Already in quorum, ALM presided and started the meeting at 1:45 PM.

Angle Meter Valve

ALM informed the committee that the metallurgical requirements for the angle meter valve
(Brass conforming to ASTM B-584, Copper Alloy UNS No. C83600) should be reflected
again as part of its standard. This is to ensure the quality of materials used to manufacture the
said product is followed especially the lead content of the material should be minimal and
substandard materials shall not be considered. As researched by NNR and JDB the MIRDC
(Metal Industry Research and Development Center), an agency of the Department of Science
and Technology, can cater the metallurgical test needed to certify the metallurgical content of
a certain material.

NNR presented to the committee a presentation regarding the metallurgical compositions of


metal alloys. It was emphasized during the presentation the difference between different kind
of metal alloys. Included in the presentation was the metallurgy composition of the angle
meter valve given by the supplier “PANM”. Based on the shop drawing given it has a body
metallurgy composition equivalent to CW617N which is also called “Tonval Brass”. Tonval
Brass as researched is not recommended for sea water use, being susceptible to
dezincification while MCWD metallurgy composition standard ASTM B-584 for the angle
meter valve’s body which is also called “Red brass” is known for its resistant to corrosion
from steam and salt water. NNR informed the committee that by definition alone PANM’s
angle meter valve metallurgy composition failed to comply the MCWD’s metallurgical
composition requirement. JLD then questioned the range of copper content for the ASTM B-
584 if the committee would be strict on the 85% copper content because it may be hard for
other suppliers to provide the said content if it would be fixed. RGM suggested to the
committee as long as the lead content of the metallurgical composition of ASTM B-584 will
not exceed the 5% limit then other alloys namely copper, tin and zinc can be adjusted
according to its allowable range. The committee then agreed to change the material
specification to brass confirming to ASTM B-584, copper alloy UNS No. C83600, containing

max 5% lead instead of specifying the alloy content of the said material and the metallurgical
composition of the material used must be certified by the DOST-MIRDC.

ALM also suggested to the committee to reduce the current testing period for the angle meter
valve to fast track the bidding and awarding process. The committee then affirmed ALM
suggestion as long as the reduced testing period shall be equivalent to a one (1) year testing
period with one (1) year warranty. It was agreed by the committee to reduce the testing
period by three (3) months given that the turns per day would be four (4). JLD then informed
the committee that her team is willing to wait for the result of the three months’ test to assure
the quality of the angle meter valve that will be installed in the field.

The supplier must submit sample of at least five (5) pieces for the 3 months testing to be
conducted by the MCWD laboratory together with its metallurgical composition detail. The
MEQC div. shall be responsible in verifying the metallurgical composition given by the
supplier through DOST-MIRDC.

The committee instructed the secretariat to route immediately the revise specification once
it’s done for signature and approval.

There were no other issues discussed and the meeting was adjourned at 3:35 PM.
