NATIONAL POLICE
The Philippine National Police (PNP) was established on August 8, 1901, and emerged from the
Philippine Constabulary or PC, which was established as an island police under the US
administration. In August 1975, Executive Order No. 765 was issued, and the Philippine
Constabulary National Police (PC / INP) was established as the national police of the country.
These subdivided and diverse local police units have been integrated into the national police
centered on the Philippine Constabulary. Originating from a merging of the Philippine
Constabulary and the Integrated National Police, the Philippine National Police (PNP) is the
civilian national police force of the Philippines. The following is a brief history of the PNP and the
organizational structure that it holds today.
After the People's Revolution in 1986, a new constitution was promulgated to regulate police for
"national scope and citizenship." As a result, Republic Law No. 6975, entitled "Law to Establish
Philippine National Police under the Reorganized Ministry of Interior and Local Government
(DILG)," was signed on December 13, 1990, on January 1, 1991. It came into effect in. 29th
1991, PNP operation, formerly members of PC and INP, Philippine Air Force Security Force,
Philippine Coast Guard, Philippine Navy, Philippine Army.
Pursuant to Republic Act No. 6975 as amended by Republic Act No. 8551, The PNP in under
the administrative control and operational supervision of the National Police Commission.
Meanwhile, the NAPOLCOM is an attached agency of the Department of the Interior and Local
Government for policy and program coordination. The Secretary of the Interior and Local
government is mandated to be the Ex- Officio Chairman of NAPOLCOM.The PNP is composed
of, National Officers, Regional Officers, Provincial Officers, District Officers, City or Municipal
Officers. Finally, a total of 1,766 Police Stations are established nationwide and they are
categorized as follows: 90 Component City Police Stations and 1,507 Municipal Police Stations
under the Police Provincial Offices, 131 Police Stations under the City Police Offices, and 38
Police Stations/City Police Stations in the National Capital Regional Police Office which serve
as the main operating arms of the PNP for the anti-criminality campaign.

On the other hand, the Bureau of Jail Management and Penology created also thru RA
6975 as a line Bureau under the DILG upgraded version of its forerunner, the Office of Jail
Management and Penology of the defunct PC/INP last headed by BRIG GEN Arsenio E.
Concepcion. BJMP is mandated to direct, supervise and control the administration and
operation of all district, city and municipal jails nationwide with pronged tasks of safekeeping
and development of inmates. Respectively, the BFP has Command Group Unit which is the
Chief BFP with the Rank of fire Director, Deputy Chief for Administration with the rank of Fire
Csupt, Chief of Directorial Staff with the Fire Csupt, and Deputy Chief for Operations with also
with the Rank of Fire Csupt. In line with these also, the BJMP has also have command unit
consisting of the Chief of BJMP, Office of the National Executive Senior Jail Officer, Deputy
Chief for Administration, Chief Directorial Staff and Deputy Chief for Operation. The BFP and
the BJMP shall establish, operate and maintain their respective regional offices in each of the
administrative regions of the country which shall be respectively headed by a Regional Director
for Fire Protection and a Regional Director for Jail Management and Penology with the rank of
senior superintendent.

QUALIFICATION STATUS APPOINTING AUTHORITIES
In addition, there is what we called eligibilities. When we say Eligibilities, the quality or
state of being eligible, fitness or suitability to be chosen, selected, or allowed to do something.
The applicants must meet all requirements for eligibility. For example, NAPOLCOM, BAR/Board
Exam passers and Etc. When applying or new applicant, it must not be less than twenty-one(21)
nor more than thirty(30) years of age.Provided,further, that PNP members who are already in
the service upon the effectivity of Republic Act No.8551 shall be given (5) years to obtain the
minimum educational qualification preferably in law enforcement related courses. Furthermore,
the PNP provided Waiver program that can only be availed once. Re-application would mean
the applicant should satisfy the minimum or general qualifications as stated in Sec.14 RA 8551.
