Section 1: Executive Summary

Aims
I have been assigned the task of creating a TV show concept by E4 for a new drama aimed at people
between ages 15-21. The show must meet the Channel 4 remit (as E4 is owned by Channel 4) which aims to
'voice unheard voices’, ‘inspire’, ‘take innovative risks’ and ‘stand up for diversity’. In order to abide to the
remit, the concept for my show features a series of interesting themes that are inclusive for the target
audience and capture their imaginations. Seeing as the show is Science fiction, some themes contained in the
show won’t link in with real life scenarios but, there are some themes that tackle real life issues such as
racism, homophobia, ableism, stigma surrounding mental health, segregation, sexism and the general issues
that come with growing up. I have recognised the aims of the Channel 4 remit so made sure that I picked
appropriate themes that can be linked to it and they are themes that teens should be made aware of in order
to try and stop the division the themes cause in society. The show acts as an educational tool for the audience
as it explores the issues mentioned above and also teaches them about forming relationships, which is
something that can be seen as a challenge for people of this age group. Because the show is to be aired at
9pm, I am able to include mature themes that would perhaps be unsuitable for an audience that is younger
than the target audience that E4 want the show to be aimed at. The watershed is essentially the time that
younger audiences aren’t watching the TV because they are in bed and it’s the time that young adults and
adults put on shows that they like without having to worry about younger viewers being exposed to mature
themes. The watershed runs for 9pm until 5:30 am and this is the best time to air shows aimed at an older
audience, like the one assigned in the brief. As a whole, the show is designed to enrich the audiences
understanding of problems they may be facing through their adolescence but there often isn’t enough media
coverage on these issues, which is why it is crucial that they are discussed within the show.

Synopsis
Closure is an animated series primarily based on the mystery and secrets behind the government that runs
the city, located somewhere in the depths of America, that the show is set in. There are two districts within
the city, one of which is outdated and is occupied by a community that have been shunned by the
government and the main district of the city where all the wealth is located. The group the show follows live
in the outdated section, which is referred to by the locals as ‘The Outskirts’, and they are a group of teens
who live a generally normal life until their friend Ophelia, along with other citizens of the city, goes missing.
Francine, the leader of the group, decides that they should contact the government to see if they know
Ophelia’s whereabouts, and suspicions arise when the government state they won’t be able to do anything to
help. Francine assembles daily meetings after the group have attended school and they meet at the local
diner, Skate Shakes. The group enjoy skating and it plays a huge role in the show as it is what connects the
characters.

It is only revealed what is actually going on behind closed doors when the group eventually make it to the
government’s headquarters in the centre of the city. The group use their roller-skates, skateboards, scooters
bikes and wheelchair to make their way through the city in the hopes of finding Ophelia. It is revealed at
the end of the show that the government is made up of cyborgs that plan to convert the city into a new race
of superhuman. They kidnapped Ophelia because she found out their plan and by the time the group find
her she is half cyborg. They try to recover the human aspects of her before the cyborg machinery
completely takes her over. It’s quite an emotional reunion for the group and the end episode deals with the
outcome for Ophelia, will she be able to return to a normal life or will she become corrupted by the
government’s evil technology?

In order to make the series suitable for the audience, I’ve aimed to make the storyline interesting and cover
themes that have been successful in other shows on E4 and channels alike. The shows I have looked at are
The Inbetweeners and Skins, both of which present themes such as sex, mental health and drug usage, all of
which would be relatable to the audience in some way. These two shows are also themed around a group of
teenagers, much like mine is and they have proved to be successful amongst E4 viewers. The typical
conventions of sci-fi drama and teen dramas are included in the show; these are genres that are highly
ranked as some of the most popular TV genres. On the ‘MasterClass 15 Popular Television Genres’ list, teen
drama is found in the ninth spot and Sci-Fi is found in the twelfth. The show is designed to be suspenseful
so that the audience will want to continue watching and so they can make their own observations and
predictions to what is going to happen to the characters. I’ve also ensured that the themes of the show will
be discussed but in a way that isn’t too overwhelming for the audience.

Above is a screenshot of the information from The MasterClass website (the link for this site is located in
section 6). I have also inserted an image of the popularity of film genres (which would be closely linked to
the popularity of TV drama genres) and it shows a rise in popularity for the Sci-Fi genre. This rise is likely
because of modern technology that makes the creation of Sci-Fi shows and films a lot easier because of how
advanced the graphics and special effects can be.

Characters
There are a total of nine main characters in the show. Francine, the head of the group and Ophelia are the
characters that are featured the most in the show as the storyline heavily evolves around them. Other
characters include Robbie, Francine’s boyfriend who loves motorbike racing, Samantha, a waitress at Skate
Shakes who helps the group to locate Ophelia, Clemence, a skateboarder who is also Ophelia’s girlfriend
and is highly concerned about her disappearance, Xanthe, a passionate reader who struggles with mental
health and prefers to live in her own imagination rather than the outside world, Jake, the nerd of the group
who has an advanced understanding of technology, Arthur, a highly skilled skateboarder and finally, Patrick,
who is a talented artist and he plays a range of parasports as he is a wheelchair user.

The group are quite diverse as they come from different ethnicities, age groups and there’s representation
for the LGBTQA+ and disabled community. These characters each have an individual storyline but there
are times that their storylines intertwine during the episodes. The first few episodes would gradually
introduce these characters to the audience so they understand the character dynamics. The characters are
designed to make a range of the audience feel included and represented.

Section 2: Statement of Needs


Unique Selling Points
Closure is a show that is unlike other TV shows that are aired on E4 as it is an animated series that covers
mature themes that are often overlooked or not explored in much detail, in order to normalise the differences
in people in a positive way. Even though most successful shows on E4 are live action, I think having an
animated series would add to the variation of shows aired for teens and young adults on the channel. E4 air
Rick and Morty on the channel in the evening, although this is now only available to acces through Channel
4’s streaming service now. Because there is not an animated series currently airing on the channel, this
would be a good opportunity to introduce a new animated series. The Channel 4 Remit states that the
channel like to take bold and innovative risks, ad this would be a risk to take seeing as E4 don’t air many
animated shows. As mentioned before, the show covers topics that are relevant to a modern day audience,
such as stigma surrounding mental health, the LGBTQA+ community, racist attitudes, segregation etc. In
some other shows that I have seen in the past, these issues have been tackled but in a way that alienates the
issues, instead of making them seem like something that shouldn’t have to be an issue they are highlighted in
a negative way. Often shows make a huge deal out of little things that people should be able to accept,
especially in a modern day society. It seems to be common for people who are viewed as “different” to be
targeted as the characters to bully in a show or the other characters will actively avoid them but in my show
everyone will be able to be themselves without judgement. As this drama is sci-fi, the show is set in the
future and it’s all about trying to demolish stereotypes and segregation in order to create a society that can
live in harmony. The show features an openly gay couple, characters that are able to openly discuss their
mental health, a disabled character who proves that disabled people are still just as capable of achieving
goals as abled bodied people are and a united group of friends who come from different ethnicities. These
themes are worldwide issues that need to be brought to the attention of the audience so that society can move
away from harmful views and become more open-minded.

Target Audience
The client brief provided states that the target audience is ages 15-21. This is an audience made up of
teenagers and young adults so mature themes can be covered in the show. I think that the main target
demographic for this show is young adults as research conducted on the main demographics of the channel
are young females between ages 16-24. Other demographics to focus on are ethnicity, sexual orientation and
socio-economics. Ethnicity plays a big part in considering the creation of the show because the characters
need to be diverse so that people from different ethnicities in the audience can have a character that they feel
they can closely resonate with. Sexual orientation is a big part of modern day society as more awareness has
been made to it. The audience will be made up of lots of people who fit into the LGBTQ+ community so the
show must have representation for the community. Socio-economic is impacted by the amount of money the
majority of the audience have. Seeing as most of the audience are still in education, they likely wouldn’t
have the money to pay to watch the show if it was on a subscription channel so the fact E4 is free to watch is
ideal for the audience. Of course, just because research shows that a certain demographic group watches E4,
doesn’t mean that the show can’t be watched by anyone other than the typical demographic. The show is
designed to be enjoyed by people of all races, genders, ethnicities and even age groups (although younger or
older audiences may not find that the show is to their taste or the themes may be unsuitable for them). To
ensure that the target audience will be interested in the show, comical and suspenseful scenes will be shown
in the drama, the comical aspects will be quite witty and will help to break up the suspense. There will also
be serious scenes that highlight the themes in the show and demonstrate an appropriate way to tackle the
issues. The pilot episode will be designed to grab the target audiences’ attention as it will give them an
overview of the themes in the show.

Medium Chosen
E4 is a free to view channel that can be accessed through the viewers TV or the All 4 app. This channel is
suitable for my show as it is tailored to a younger audience who will want to watch a drama during the
watershed hours. Each episode will be broadcasted at 9pm on a Thursday evening but the episodes will be
available on catch up and on the All 4 app, alongside other E4 shows. The channel can be accessed on
Freeview as well as more expensive providers such as Virgin Media and Sky, this means that as long as the
audience have a TV licence, they will have access to the show when it is initially shown on TV. If the
audience don’t have access to a TV, they can access the show through the All 4 app or website, this means
the show is widely accessible to the audience and they can watch it at their own leisure. Some students or
people who work in the audience may not be able to watch the show live because they are caught up with
work so the catch up feature is important, especially if E4 want the show to have high viewing figures. The
fact that this channel is free is also ideal for the audience as they likely won’t have a substantial amount of
money at this stage in their lives.

The Ofcom Broadcasting Code will have an impact on the programme as it requires the show to follow the
suitable rules set out by the company. This code sets the standards for TV programmes as well as covering
“sponsorship, product placement, fairness and privacy”. Laws that coincide with this code include The
Equality Act 2010 and Protecting Under Eighteens. The Equality Act ensures that the crew involved with
the creation and distribution of the show are treated fairly and Protecting Under Eighteens means that any
mature content cannot, under any circumstance, be shown before the watershed hours. Protecting Under
Eighteens also refers to protecting anyone involved in the shows production but my show will have workers
over the age of eighteen to prevent any laws being broken. Not only does the Equality Act protect the staff
working on the animation and impact on the ethical views but it protects the consumer, making their time
spent watching the channel safe.

Section 3: Product Description


Programme Information
Each episode of the first season of the show will last for of twenty minutes, allowing for two five minute
advert breaks in ten minute intervals. The total air time of the show will be half an hour, including the advert
breaks and it will run from 9-9:30pm, as this is within the watershed time. It would be a bad decision to have
the show run for an amount of time that confuses the schedule for the channel so having it run for an half an
hour allows for other shows to begin at 9:30pm instead of, for example, beginning at an awkward time such
as 9:45pm. It is important that the show is aired during the watershed because it includes mature themes that
are unsuitable for younger audiences.

The show is on for of twenty minutes as this allows for a decent amount of the storyline to progress in one
episode, it also takes an extended period of time to create an animation so the show can’t be too long. There
is a total of six episodes in the first season, allowing for the characters to be introduced in the first episode
and then the storyline can progress in the following five episodes. The BBC America site states that dramas
“have very short seasons” which is why I’ve kept the total number of episodes as small as I have. It’s also
worth keeping the series short to see the reception it receives and if it’s hopefully good then a second series
could be produced, developing the storyline further. The show will be introduced after it has been advertised
for a few weeks before its launch, so that people will be aware of its arrival.

Marketing and Distribution


A series of marketing methods will be used to make the audience aware of the shows arrival, these methods
include: trailers, posters, web banners, billboards and social media posts. Because the budget for the show
is low, placing trailers in the advert breaks on channels that are owned by the Channel 4 company would be
a cost effective way to promote the show and it would reach an audience who are already fans of shows that
Channel 4 offer. Trailers can also be posted on online video sharing sites such as YouTube for free, which
is extremely beneficial for the budget. As well as this, trailers can be posted on social media platforms and
the Channel 4 website. Other digital methods that would reach the appropriate audience include placing
web banners on sites, using cookies to assist with the marketing. This would cost some money but using
cookies to track an audience who would be interested in the show would be a worthy investment.
Traditional methods would help to advertise the show to the general public in densely populated areas such
as cities. Billboards and posters can be advertised to attract the attention of the general public. Obviously
billboards can be expensive to hire so choosing to have a few billboards in a number of key cities in the UK
could be the most effective method. According to 75media.co.uk, you can rent paper billboards for as little
as £20 a day so if the show was to be advertised in ten major cities in the UK three weeks before the release
date it would come to a total of £4,200. To keep the cost low, the budget for advertising could be £4,500,
meaning the remaining £300 would be used to pay for web banners and cookie tracking. Although, the
prices may vary depending on where the billboards are located, so with that in mind, at least a further £500
should be put aside for advertising costs.

To attract an even larger audience, social media campaigns can be carried out. Seeing as social media is an
ever-growing platform, it would be wise to use it to gain a following of fans that are interested in the show.
Social media accounts could be made for the show, allowing for the audience to interact with the producers
in the comment sections. This would allow for people to give input on what they want to see in the show or
what they don’t want to see, this will help the producers to make crucial decisions on the direction they
want the show to go in.

In order to distribute the show overseas, contacts could be made with subscription sites such as Netflix and
Amazon Prime Video or the show could be aired on foreign channels to reach a wider audience. YouTube
have a feature that allows you to buy boxsets and films, which would be a good way to ensure that as large
of an audience as possible could have access to the show.

After the first series had been released, the show could be developed further by reaching out more
distribution channels. A new series could be made and aired on the channels for a wide audience, this could
be worldwide. As E4 is a channel that is mainly accessible in the UK, with some programmes being
available through streaming services, it would be a good idea to make the show available like past E4 shows
have been.

Section 4: Budget
The show will take around six months to create, meaning the budget must be spent wisely. E4 have stated
in the brief that the budget is low, so I have conducted research into what is considered as a low budget for
a TV show. Most TV shows appear to cost at least a million pounds per episode, but as the budget is low, I
would like for the shows budget to be £150,000 for the production of all six episodes. In order to maximise
the funds, crowdfunding will be done and as a reward for anyone who donates they will get some exclusive
merchandise and artwork from the show.

In order to stick to the assigned budget, there are multiple restrictions placed on how the budget is going to
be spent. As the show is an animation, the crew are able to stay in one studio during the creation and won’t
have to travel to various filming locations. A small studio can be rented for as cheap as of £495 per month,
depending on where in the UK the studio is located. Hiring a studio for this price over the course of six
months would result in a cost of £2,970. A further £1000 should be set aside to cover the cost of facilities
used such as the electricity used for the equipment and lighting in the studio. A total of four voice actors
will be hired to voice the characters in the show. These actors will be required to voice more than one
character in the show, allowing for money to be saved instead of spent on more actors. They will only be
required to work for an hour for each week of the first twenty-two weeks of production. The average
hourly wage for a voice actor can be as low as £150 so having four actors work for a total of twenty-two
hours over the course of the entire project would cost £13,200. Having voice actors as opposed to live
actors is a cheap alternative as they aren’t being paid to act on screen.

The equipment will come as a big cost for the project as lots of hardware is required for the creation of the
animation. Having laptops to edit the animation on would be effective as the laptops are portable, meaning
the animators, artists and editor could continue their work outside the work environment. A laptop that
incorporates multi-functionality is the Microsoft surface pro, which uses touch screen functions, which is
great as the animators and artists can draw on the screen instead of buying a separate drawing tablet to do
their sketches. These laptops cost £800 so having six of them would come to a cost of £4,800. The Microsoft
Surface Pen would have to be bought for the animators and artists, these cost £99 each. Having six of these
pens will come to a price of £594. Headphones and microphones will be required, especially for the voice
actors, animators and sound editor. Six pairs of Sony Noise Cancelling headphones would be suitable, these
cost £99 per pair so altogether it would come to a total of £594. Of course, to go alongside the headphones,
microphones are required in order to record the voice actors. Only one microphone needs to be purchased
because the voice actors will be doing their recordings individually and the voice clips will be edited
together. The Rode NT1A Microphone would be a suitable choice and it costs around £140. The last piece of
digital equipment required, or should I say software, is Adobe Animate, this will be required for the
animators to create each episode and the concept artists can use it to sketch character and setting concepts.
Adobe Animate can be purchased for £19.97 per month so £119.82 would be spent over the six months of
creating the show. The crew need somewhere to sit and a few tables to hold their equipment. Four two
people bench desks can be purchased along with eight chairs so the staff have somewhere to sit and work.
The tables cost £246 meaning that buying four of them would cost £984. The chairs cost £12.46 each so
having eight would come to a total of £98.88.

Choosing the appropriate staff for the production is a key part of making sure the show is a success. The
staff must be experienced in their area of expertise so that they can begin working on the show straight
away, without the requirement for training. The four animators would be working an hourly rate of £16.67,
meaning that it would cost £32,000 to pay them all for the six month project if they were to work six hours a
day, five days a week, for 4 months of the project. The remaining two months would allow for the concept
artist to create the art for the show a month before the animators begin their work and for the script writer to
create the script for the series. The artist would work for an hourly wage of £14. They would work six hours
a day, five days a week, for four weeks meaning it would cost £1,680 to hire them. The script writer would
be working the same hours and at the same time as the concept artist but for an hourly wage of £8.63,
meaning it would cost £1,035.60 to hire them for the project. The final month of production would allow for
the audio engineer to finalise the episodes. This would mean that they edit the visuals and sounds together.
The hourly rate is £11.66 so they would be paid £1,399.20 by the end of the project, given that they work for
the same amount of time as the concept artist. The final member of personnel that would need to be paid is
the director who will be overseeing the whole of the six month production. They will be working the most
and will be working for £20 an hour, for three hours a day, five days a week, for six months. The total
amount to pay them would be £7,200. This means the overall price for the creation of the show, including
the advertisements before the shows release is about £137,615.50. This sum does fit into the budget with
some money to spare, this can be used as a contingency in case any issues are ran into during production.
Using crowdfunding to gain funds for the show could help cut the cost down and if the funding was
successful, the budget could be lowered to under £100,000. As Closure is an animation, no additional special
effects will be required as they will likely be added in by the animators.

Section 5: Concluding Comments


To conclude what has been stated in this proposal, Closure is a science fiction animation that is suitable for
the target audience as it explores current themes in modern day society in depth and it has a storyline that the
audience will be able to learn from and hopefully find intriguing, these themes make the show stand out to a
wide audience. The show should make good use of the budget assigned and will hopefully gain a profit if it
is considered for airing. I believe that Closure should be considered by the E4 executives as it brings a
gripping animated science fiction drama to the channel, which will capture the audience’s interest through
the use of its suspenseful storyline and interesting character dynamics. This could be an opportunity for E4
to air an animation, which is unlike the animations that are currently aired on the channel as it evolves
around mystery and forming relationships as opposed to comical animations. This show will have a place in
the market as it will be available for streaming as well as live airing and will be a good form of
entertainment for the target audience on a Thursday evening. Whilst planning the show, I have met the client
brief provided by E4 by tailoring the show to the desired target audience, taking innovative risks when
designing the concept for the show and I aimed to stick to a low budget and considered crowd funding to
help earn some money for the budget.
