Project Background The Government of Timor-Leste, through its National Directorate for Biodiversity under the State Secretary for Environment, currently implementing a medium-size project funded by the Global Environment Facility (GEF). The project entitled: Establishing the National Framework and Operational Capacity for Implementing the Nagoya Protocol in Timor-Leste. The project is to establish the national ABS framework and the operational capacity for implementing the Nagoya Protocol in Timor-Leste, in order to deliver fair and equitable benefits from the utilization of genetic resources to its people and, ultimately, to advance conservation and sustainable use of globally significant biodiversity in the country. The project objective is to establish the conditions enabling sustainable access to the genetic resources of Timor- Leste, which will deliver fair and equitable benefits to its people, while protecting legal and customary ‘ownership and traditional knowledge ‘The country became a party to the United Nations Convention on Biological Diversity (CBD) in 2007. In 2011, it published its National Biodiversity Strategy and Action Plan (NBSAP) and its Fourth National Report to the CBD and in 2015, its Fifth National Report to the CBD, as well as a revised edition (2015) of ‘the NBSAP 2011- 2020. The government of Timor-Leste is, therefore, committed to address the environmental and conservation challenges facing the nation, and to achieve global environmental benefits. Although Timor-Leste has not yet acceded to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (a supplementary agreement to the CBD), the country has taken important steps towards its implementation. in particular, the NBSAP includes Strategic Action 16 on Access and Benefit Sharing (ABS); the recently approved Biodiversity Decree Law (2017), in its Chapter 7 on ‘Genetic resources and traditional knowledge’, lays the legal foundation for the development of the national ABS framework. Objective of the Assignment The objective of this assignment, the Biodiversity Specialist ~ who will be integral part of the PMU, with support from MDIR, UNTL and MAF, will lead @ major effort to collect existing information, publications and other records on biodiversity, genetic resources and traditional knowledge of Timor-Leste and 1 incorporate it into the new database system. The priorities for this undertaking will be established in discussion with Nimura Genetic Solutions in order to advance the identification of opportunities for bio- prospecting trials under Outcome 2.2. €. Scope of work/ Expected Output / Timelines: Under the overall supervision of a National Project Coordinator, the Biodiversity Specialist’s responsibilities will be to: Ill Functions / Key Results Expected Summary of Key Functions: + Lead the implementation of Output 2.1.2, in particular the collection of existing information on biodiversity, genetic resources and traditional knowledge of Timor-Leste. * Coordinate the development of the National Database and the national ABS Clearing House Mechanism with the IT company. Ensure the integration of existing information into the new database system. '* Support the National Project Coordinator/ABS Specialist in implementing the project activities that involve data and information management. ‘+ Support the implementation of the training activities as defined in the outreach and institutional development plan (Output 1.2.3), in close collaboration with the Outreach and Capacity Building Expert. ‘+ Support the implementation of bio-prospecting activities (Output 2.2.2}, in particular for technical, biodiversity-related aspects. ‘© Other related tasks as requested by the National Project Coordinator The focus will be on ethnobotanical information, which al to the success of bio-prospecting. The information will be collected from a variety of national and foreign sources, including: * Previous surveys, reference collections and scientific publications by foreign institutions and. researchers, including from Australia, Indonesia, Singapore, Portugal and the Netherlands. * Specimens held at zoological museums and herbaria collections (e.g, Australia, Indonesia, Singapore, Portugal and the Netherlands); © Data collected under past and ongoing projects including as an example GiZ’s Agro- Biodiversity Project, the Global Climate Change Alliance Programme, the Seeds of Life Project, ‘the SAPIP project and ACIAR-led projects. ‘+ Data collected by different government agencies, in particular the Biodiversity Directorate under the Ministry of Development and Institutional Reform (MDIR) and the Research Directorate, the Forestry Directorate and the Fisheries Directorate under the Ministry of Agriculture and Fisheries (MAF). * Data collected by UNTL and other universities/institutions in Timor-Leste. Open access sources such as ebird.org and Nature in Timor-Leste. Other data sources of relevance Context and Tasks we ‘* Consult with project partners on the design of the National Database and the national ABS Clearing House Mechanism. * Coordinate the development of the National Database and the national ABS Clearing House Mechanism with the IT company and supervise its implementation. * Collect existing information on biodiversity, genetic resources and tradi Timor-Leste from a variety of national and foreign sources. * Uaise with national and international partner organizations, including UNTL and MAF, to ensure the integration of existing information into the new database. * Participate in other project meetings as required. * Implement training activities as defined in the outreach and institutional development plan (Output 1.2.3), in close collaboration with the Outreach and Capacity Building Expert. ‘* Support the implementation of bio-prospecting activities (Output 2.2.2), in particular for technical, biodiversity-related aspects. nal knowledge of Functional Competencies: Ability for team working Excellent inter-personal, communication and negotiating skills Self-management, emotional intelligence and conflict management; Sound policy understanding of global development concerns, biological diversity conservation and genetic resources, including the Nagoya Protocol Analytical and strategic thinking/results orientation Knowledge sharing Experience in participating and following the project cycle, creative capacity solving problems cocoa oo Recruitment Qualifications Education: Master degree in environmental management/sciences, sustainable development (such as diversity, water/food), in related fields of biology, agriculture, forestry, environmental conservation, genetic resources etc. Experience: At least five years of working experience in knowledge and information management, and specifically database design and development. At least two years of working experience to support the engagement of stakeholders in issues of environmental management; Experience developing and using indicators and other metrics to measure conservation or project success; Experience in managing and coordination with national counterparts, government, foreign partners or donors Familiarity with data collection systems. ae Experience in creating and data collections for improving ongoing project management. Knowledge in designing and field-testing surveys and other data collection instruments. Knowledge of biodiversity conservation and protection and access and benefit sharing of genetic resources is preferred, Experience working in rural areas and in collaboration with indigenous people and local communities an advantage Experience in conducting, identification and analysis of genetic resources an advantage Experience in the usage of computers and office software packages Ability and willingness to travel within and outside Timor-Leste Excellent English writing and presentation skills. Knowledge of Portuguese, Tetum and/or Bahasa is advantageous.
