
composition, given the length and type, as well as the condition of the
hair and the effect that the hair has been subjected to earlier.
• Conduct a skin test and an allergy test and be able to interpret results.
• Assess the feasibility of the client's wishes for colouring and be able to
offer alternatives or advice if necessary.
• Control the time required to perform the appropriate treatment.
• Protect clothing, body and skin of the client during the entire procedure.
• Observe the rules for applying, soaking and washing a chemical
compound according to the manufacturer's instructions and safety rules.
• Competently choose chemical compounds, mix them, prepare for
application, test, apply, maintain, assess the degree of readiness and
perform washing, neutralization or reforming, preparation for laying.
• Avoid excessive exposure to styling products that can overload hair or
adversely affect hair that has been exposed to chemical load.

A specialist shall know and understand:
• The importance of studying the wishes of the client, and conducting a
preliminary survey of the client, clarifying incomprehensible moments.
• Factors that need to be considered when identifying the client's wishes,
including the purpose of the event, the environment, the time frame, the
budget, and also whether you are working with a client or a model.
• Requirements for props and accessories.
• The need to clarify which hairstyles and procedures fall under the notion
of "classical".
• The need to clarify which hairstyles and procedures fall under the notion
of "avant-garde".
• Possible ways and sources of obtaining information, on the basis of which
the identification of the client's needs will be built.
• Use of hairpieces (false hair) and decoration in accordance with the

A specialist shall know how:
• Conduct a preliminary survey of the client and seek to obtain informative answers
to all important questions.
• To plan the amount of work and the corresponding remuneration, taking into
account the appointment of the event, the time frame, the budget, the provided
conveniences, the working space, working with the client or model, the desired
outcome, products and materials, equipment, use of hairpieces and accessories,
selection of clothing and ornamentation, makeup, circumstances and decorations.
• Identify customer needs, paying special attention (for classical images):
authenticity, elegance, smoothness, clean lines, the idea and design of the image,
the appropriate and successful use of hairpieces and accessories, traditions, as
well as the time during which the image should "hold".
• Identify the needs of the client, paying special attention to fashion and
commercial trends, the idea and intention of the image, creativity, style, the use of
traditional and specialized techniques, the appropriate and successful use of
hairpieces and accessories, materials and products, as well as the terms, during
which the image must "hold".
• Make the revision of the image at the stage of completion of work, in agreement
with the client.
• Teach the client to independently make changes in the image or cope with
problems, if any.
• Consider the amount of remuneration in accordance with the scope of work, with
the expectation of repeated cooperation.

3 ASSESSMENT STRATEGY AND TECHNICAL
FEATURES OF ASSESSMENT
3.1 MAIN REQUIREMENTS
The Strategy establishes the principles and techniques to which the WSR assessment and marking
must conform.
Expert assessment is the cornerstone of WSR competitions. For this reason, it is the subject of
continuous professional improvement and scrutiny. The accumulated assessment experience will
determine the future use and development direction of main assessment tools used on WSR
competitions: The Marking Scheme, competition task and Competition Information System (CIS).
Assessment on the WSR competitions falls within one of the two categories: measurements and jury's
decision. For both types of assessment, the use of explicit benchmarks against which to assess each
aspect is essential to guarantee quality.
The Marking Scheme must follow the WSJSS weightings. The Test Project is the assessment vehicle for
the skill competition, and should also follow the WSJSS. The CIS enables timely and accurate recording
of marks, and has an expansive supportive capacity.
The Marking Scheme, in outline, will lead the process of Test Project design. During the further
development the Marking Scheme and the Test Project will be designed and developed through an
interactive process in order to ensure joint optimization of inter-relations within the scope of the
WSJSS and the Assessment Strategy. They will be submitted to the Skill Competition Manager for
approval together in order to demonstrate their quality and conformity with the WSJSS.

4 MARKING SCHEME
4.1 GENERAL GUIDANCE
This section describes the role and place of the Marking Scheme, how the Experts will assess the
Competitor's work demonstrated through the Test Project performance, as well as the procedures and
requirements for marking.
The Marking Scheme is the main tool of WSR competitions and defines the compliance of the Test
Project assessment with the WSJSS. It is intended for the allocation of points between each assessed
aspect which can be related to only one WSJSS module.
Through the reflection of the weightings specified in the WSJSS, the Marking Scheme sets out the Test
Project development parameters. Depending on the skill nature and the requirements to its assessment
it can be helpful to develop the Marking Scheme in detail early on so it can be used as a guide for the
Test Project development. Otherwise the Test Project development shall be based on the generalized
Marking Scheme. Further development of the Test Project is accompanied by the development of
assessment criteria.
Section 2.1 specifies the maximum acceptable variation percentage, the Test Project Marking Schemes
based on the weightings provided in the Standards Specification.
The Marking Scheme and the Test Project may be developed by one person, or a group of Experts, or a
third-party developer. Detailed and final Marking Scheme and Test Project shall be approved by the
Skill Competition Manager.
Furthermore, all Experts are encouraged to submit their proposals on the development of marking
schemes and Test Projects to the Discussion Forum for their further review by the Skill Competition
Manager.
In all cases a complete marking scheme approved by the Skill Competition Manager shall be entered
into the CIS at least two days prior to the competition, with the use of a standard CIS spreadsheet or
other agreed-upon methods. The Chief Expert is responsible for this process.

4.2 ASSESSMENT CRITERIA


The main headings of the Marking Scheme are the assessment criteria. In some skill competitions
assessment criteria may match the WSJSS section headings; in others they may be completely
different. There are usually from five to nine assessment criteria, that said, there should be at least
three assessment criteria. Whether or not they match the headings, the Marking Scheme must reflect
the weightings specified in the WSJSS.
The Assessment Criteria are created by a person(s) developing the Marking Scheme, who is free to
define the criteria he or she considers most suited to the assessment of the Test Project performance.
The Mark Summary Form generated by the CIS will comprise a list of the assessment criteria.
The number of points allocated to each criterion is calculated by the CIS. This will be the cumulative
sum of points awarded to each aspect within that assessment criterion.

4.3 SUB CRITERIA
Each assessment criterion is divided into one or more sub criteria. Each sub criterion becomes a
heading in the Marking Scheme.
Each (sub criteria) marking form is specified with a certain date on which it will be filled.
Each (sub criteria) marking form contains assessable aspects that are subject to assessment. Each
assessment method is assigned with a special marking form.

4.4 ASPECTS
Each aspect describes in detail one of the assessed indicators, as well as possible marks or marking
instructions.
A marking form lists in detail each marked aspect together with the number of points allocated for its
assessment.
The sum of the points allocated to each Aspect must fall within the range of points specified for each
skill section in the WSJSS. It will be displayed in the CIS point allocation spreadsheet in the following
format:

4.5 JUDGEMENT ASSESSMENT
Decisions are made using a scale of 0–3. In order to apply the scale in a clear and consistent manner
the jury must carry out a decision with due regard to:
• (criteria) comparison standards as detailed guides to each aspect
• 0–3 scale, where:
0: performance does not meet the industry standard;
1: performance meets the industry standard;
2: performance meets and, in specific respects, exceeds the industry standard;
3: performance wholly exceeds the industry standard and is assessed as excellent
Each aspect is assessed by three Experts, each Expert must perform assessment, after that the alloted
marks will be compared. In case the Expert marks vary by more than 1 point, the Experts must bring
up the assessment of this aspect for discussion and eliminate the variance.

4.6 MEASUREMENT ASSESSMENT


Each aspect shall be assessed by three Experts. Unless otherwise specified, only the maximum mark or
zero will be awarded. If within some aspect it is possible to award marks below the maximum one, it
shall be described in the Marking Scheme with the specification of measurable parameters.

4.7 USE OF MEASUREMENT AND JUDGEMENT ASSESSMENTS


The final understanding of measurement and judgement assessments will become available after the
approval of the Marking Scheme and the Test Project. The provided table contains approximate
information and is intended for the development of the Marking Scheme and the Test Project.

4.8 SKILL ASSESSMENT SPECIFICATION


For the age group 14–16 years:

4.9 ASSESSMENT STANDING ORDERS
The Chief Expert and the Deputy Chief Expert of the event shall discuss and divide the Experts into
groups (a group is composed of at least three people) for marking. Each group shall include at least
one experienced Expert. An Expert shall not score a Competitor from his own organization.
Procedure of work of judicial groups:
• Experts should have a clear understanding and fluency in terminology as well as know expected
results. Skill Manager approves the Test Project, assessment criteria and scoring, the list of materials
of each module.
• Before the beginning of each module there is a draw and numbering of mirrors of the Competitors.
• Experts who are members of the jury, as well as the site Manager (observer) should minimize the
conversations on the site during the Competition — it distracts the Competitors.
Scoring
• Points are scored "blindly".
• Experts engaged in judging during the Competition should be in a separate room (jury room), and
not in the competition area.
• While Experts are in the jury room, all tools and flags should be removed from the workstations of
the Participants so that there are no signs of belonging of works to the participants. Once this is
done, the judges can go to the competition site to score points "blindly."
• If the Expert evaluates the work of his participant, the score will not be counted. For this
Competitor the scores of the fourth judge will be counted.
• The members of the jury must leave the competition zone and proceed to a separate room (jury
room) for voting. The voting procedure is carried out by the Skill Manager, or the Chief Expert of
the Competition or his deputy.
• If independent representatives of the industry are involved in the event, the Skill Manager, in
conjunction with the skill management team, decides on an open form of judging, in which Experts
can display both the measurement score (scoring) and the judge's mark within one module.
This procedure is repeated for each job.
• E.g. When the first module is completed, the Experts come out and put the marks on each client.
• Experts will be divided into groups of Observers, the Jury awarding points, and the Jury performing
the judging, the groups will change by rotation.
• Experts who are not engaged in judging will also be divided into groups of Observers, the Jury that
award points and the Jury that performs the judging and will ensure that the Competitors strictly
follow the rules of the Competition.
• Experts who are not members of the jury and are not Observers should not be present at the
competition site during the Competition.
• When evaluation is completed, the Experts and Competitors can come to the competition area to
photograph the works.
• When all the Experts complete the assessment, they should sign their Assessment List and hand it
over to the Chief Expert of the Competition.
• The technical administrator of the site should deal with the documents and should not be on the
competition site without the appropriate request from the Skill Manager, the Chief Expert or the
Deputy Chief Expert.
• Free Experts should leave the competition site or remain in the Expert room prior to the disposal of

Points awarding scale
Each job has the appropriate criteria, which are communicated to the Competitors and Experts before
the start of the competition. To fix penalty points (if any), the Jury that credits points will use the
Assessment Lists described earlier.
A full list of violations is approved by the general meeting of Experts at the C-2 level.
Penalty points
Penalty points can be charged in the following cases:
• Help or advice from Experts or from outside — out of the perimeter (viewers) — conversations of
the Competitors with the audience can be considered counseling. Any such cases are considered a
violation, or even an excuse for disqualification. The evidence of at least two Experts is required.
• The work performed should be a commercial image and meet industry standards
• It is not allowed to touch the head dummy after the end of the module, when the Competition
participants received an order to put aside the tools.
• It is not allowed to use materials, equipment, articles, tools or accessories that are not part of the
individual module of the Test Project. If the Competitor is notified of the use of the above
prohibited items, he will have to immediately stop using them, and he will be penalized. If the
Competitor continues to use the above prohibited items, for example, if he uses an oxidizing dye,
while the module allows only non-oxidizing dyes, the product will be removed from the
competition zone. In this case, at the subjective assessment, he will not be awarded points for this
section.
• Within the framework of each module, Competitors should create different styles of work; the
image of each module should be different from similar module, even when the tasks are similar in
content. If possible, the evaluation of the work will be carried out on the same day, to compare
similarities and differences.
• Non-compliance with sanitary norms, safety and labour protection standards.
• The completed work should be a commercial image and meet industry standards.
• The products used by the Competitors should be in the zone of visibility — it is prohibited to hide
the used products.
• Toolboxes (a case with tools) are checked at C-2 or on the day of training of Experts representing
their groups for the presence of prohibited products. If a prohibited product is found, it will be
removed from the competition zone.
• All participants of the competition should work only with professional products, in accordance with
the technology of the manufacturer.
• All Competitors should mix only the amount of product that is needed to complete the task, they
should avoid over-expenditure of the product. Bowls should be shown to the Expert before they are
washed. If the remains of the product in the bowl seem excessive, it will be weighed and if the
remainder is more than 10 grams, this will be considered a violation.
• The Competitor can apply make-up and drape his dummy for demonstration only after the jury
puts the marks.
• Competitors should treat the dummy as a client.
• If the Competitor has committed violations, the deduction will be made according to the criteria for
the calculation of points. The specific weight of the deduction will depend on the module. Each
task has a Jury, and violations should be witnessed by at least two members of this jury.
Completion of the image and impression
• The completed image should match the Description of the module.

• The general impression relates to the design elements used to create the finished image, including
the beard design (if applicable); taking into account the line, shape, balance, texture, integrity and
colour.
• When assessing the overall impression of haircuts and styling, it is the haircut and styling that is
taken into account, attention is drawn to the line, shape, balance and texture.
• The general impression of staining is related to staining, and not to cutting and styling; colour
design, creativity and professional application of paint are taken into account (including attention
to the presence of dye traces along the hair growth line, on the scalp, face and neck of the
dummy).
• The general impression of the integration of various elements and ornaments into the image refers
to the integrity of the image reflected in form, balance and texture.
Works performed within the framework of all modules should not correspond to the style of O.M.C.
The work performed within all modules should correspond to commercial (sold, salon) or fashionable
images, which can be placed on magazine covers or advertising posters.

5 TEST PROJECT
5.1 MAIN REQUIREMENTS
Sections 5.3. and 5.4. of this document describe the development of the Test Project. Additional
information is provided below.
Regardless of whether it is one module, or a series of separate interconnected modules, the Test
Project makes it possible to assess the skills corresponding to the sections of the Specification
Standards table.
The purpose of the Test Project is to provide full and balanced opportunities for marking based on the
sections of the Specification Standards and the Marking Scheme. The relationship between the Test
Project, Marking Scheme and Specification Standards — this is the key indicator of the quality of
marking.
The Test Project does not cover and does not assess areas of knowledge, understanding and skills
beyond those described in Section 2, devoted to Specification Standards.
The Test Project provides an opportunity to assess knowledge and understanding through their
application in practice. The Test Project will not assess knowledge of WorldSkills rules and regulations.
The Technical Description pays attention to all the points that affect the Test Project in order to allow
for the assessment of all areas described in the Specification Standards.
The duration of the Test Project should not exceed 12 hours.
Age qualification of participants for the fulfilment of the Test Project: From 14 to 16 years.
Regardless of the number of modules, the TP shall include the assessment of each of the WSJSS
sections.
The Test Project shall not fall outside of the WSJSS.
A Competitor's knowledge shall be scored exclusively through the practical performance of the Test
Project.
Knowledge of the WSR rules and regulations is not assessed during the Test Project performance.

5.3 TEST PROJECT DEVELOPMENT REQUIREMENTS


Modules for the age group 14–16 years:
• Artistic expressiveness;
• Compositional solution when creating an installation;
• Colour solution;
• Use, integration of different materials, elements, details in the composition.

5.4 TEST PROJECT DEVELOPMENT


The Test Project is developed based on the samples provided by the Chief Expert on the WSR forum
(http://forum.worldskills.ru). The provided Test Project samples shall be changed once a year.

5.4.1 WHO DEVELOPS TEST PROJECTS/MODULES


The Chief Expert is responsible for overall management and the Test Project approval. The following
individuals may be involved in the Test Project development:
• Certified Experts;
• Third-party developers;
• Other interested parties.
In case of the introduction of 30% of changes into the Test Project, the following individuals
participate in the process of preparation to each competition:
• Chief Expert;
• Certified skill Expert (if present at the competition);
• Assessing Experts (if required to be involved by the Chief Expert).
The introduced 30% of Test Project changes shall be approved by the Chief Expert in a mandatory
manner.
When introducing 30% of changes into the Test Project, the above referenced people shall be guided
by the principles of objectivity and impartiality. The changes shall not affect the Test Project complexity
or relate to other professional areas not described in the WSJSS, as well as exclude any WSJSS units.
Furthermore, the introduced changes shall be performable using the infrastructure list approved for
the competition.

5.4.2 HOW IS THE TEST PROJECT DEVELOPED
Test Projects for each competition are developed based on the unified Test Project approved by the
Chief Expert and posted on the WorldSkills website. Test Projects can be developed both in their
entirety or in modules. The Discussion Forum is the main Test Project development tool.

5.4.3 WHEN THE TEST PROJECT IS DEVELOPED

5.5 TEST PROJECT APPROVAL
The Chief Expert render a decision on the performability of all modules and if required should prove
the feasibility of its performance. Time and materials shall be taken into consideration.
A Test Project may be approved in any form convenient for the Chief Expert.

5.6 MATERIALS PROPERTIES AND MANUFACTURER'S


INSTRUCTIONS
Information on the use of certain materials and/or manufacturers by the Competitors within the
framework of the Test Project will be provided by the Chief Expert in the Infrastructure List, under the
link www.worldskills.org/infrastructure .
In case in order to perform a Test Project a Competitor is required to become familiar with any
material use manual or a manufacturer's manual, he or she will receive them in advance by the
decision of the Chief Expert. If required, during the familiarization, an Expert may organize an on-site
demonstration.

6 SKILL MANAGEMENT AND COMMUNICATION
6.1 DISCUSSION FORUM
All pre-competition discussions are held on a special forum (http://forum.worldskills.ru). Solutions for
the development of competence should be taken only after a preliminary discussion on the forum.
Also the notification on all important events relevant to the skill shall take place on the forum. This
forum is moderated by the International Expert and (or) the Skill Competition Manager (or an Expert
assigned by them).

6.2 INFORMATION FOR COMPETITORS


The information for Competitors is published in accordance with the Standing Orders of the carried
out competition. The information may include:
• Technical Description;
• Test Projects;
• Assessment Summary Form;
• Infrastructure List;
• OHSE Instruction;
• Additional information.

6.3 ARCHIVE OF TEST PROJECTS


The Test Projects are available at http://forum.worldskills.org .

6.4 SKILL MANAGEMENT


General skill management is carried out by the Chief Expert with a potential involvement of the Expert
community.
Skill management within a specific competition is carried out by the Chief Expert in accordance with
the Competition Standing Orders.

7 OCCUPATIONAL SAFETY AND HEALTH
REQUIREMENTS
According to sanitary norms, safety rules and environmental protection rules, participants should
comply with the following rules that correspond to this direction of the competition:
• Check all electrical appliances before each module;
• Remove the plugs of electrical appliances from the sockets with dry hands (hold the plug, not the
wire);
• Wear protective gloves when working with dyes and chemicals;
• In order to receive first aid in case of trauma, it is necessary to raise a hand or immediately contact
the Expert;
• Any injury should be reported to WorldSkills in a special form;
• All tools and equipment required to participate in the Competition should be placed in carts;
• Wipe off any spilled liquid;
• Dispose of garbage in time and in appropriate places;
• Used towels should be placed in the place designated for this;
• Before leaving the workstation, you need to bring order to it, wipe the mirror if necessary;
• The workspace should be cleaned of tools and bags. Storage of these things is supposed in a
specially designated place;
• Contestants should use the workstation provided to them, the placement of working materials or
work on the floor is unacceptable.
• Running in the competition area is prohibited.
• Observe the Safety and Labour Protection rules and SanPin allowed within the Competition, that
are approved by all Experts.

7.1 OCCUPATIONAL HEALTH AND SAFETY REQUIREMENTS AT


THE COMPETITION
Refer to the OHSE documentation provided by the Competition Organizing Committee.

7.2 SKILL-SPECIFIC OCCUPATIONAL HEALTH AND SAFETY AND


ENVIRONMENTAL REQUIREMENTS
• It is forbidden to use pneumatic tools for prototyping.
• Only hand-held power tools with a dust collector are allowed, if this position is not included in the
Infrastructure List.

8 MATERIALS AND EQUIPMENT
8.1 INFRASTRUCTURE LIST
The infrastructure list includes all the infrastructure, equipment and expendable materials required for
the Test Project execution. The Infrastructure List must contain an example of such equipment and its
clear and coherent characteristics in case it is possible to obtain this equivalent analogues.
During the development of an infrastructure list for a specific competition, the process must be guided
by the Infrastructure List posted on the Discussion Forum by the Chief Expert. It is mandatory for all
infrastructure list changes to be agreed upon by the Skill Competition Manager.
At each competition, the Technical Expert should maintain accounting of infrastructure elements. The
list should not include elements that were asked to be included by the Experts or the Competitors, as
well as prohibited elements.
Following the competition results, if required, the Chief Expert must present to the Competition
Organizing Committee recommendations on the Infrastructure List changes.

8.2 MATERIALS, EQUIPMENT AND TOOLBOX TOOLS


All toolboxes should not be more than 0.35m³
Requirements for materials and equipment:
• Make sure that all power tools are tested and labelled;
• Contest participants cannot bring their own tools or equipment, which are provided by the
Competition Organizer, according to the Infrastructure List;
• Contest participants can use their own products (consumables) during the Competition, except in
cases when the official sponsor of the Competition obliges to use only its products

8.3 MATERIALS AND EQUIPMENT PROHIBITED ON SITE


Competition participants and Experts are prohibited from bringing and using mobile phones or other
mobile devices to the competition area. The management team of the Competition will have
telephones, which can be transferred to the appropriate Expert if necessary.

9 SPECIAL RULES FOR THE 14–16 AGE GROUP
The Test Project performance time shall not exceed 4 hours per day.
During the development of the Test Project and the Marking Scheme, it is required to consider the
specific features and the limitations of the applied OHSE rules for this age group. It is also required to
take into account anthropometric, psychophysiologic and psychological characteristics of this age
group. This way, the Test Project and the Marking Scheme can cover not all of the WSJSS units and
areas depending on the specific features of the skill.

Test Project A Competitor can bring a copy of the Test Project in his language to the
Competition Site, but there should not be any handwritten notes on it.
In case the copy is translated by hand, or there are notes by hand, it is
necessary to make a photocopy and use it. In the event that the
Competitor uses the Test Project with hand notations on top of the x-
version, this will be considered a violation of the Competition Rules.
Industry standards regulate the use of certain tools, equipment, products
(consumables), methods and technologies for performing various
procedures and providing services to the client. Violation of these rules
should be witnessed by at least two Experts.
Industry standards should be observed when carrying out the tasks of all
modules (from "A" to "I"):
It is necessary to treat the client (dummy) as a real customer of the salon

Assessment During "blind" judging, Experts who credit points can be outside
the competition area, but they should remain in their groups. In
each group a leader will be appointed. At this time they should not
talk to anyone who is not a member of their group of Experts, the
use of any devices is prohibited. If the Expert is seen talking with
someone who is not part of this Expert Group and this will be
witnessed by two Experts, he will be removed from the group, and
replaced by another Expert, from another group of blind judges of
this module.

If the Competitor needs to visit the lavatory within the competition

If the Competitor does not make different images for each module,
this will be considered a violation of the rules of the competition.
The image created for each module should be individual, even when
the tasks are similar in content, for example, Male Haircut and
Staining. Such images, if possible, will be evaluated on the same day
to compare the differences or similarities of the images.
The Competitor is not allowed to apply makeup or dress the client
(dummy) before the evaluation of the work is done.
Charging penalties should occur according to the evaluation criteria.
The specific weight will depend on the weight of this criterion in this
module. Each module has a Jury that credits points, and any
violation that entails the imposition of penalties should be attested
and agreed upon by at least two members of the jury.

specific features and the limitations of the applied OHSE rules for this age group. It is also required to

depending on the specific features of the skill.
Otherwise, the Technical Description is fully or partially applicable for the age group 14–16 years.
