Palatka City Commission Meeting March 10, 2022 Public Comments of H.D. “Gator” DeLoach, Sheriff of Putnam County My intent was not to speak tonight, but to come and stand in solidarity with our brothers and sisters at the Palatka Police Department who have been under the iron thumb of Mayor Hill and select other members of the commission who have habitually and systematically meddled in and undermined police business for years To ensure | am not misunderstood, { have memorialized my thoughts to paper and will provide the clerk a copy, to be included in the record, and each of the commissioners as well as the city manager with a copy as @ courtesy. After reading Mayor Hill’s outright lies when commenting in today’s Palatka Daily News, have no recourse but to come before this commission and publicly refute the statement made by the mayor that my comments were “baseless, absolutely ridiculous and defamatory in nature.” Mayor Hill told the newspaper he has never interfered in a traffic stop and supports the police working closely with the community they serve. That is a false narrative. J have personal knowledge as to the untruthfulness of Mayor Hill’s comments and requested through public records to the police department for body-wom camera footage of specific events. [ have also had individual accountings from officers to corroborate these actions in cases where camera footage was lost because of the retention schedule. These personal accounts and body camera footage directly contradict what the mayor told the newspaper. Additionally, the mayor said he does not represent defendants in cases involving the Palatka Police Department and misses out on over “$100,000 every year” because of this policy Included in your packet you will find notices of appearance and accompanying documentation filed by Terrill L. Hill in criminal cases with the Palatka Police Department. Of particular interest is Case No:2021-2014MM where Mayor Hill filed a motion to withdraw as counsel at 8:12 pm last night after he lied to the newspaper reporter about his involvement in Palatka Police Department cases. Any ethical person could clearly understand that as an attomey admitted to the Florida Bar to practice law as well as subsequently elected to office with decision-making authority and control over a law enforcement agency has no business accepting clients in cases initiated by that agency. This calls to question if you sir ever actually took the ethics training required by Florida Statute and checked the box required on your annual financial disclosures, or is your moral compass broken or just outright missing Mr. Mayor, the chickens have finaily came home to roost. In the February 25, 2022 edition of the Palatka Daily News you were quoted, in part, as saying “We've got to address home first, and we've got to make sure that the citizens never lose our trust.” You took an oath of office which states, in part, “that you will well and faithfully perform the duties of Mayor of Palatka onwhich you are now about to enter, so help you God.” To categorize your oath of office and statement to the newspaper as disingenuous is a gross understatement. They are blatant lies. A public office is a public trust and those who hold office must always maintain the highest standards in their personal and professional lives. Mayor Hill, by your actions, you have knowingly placed yourself in an egregious moral and ethical quagmire and disgraced the office you hold. You have violated your oath and the trust and confidence of the residents you serve and the men and women of the police department who protect them. For these reasons, I demand you tender your resignation as Mayor of Palatka immediately and inevocably.
