Topic: “Addressing Post-Conflict Humanitarian Needs in Marawi”

The Social, Cultural, and Humanitarian Committee,

Guided by the purpose of the United Nations to address the conditions produced by the spread of
terrorism,

Realizing the dire demand of post-conflict humanitarian assistance for the victims of the Marawi
Siege specifically with regards to manpower on the ground to abet the provision of aid,

Concerned with the lack of sustainable solutions towards supporting the Marawi Siege victims
and the insufficiency of programs particularly addressing the needs of vulnerable groups such as
children,

Fully aware of the vital role of the international community in the provision of support for the
victims of the terrorist attack in Marawi,

Expressing support to the United Nations Office for the Coordination of Humanitarian Affairs
(OCHA) in its goal to achieve effective global emergency responses to humanitarian crises,

Expressing further support towards the United Nations Office of Counter-Terrorism which was
established for creating counter-terrorism strategies,

Introducing the need for sustainable solutions for the betterment of the situation of Marawi Siege
victims,

1. Calls upon all Member States to join forces and commit to providing post-conflict
humanitarian needs for the victims;
2. Requests the deployment of military and civilian personnel from Member States that shall
be designated to provide education to the children and also assistance for capacity
building measures and the rebuilding of infrastructures in Marawi:
a. Civilian personnel - which shall include but are not limited to first responders,
social workers, educational personnel, and medical personnel - shall operate under
the aegis of the United Nations Office for the Coordination of Humanitarian
Affairs,

b. Education - voluntary personnel of Member States shall aid recuperated adult


Marawi victims who are willing to educate the children of Marawi in the form of
setting up temporary school locations and providing training for proper education
after conflict. Further, where applicable, these personnel shall serve as temporary
teachers in these schools in order to accelerate the rehabilitation of students,

c. Health - voluntary personnel of Member States shall assist in providing medical


assistance through the provision of medicine and medical equipment, training of
residents to be able to respond to medical emergencies, and where applicable
providing their expertise directly in the field. This is in accordance with the
deliverance of humanitarian aid from the World Health Organization (WHO),

d. Security - military personnel to be deployed by Member States shall come in the


form of Logistical and Rapid Response forces.
I. These shall be reorganized into an Expeditionary Force under the
oversight of the Armed Forces of the Philippines in joint cooperation with
Task Force Bangon Marawi but will be under the divisional command of
their officers from their respective countries of origin.
II. The said Expeditionary Force will not engage in any offensive action with
any armed entity unless attacked by terrorists. Moreover, this force will
strictly function as a defensive force whose mandate will be to protect
ground zero from any entity which seeks to attack Marawi City or unhinge
the ongoing rehabilitation efforts.
III. This security force will be available upon the request of the Philippines,
and by extension, the rights to operate within the Philippine tertiary
territory.
IV. The Philippines has the authority to limit the number of military
personnel that will be allocated to Marawi. The committee recommends to
cap this at 10,000 personnel on site; which will include the armed
personnel, and the logistics needed to carry out the operations and supplies
of the said force.
e. Any able-bodied and mentally fit Internally Displaced Persons (IDPs) of Marawi
who are willing to cooperate with the International Expeditionary Force are
encouraged to take part in the rehabilitation operations in ways that they are able
to contribute;

3. Requests the industrial spearheads such as but not limited to the People’s Republic of
China, Republic of India, Republic of Indonesia and the rest of the ASEAN bloc, and the
State of Japan to allow for the lending of heavy equipment for the clearing and rebuilding
of damaged infrastructure, construction of required facilities for the rehabilitation of the
IDPs within the immediate surrounding of Marawi City, and other such efforts which
may require these equipment as determined by Task Force Bangon Marawi and the
International Expeditionary Force;
a. In addition to this, the Philippines is highly encouraged to construct new
infrastructure or modify existing ones capable of supporting the exported
equipment to prevent the possible damage to the infrastructure and stop the
possibility of the equipment getting damaged and hindering the efforts further.

4. Further invites other Member States to contribute to this resolution in the form of
providing further humanitarian assistance such as but not limited to: financial aid,
construction equipment, and the like;
a. The funding mechanism for this resolution shall be provided by countries such as
but not limited to the Russian Federation and the State of Qatar.
b. This resolution, however, shall happily receive all financial aids coming from
willing Member States, although they are not entirely compelled to.

5. Encourages the other states to augment their manpower in terms of providing aid in the
rehabilitation of the affected area;

6. Asks for the cooperation of Local Government Units (LGUs) for guiding the civilian
personnel provided by the Member States and in ensuring their general welfare alongside
IDPs;

7. Reiterates the significance of maintaining the solidarity of the Member States through the
endeavour of expediting the process of the rehabilitation in Marawi City to comply with
the sustainable capacity building measures as requested by the Republic of the
Philippines;

8. Urges for the international community to recognize the pertinence of the execution of this
resolution and its provisions.
