The Sectoral Operational Programme Human Resources Development (SOP HRD)


sets the priority axes and the key areas of intervention for Romania in the human
resources field in order to implement the EU financial assistance through the European
Social Fund, within the frame of ,,Convergence” objective, for the programming period
2007-2013.
SOP HRD was elaborated under the coordination of Ministry of Labour, Family and
Equal Opportunities. During the consultations there have been involved different
ministries, institutions and agencies. Also, there had been major consultations with social
partners, civil society organizations, public administration and other relevant
stakeholders.

General objective of SOP HRD:


Development of human resources and increasing its competitiveness by linking education
and life long learning with the labour market and assuring increased opportunities for
future participation of 1,650 000 people on a modern, flexible and inclusive labour
market.

SOP HRD is structured on 7 Priority Axes, out of which Priority Axis 6, „Promoting
Social Inclusion” is focused on the development of social economy, improvement of
access and participation of vulnerable groups on the labour market, especially by
promoting social economy, promotion of equal opportunities on the labour market and
support of transnational initiatives and partnerships at European level aiming to create an
inclusive labour market.
Operations financed from ESF for promotion of social economy support entities such as
NGOs, social cooperatives, mutual associations, other charity and volunteering entities,
for providing a flexible and sustainable instrument in order to help communities to reach
their own objectives: stimulating job creation and skills development, strenghtening the
commmunity capacity for social care, supporting economic growth and neighbourhood
re-inforcing, environment protection, activation of disadvantaged groups.

The activities in the field of improving the access and participation of vulnerable groups
on labour market pursue the motivation of persons for integration/reintegration on the
labour market, their assisting in an efficient activity for finding a job, facilitating access
to training and other active measures on the labour market including assistance for people
with health problems to return to their workplace by making the work pay and avoiding
unemployment, poverty and inactivity. Targets are marginal groups that require special
attention .
Social inclusion can be successfully realised by an integrated addressing all fields
(employment, education, social protection, healthcare, household etc.), by utilising at the
same time in an efficient and concentrate manner all available resources.

Social services, education, medical care, employment services have been developed a lot
in Romania in the latest years as a response to the existent diverse social needs in a
permanent change.
Non-guvernamental, non-profit sector plays an important role in providing those services
(for ex. 72% from authorized social services providers in Romania are non-
guvernamental organizations).
The personalized intervention plans on the employment improvement, such as support
services providers conceived taking into consideration the individual needs would be the
main activities in the vulnerable groups social inclusion.

A special attention would be given to the involvment of a larger group of vulnerable


people (Rroma, young people over 18 who leave the child care state system, disabled
persons, women, persons with a high risk of marginalization and social exclusion) in
integrated projects.
The transnational initiatives are promoted for the creation of a permisive labour market,
flexible and inclusive. It shall be encouraged the partnerships with EU partners who were
successfull in attracting and integrating people in education and employment. We benefit
in this way from new initiative and good practices disemination.
Managing Authority has developed a monitoring system to measure the impact of social
economy activities in Romania.
