Martinez, Cebu Field Office January 17, 2022 Call for immediate action / SAPA Dear Mr. Lozada, Greetings from Moalboal, Cebu. ‘We are leasing space for a beach resort in Moalboal since mor than 30 years and paid millions on rental fee to PTA / TIEZA. Unfortunately, on top of the pandemic the typhoon Odette destroyed a very big part of our resort. We want to rebuild the damaged buildings of our resort which will require a huge investment. But the LGU and the DENR are stopping our rebuilding efforts because we have no SAPA yet. In fact, police were already sent to stop any rebuilding efforts here at the beach, Now the Governor of Cebu issued an Executive Order (#2 series of 2022) that prohibits the reconstruction of buildings and businesses affected by the typhoon if itis located insie the easement zone and has no SAPA. We are facing the immediate demolition of our resort, there is heavy machinery already on the way to demolish structures on the beach which have no SAPA. We were fighting for a SAPA already for many years and we were informed by your good office that TIEZA is taking care of the SAPA application. However, for various reasons, nothing happened so far. We urgently need your immediate intervention with the LGU / DENR to secure our investment, rebuild our business and secure the livelihood of our employees and, last but not least, to pay again rent to your good office.
