The Social, Cultural and Humanitarian Committee,

Affirming the Universal Declaration of Human Rights,

Recalling the participation of volunteers, “White Helmets”, in the activities of the United
Nations in the field of humanitarian relief, rehabilitation and technical cooperation for
development (A/RES/70/105),

Recalling the sustaining the elevation of coordination with the international humanitarian
system whilst reconnoitering mechanisms for allocating ideal practices on disaster response
and preparedness with other regional organizations (A.70/L.27),

Recalling the Declaration on the Protection of Women and Children in Emergency and
Armed Conflict,

Bearing in mind the UNDAC, the UNEF, ECOSOC, and FAO in its purposes in disaster and
emergency relief,

Guided by the UN General Assembly’s 2030 Agenda for Sustainable Development,

Further guided by Task Force Bangon Marawi method in restoring public trust in the Marawi
government through capacity building methods,

Bearing in mind that the Marawi conflict, as a whole, is similar to other conflicts that involve
Islamist militants,

Recognizes the sovereignty of the Philippine government and its role in the rehabilitation and
rebuilding of Marawi,

Expressing the grave concerns of the international community and placing the problem of
solving post conflict situations of utmost concern,

Hereby resolves to implement a three-prong resolution consisting of the following:

1. Strongly recommends the creation of a multilateral committee to uniformly oversee


the rehabilitation process of aiding Marawi immediately after the conflict has ended;

2. Encourages the support of the IDPs (Internally Displaced Persons);


3. Recommends the creation of a uniformed and effective mechanism which will
rehabilitate any affected area, due to terrorist activity in the said region;
a. This mechanism would be a 3-fold plan: immediately after the conflict,
rehabilitation process and post rehabilitation;
b. The phase “immediately after the conflict” would be utilising several agencies,
including UN Emergency fund, UNICEF, UN Food Programme and World
Food Programme, NGOs and bilateral efforts;
c. The goal of this phase is to help and support the IDPs (Internally Displaced
Persons);
d. The phase “rehabilitation process” would be the Food Agricultural
Organisation (FAO), (committee to replace UNHCR), ECOSOC, UN Human
Settlements Program, United Nations Development Programme (UNDP),
UNICEF and NGOs and bilateral efforts;
e. The goal of this phase is to repair the dysfunctional areas;
f. The phase “post rehabilitation” would include NGOs and bilateral efforts;
g. The goal of this phase is to reestablish the order in the area;

4. Considers the current conditions in which the IDPs are currently living in;
a. desludging latrines;
b. general maintenance of Evacuation Centers (ECs);
c. lack of access to health assistance and medicine;
d. shortage of food relief;
e. lack of access to information on return exercises;
f. beneficiaries of housing units are embroiled in clan wars with other
beneficiaries;
g. pressure from local governments of host communities for IDPs to vacate the
evacuation centers and return to their place of origin;
h. scarce water supply and;
i. lack of sanitation and hygiene facilities;

5. Endorses the sending of NGOs from Member states which will support the IDPs in
terms of food, financial and technical support;
a. Gives easy access to sustainable needs like food, water, and others in a better
and safer location;
b. A small budget will be made to allocate allowances for the IDPs;
c. Expounds comfortable atmosphere to the IDPs;
d. Recreation Activities;
i. Planting;
ii. Crafting;
iii. Cooking;
e. Physical Activities;

6. Encourages the contributions of the Food and Agricultural Organization, Economic


and Social Council, UN Human Settlements Program, United Nations Development
Programme and UNICEF in the support of the IDPs;
a. Temporary housing will be given to the IDPs who are in other areas care of the
UN Human Settlements Program;
b. The other councils will be dedicated to giving support to the NGOs in their
current endeavors in the area;
7. Encourages countries incapable, due to financial, humanitarian or economic
reasons, to send aid in the form of, in collaboration of the Republic of the Philippines,
capacity building measures;
a. It can come in the form of research benefitting capacity building, individuals
independently or bilaterally (sent as representation of a nation) sent to
Marawi;

8. Endorses a six point plan which consists of education, health, security, shelter,
self-sustainable development and cooperation;
b. In education, experts in education are to collaborate with UNESCO,
neighbouring schools and other countries to send the children to school;
c. In health, experts in the field of psychiatry and/or medicine to collaborate with
UNESCO, International Red Cross and International Red Crescent to rebuild
health facilities;
i. To avoid horrendous trauma from abuses, racism, discrimination and
gruesome practices;
ii. To cure the physical states of the IDPs who experienced violence;
iii. To prevent further damage in their mental and physical health and;
iv. To give appropriate medical assistance to IDPs with special conditions
and situations such as orphans, juvenile criminals or those who
inflicted harm towards locals and/or their fellow IDPs;

d. In security, the Securitas AG would assisting with the Philippine military and
other peacekeeping units but overall leaves the jurisdiction of security to the
Philippine government;
e. In shelter, the Marti group, along with independent or bilaterally sent
engineers and UNHCR, are to construct shelters for IDPs;
f. Suggests to improve the existing facilities and its strategic location and to
provide materials needed for proper sanitation, as such:
i. Expansion of quarters;
ii. Sleeping Area;
iii. Dining Area;
iv. Re-creation Area for children;
v. Areas for people with Mental Health Issues;
vi. Separate Comfort Rooms for;
1. Men;
2. Women;
3. PWDs/Non-binary;
g. In self-sustainable development, foreign engineers, UNIDO, Marti Group and
FAO are to:
i. initiate facilitation of livelihood development projects, particularly in
agriculture, by providing training to the IDPs;
ii. begin construction of factories that produces rice and corn, hollow
block manufacturing, goldsmithing and sawmilling;
h. In cooperation, humanitarian aid and foreign intelligence to send logistical
support to fellow UN aid in Marawi;
i. For incentives, private companies would receive tax discounts in their
respective countries of origin;

9. Focuses on maintaining and continuing progress of the first and second phase as
well as an overall audit/report ;

10. Endorses a multi-point plan that involves agencies of the UN such as UNICEF,
UNHCR and the ECOSOC in monitoring and implementing sustainability measures;

11. Encourages countries incapable, due to financial, humanitarian or economic


reasons, to send aid in the form of research, data or open cooperation;

12. Calls upon all member states in ensuring the full recovery of post-conflict
situations not only in Marawi but in future post-conflict situations;

CANADA:
- Sending (NGOs) skilled workers, technical vocational instructors on educating the
re-establishing of roads, buildings and other infrastructures not mentioned through the
organizations such as The Canadian International Development Agency and Canada’s
Official Development Agency.
- Canada had established different programs in Mindanao through the Canadian Red
Cross International Committee of the Red Cross Philippines, Canada also continues to
support the Mindanao Trust Fund in the developing the sustainability of the system.

ITALY
- The Italian Republic pledges to provide 4,000 set-up shelters equipped with power
outlets, ventilation, insulation, and lighting for the IDPs basic security, comfort, and
privacy.
- The Italian Republic has collected donations from Non-Government Organizations,
covering clothes, bathroom items, and other basic hygiene kits to be distributed to the
IDPs.
- The Italian Republic has pledged to send 300 volunteers (both from the Italian
Government and NGOs) such as livelihood trainers for small and medium enterprise,
food technology trainers.
- The Italian Republic will also be sending teachers for the purpose of education of the
children displaced due to the crisis.

CENTRAL AFRICAN REPUBLIC:


-Providing consent to make use of frame work, previous research, data and all-related
studies to the Rapid Response Mechanism as well as the WASH (Water, Sanitation and
Hygiene) Operations being used in expediting the availability of humanitarian aid in the
republic.

REPUBLIC OF CYPRUS:
- NGOs in rebuilding Marawi through raising money and helping the victims rebuild
their homes as well as holding livelihood and business programs to continue the
progress of the people living in Marawi through the government agency, CyprusAid
- Financial and technical assistance to Task Force Bangon Marawi
KINGDOM OF SWEDEN
- cooperate with NGOs in rebuilding infrastructure of Marawi through financial
assistance by the official development assistance program (ODA) of Sweden

FRENCH REPUBLIC:
- NGOs that can contribute food, technical and financial support

REPUBLIC OF IRELAND:
- Send personnel to help UNHCR in the monitoring of the access to humanitarian
assistance through the Irish Aid’s Rapid Response Initiative

REPUBLIC OF MALAWI:
- sustainable capacity building through sharing of agricultural research between Malawi
and Republic of the Philippines

NEW ZEALAND:
- Monetarily contribute through World Food Programme
- New Zealand is willing to offer scholarship programs for the people of Marawi

- 50% IDPs in evacuation centers
- evacuation centers are far edge to the west and east (hard to access)
