PROJECT DESCRIPTION and COMPONENTS The partnership project is part of OSWD's efforts and initiatives to facilitate employment of Pantawid Pamilya and poor Non-Pantawid households who After five (5) years of full implementation nationwide, and employing a recorded number of 16,954 Pantawid Pamilya beneficiaries, earnings. of Project participants under a six (6) months job order contract with the project was able to temporarily augment family income. With this, continuation and enhancement of the mechanics of implementation of the project hae thus become indispensable in order to make these employments sustainably effective in terms of improved employability skills and ‘income of project Participants, "These refer to National Housing Targeting System-Poverty Reduction (NHTS-PA) Identified-poor or has been validated through Sustainable Livelihood Program (SLP) Means Test Ww. The project has three major components: a) Identification, social preparation and capacity building of prospective project participants; b) Deployment and regular performance monitoring of eligible project participants in the job sites: and ¢) Referral of project participants with good performance to DPWH private contractors for regular employment. SCOPE and COVERAGE Tho paitiieiship project shail cover ali eligible members of DSWD's Pantawid Pamilya and poor Non-Pantawid households. However, endorsement of the participants by the DSWD will still be subject to assessment of the DPWH and will not automatically result in the employment of the said participants The project shall cover all tasks of roadside maintenance under DPWH! District Engineering Offices (DEOs) nationwide. The project shall be in force upon signing by both parties starting FY 2018 to FY 2022 IMPLEMENTATION ARRANGEMENTS Unless otherwise specified, all activities under this partnership project shall be jointly conducted by DSWD and DPWH. Overall, the partnership project shall operate under close coordination between the DPWH’s Planning Service and Bureau of Maintenance and DSWD's National Program Management Office for Sustainable Livelihood Program (SLP-NPMO), both for the internal and external concerns of the project implementation, A National Technical Working Group (N-TWG) shall be created to act as the overall policy making and coordinating body at the national and regional level ‘The N-TWG and its respective agencies shall be expected to observe and Perform their roles and responsibilities for this partnership project as stipulated in the MoU and this ToR A. Pre-implementation and Coordination 1. Creation of the National Technical Working Group (N-TWG; The N-TWG shall be composed of Division / Unit Heads and/or technical staff of DSWD and DPWH who are directly involved in the development and operation of the partnership project. Preparation of Basic Employment Documents Under this activity, the Project participants shall be coached by the PDO to prepare or secure the basic employment documents required by the DPWH. From the list of qualified project participants provided by the DPWH, the PDO shall immedi lately prepare the project proposal for the availment of Employment Assistance Fund (EAF) in accordance with SLP guidelines, which documents and uniforms includes processing of kasic employment of said project participants. 6 B. Implementation 1. Review of accomplishments vis-a-vis the objectives of the project, 8 b+ vi. 2. Identify good practices and lessons learned for project implementation, 3. Identify the difficulties in project implementation and immediate actions taken, and initial recommendations that would specifically address them, and 4. Identify project policy reforms and enhancements The DSWD SLP-RPMO shall prepare and submit reports in coordination w soncemed DPWH DEOs and Regional Gifices (ROs) to the heads of the two agencies (DPWH and DSWD). (See altached Sample Reporting Template, Annex B) To facilitate consolidation and consistency, a template of these reports Shall be designed by the N-TWG prior to actual project take-off. ‘The concerned C/MLs and SLP PDOs together with the DPWH District Engineers (DEs) shall conduct regular performance monitoring of deployed project participants. The DSWD may also monitor the socio- economic progress of the household of the project participants while working with the project and can be subjected to a social case_ management every six months using the Social Welfare Indicators ay (SWI) Sheet administered by a social worker if necessary ( wa) A Joint DSWD-DPWH Annual Job Generation Report shall also Prepared by the N-TWG in coordination with the R-TWG to avoid duplication of reported figures/data.
