Given under the seal ofthis organization arid the authority of the Occupational Safety and Health Center under the Department of Labpr and Employment (DOLE-OSHC) this 30" day of March 2019, nt DOLE Accredited OSH Consultant ‘Accreditation No, 1030-103018-OSHC-086 NARRATIVE CONSTRUCTION OCCUPATIONAL SAFETY AND HEALTH (COSH) TRAINING MARCH 22-23 & 29-30, 2019 This narrative is to supplement the Certificate of Completion awarded to me, Avhi Jydynth Necca B, Alazas, for having satisfactorily completed the 40-hour Department of Labor and Employment - Bureau of Working Conditions prescribed ‘course on Construction Occupational Safety and Health (COSH). ‘The training was held by FR Real Occupational Health and Safety Training Services with DOLE-OSHC Accreditation Number ~ 1030-091317-0084 last March 22-23 and 29-30, 2019 at Maple at Verdant Towers Project, Ortigas East, Frontera Drive cor. Ortigas Ave, Brgy. Ugong, Pasig City. It was a company-sponsored training, and we stil have to work which is why the activity had to be divided into four (4) working days, specifically the last 2 Fridays and Saturdays of March 2019 On the first three days of training (March 22-23 & 29, 2019), the trainers introduced to us the basics concerning Occupational Health and Safety such as the bureaus implementing this, the OSH standards, and the rules under this. The following information are the summary of what | have learned during the training: ‘A. Department of Labor and Employment (DOLE) = the government agency authorizing different organizations to perform functions related to improvement of occupational safety and health in the form of training, testing, certification, safety and health auditing or any other similar activity. BB. 6 bureaus of DOLE and their functions: 1. Bureau of Local Employment (BLE) aims to improve the local labor and employment situation in the Philippines. 2. Bureau of Labor Relations (BLR) sets policies, standards, and procedures on the registration and supervision of legitimate labor union activities including denial, cancellation and revocation of labor union permits. 3. Bureau of Working Conditions (BWC) primarily performs policy and program development and advisory functions for the Department in the administration and enforcement of laws relating to labor standards. 4. Bureau of Workers with Special Concerns (BWSC) ‘mandated to develop policies, programs, projects, and systems and provides advisory and technical assistance to the Office of the Labor Secretary and the Regional Offices relative to the development and protection of the workers with special concems, towards their decent and productive employment. 5. International Labor Affairs Bureau (ILAB) primarily responsible for developing policies, plans, programs, projects, and operating standards relative to international labor and ‘employment concerns and monitors the country’s observance and implementation of its obligationsicommitments, courtesies and ‘aclties required by international organizations (IOs). 6. National Reintegration Center for OFW's (RCO) Acts as a recruitment office for local jobs and taps their abilities and potentials for national development. ©. Occupational Safety and Health Standards AA set of mandatory rules on OSH which codifies all safety orders: issued prior to its promulgation. Pattemed after the Standards of other developed countries, Objective: protection of workers Coverage: all workplaces except as otherwise provided in this Standard, D. Rules under OSH Standards 1. Rule 1000 Ger This introduces the purpose, scope, and objective ofthe issuance ofthis standard; the definition ofthe terms being mentioned in the document; the organization responsible for the administration and enforcement ofthe provisions of these standards and its application to other places of employment, transportation, mines, and chartered ral Provision cities and municipalities, Under this rule are the guidelines on special inspection, investigation and review on potential violators / violation of any provision in this Standard, the duties of employers, workers and other persons and finally, the confidentiality of trade secrets. 2. Rule 1010 Other Safety Rules Rule 1011: Promulgation of Rules - discusses how the safety and health rules may be promulgated, amended, modified, or revoked. Rule 1012: Special Rules — covers work conditions or practices not covered by standards, abatement of imminent danger, suspension of rules, and variation orders. Rule 1013: Hazardous Workplaces - For purposes ofthis Standards, this rule defines the areas considered “hazardous workplaces.” 3. Rule 1020 Registration States that every employer shall register his business with the Regional Labor Office or authorized representative having jurisdiction thereof to form part of @ databank of all covered establishments, This rule explains which establishments are Registrable Units, the period of ragistration and the process of registration itself. 4, Rule 1030 Training of Personnel in Occupational Safety and Health Covers the training programs, accreditation, criteria for training and ‘audit systems, training and personnel complement, qualifications of a safety consultant and the prohibitions inthe practice of Ccoupational Safety and Health. 5, Rule 1040 Health and Safety Committee This rule states that in every place of employment, @ health and safety committee shall be organized, and this Committee shall reorganize every January ofthe following year The following were also discussed in this rule: types, composition ‘and duties of Health and Safety Committee; the term of office of members; the duties of employers, workers, and safety man; and other types of safety organizations. 6. Rule 1050 Notification and Keeping of Records of Accidents and/or Ocoupational nesses | was able to leam under this rule the definition of terms related to Injuries, disabilities, disabling injury frequency and severity rate regulatly established jobs, total days lost and scheduled charges: the special provision applicable to the notification and keeping of records when there is an accident or occupational illness present in an organization; and lastly, the report requirements, guidelines in keeping of records, evaluation of disability and measurement of performance. 7. Rule 1060 Premises of Establishments Basically, this rule discusses the general provisions necessary in any establishment, in accordance with the OSH standards; the {uidelines in construction and maintenance of buildings; the requirements on spaces, walkways, floor, wall and window openings, stairs, fixed ladders, yards, and ovethead walks, runways: and platforms, 8. Rule 1070 Occupational Health and Environmental Control This rule establishes threshold limit values for toxie and carcinogenic substances and physical agents, which may be present in the atmosphere of the work environment, Threshold Limit Values refer to airborne concentration of substances and represent Conditions under which itis believed that nearly all workers may be repeatedly exposed daily without adverse effect, 9. Rule 1080 Personal Protective Equipment and Devices Here, | have learned the responsibilty of every employer to furish his workers with protective equipment for the eyes, face, hands and ‘eet, protective shields and barriers whenever necessary by reason of the hazardous nature of the process or environment, chemical or radiological or other mechanical iritants or hazards capable of causing injury of impairment in the function of any part of the body through absorption, inhalation or physical contact, This rule discusses the importance and guidelines in the protection of eyes, face, respiratory, head, hand and arm, the requirements of safety belts, lifelines, safety nets and the use of safety shoes. 10. Rule 1090 Hazardous Materials ‘The provisions of this rule shall apply to all workplaces in which hazardous substances in solid, quid, or gaseous forms are ‘manufactured, handled, and used or in which flammable, irritating, offensive or toxic dusts, fibers, gases, mists, or vapors are {generated or released in quantities injurious to health, ‘As part ofthe general rules under this, the following items were discussed: reduction of hazards, control of processes, use of personal protective equipment, marking of containers, testing of atmosphere. Ventilation and exhaust equipment, prevention of dust accumulation, cleaning substances, precautionary measures for emergencies, working clothing requirements, spillage, instruction on health hazards, meals, personal cleanliness, time for use of washrooms, medical aid, exposure records, handling of hot and rn 12. 13 14, 18. corrosive substances, use of lead and its compound, and lastly, storage of hazardous materials, Rule 1100 Gas and Electric Welding and Cutting Operations Discusses the general provisions in gas and electric welding and cutting operations, the personal protective equipment to be used, and the guidelines in welding or cutting in confined spaces. Rule 1120 Hazardous Work Processes Defines the general provisions before a worker or group of workers: enter any confined or enclosed space and before any work is ‘commenced in any underground tank and similar confined space work. Rule 1140 Explosives The provisions of this Rule shall apply to the manufacture, handling and storage of explosives, fireworks, and other pyrotechnic products. On the latter part, the authorization, imitation, quantity and distance tables, storage, and records of disposition of explosives were discussed. This rule specifically notes that the Rule 20 of the Fire Code of the Philippines on Storage of Explosives is adopted as well Rule 1150 Materials Handling and Storage General provisions on the use of mechanical equipment, secure storage, housekeeping, clearance limits/signs, raling railroad cars and guarding materials were discussed. Rule 1160 Boiler Guidelines on the installation and operation of boilers; requirements of different governing standards, inspection of boilers, age limit of lap-riveted boilers, construction of steam boilers, provisions on power and heating boilers, cleaning and repairs, PPE. Color coding {and requirements in the preparation of boiler pressure vessels plans. 16. Rule 1170 Unfired Pressure Vessels This rule differentiates unfired pressure vessels from steam heated pressure vessels, water pressure tank from air pressure tank and refrigeration tank, Application of this provision is provided under Rule 1162. The term pressure vessel shall be used in lieu of boiler and the same is referred as “unfred pressure vesse!” in the application and usage of this rule, ther items discussed are provisions on Liquefied Petroleum Gas (LPG) vessels and other cylinders, steam heated pressure vessels, closed steam heated pressure vessels, open steam heated pressure vessels, water and air pressure tanks, refrigeration tanks and compressor. 17. Rule 1180 Internal Combustion Engine Rules on application and coverage and standard requirements on internal combustion engine are discussed inthis rule, Other items discussed are inspection guidelines, rules on internal combustion engine room/building, requirements in the preparation of intemal combustion engine installation plan, portable / mobile internal combustion engine. 18. Rule 1200 Machine Guarding Items discussed under this rule are all about machineries; the provisions of guards, standard machinery guards, machine guard at point of operation, transmission machinery guarding, woodworking ‘machinery, guarding mechanical power presses and foot and hand ower presses. 19 2 23. Rule 1210 Electrical Safety ‘Adaptation of the Philippine Electrical Code, The standards contained therein shall be considered safely standards to the extent that they safeguard any person employed in any workplace and control the practice of electrical engineering. General provisions {and guidelines on electricals safety inspection, inspection fees and the requirements in the preparation of electrical plans are also under this rue. Rule 1220 Elevators and Related Equipment All discussions on this rule are related to elevators, their standard requirements, and requirements in the preparation of plans. Rule 1230 Identification of Piping System Methods of identification of contents of piping systems, visibility of pipe markings, location of stenciled or lettered legends and type and size of letters for stencil, Rule 1240 Power Piping Lines Discussions on this include various definitions, general provisions: standard requirements, construction and tests conducted (non- destructive test and hydrostatic test). Rule 1410 Construction Safety ‘As-a construction project engineer, | can say that this is the most important part of out training as | was able to acquire knowledge “which are applicable to our job. The topic started out by defining several terms mentioned in this rule. Then it was followed by the discussion of health and safety committee, alternative methods and, ‘materials to be used in ensuring the strength of a structure, {uideline in handling electrical materials, machine guarding, fre protection, lighting of work areas, liting of weights, pipelines, protection of the public and from falling materials, protruding nails and loose materials, protection against collapse of structure, safe means of access, proper storage of materials and cylinders, traffic control, vehicular loading and vehicle driving, guidelines on internal combustion engines, personal protective equipment and prevailing of minimum requirements and any other regulation of other government authority of the same nature but with higher numerical values. Specific topies related to our field were also discussed. ‘+ Excavation: topies include proper shoring and timbering; minimum berm as disposal areas; tools, materials, and machinery to be used in excavation; provision for barricades; means of access and escape; inspection and examination of ‘excavation; supervision and execution of timbering and other ‘work; handling harmful dust, gases, fumes present in ‘excavation; and the sizes and spacing of members / heating. “+ Scaffoldings: mainly talks about the types of scaffolds, its maintenance, supervision and inspection, requirements on strength and stabiliy of scaffolds and construction of different types of timber scaffolds. Also under ths is the discussion of guidelines on platforms runways, ramps, and stairs. + Construction Equipment discussion includes guidelines, testing and examination of al iting appliances including ‘working gear and all other plant equipment used for anchoring or fixing; carriage of persons by means of lifting appliances; brake controls and safety devices’ proper implementation; protection of erane driver; anchorage and load test of cranes; drums and pulleys termination and other, requirements; operation of cranes and derricking ibs; crane: ‘operation and signaling; definition of safe working loads; installation of guy derrick cranes; operation, protection of hoists and marking of safe working loads on it; tests and ‘examination of hoists; operation of chains, ropes and lifting gears, 24. 25. 21. ‘Guidelines on plant and equipment, its requirements, and ‘other standards on it were tackled as well, + Demolition topies discuss the guidelines on demolition works (manual and mechanical) and how to ensure the safety of people and materials prior to demoltion proper. “+ Handling of explosives on construction sites (supervision and blasting) are the last topic discussed under Rule 1410. Rule 1420 Logging This basically discusses the hand tools used, the general logging operations, use and maintenance of power saws, operation of logging engine, tractor yarding and lines, blocks and rigging guidelines. Rule 1940 Fire Protection and Control Mainly taks about fire protection and control on building construction and facilities, fire-fighting facilties, flammable and combustible liquids and solids; proper guidelines on electrical installation, alarm systems and conduct of fie drs. Rule 1950 Pesticides and Fertiizers Primarily applicable but not limited to agricultural jobs, this rule discusses the general provisions on the use of pesticides and fertilizers, and proper handling, storage, and disposal of unwanted materials. Rule 1960 Occupational Health Services Every employer shall establish in his place of employment ‘occupational health services in accordance with the regulation and uidelines provided for under this rule. In the same manner, the employers, the workers, and their representatives, where they exist shall cooperate and participate in the implementation of the organizational and other measures relating to occupational heelth services. The coverage of this rule and the functions of occupational health services, along with the guidelines on organization and preventive services, were also defined. Hazardous Workplace: tackles that for purposes of this Rule, the Bureau shall, with the approval of the Secretary, add from time to time to the list of hazardous workplaces provided in Rule 1010, Emergency health services shall console to the requirements / uidelines on medicines and facilities, emergency medical and dental services, emergency hospitals, and clauses for contracts for ‘occupational health services, Trainings and qualifications for a first aider, a nurse, physician, dentist, or any occupational health practitioner including their opportunity for trainings and refresher trainings are specified under this rule, We have also specifically discussed the duties of the employer, occupational health physician, practitioner or nurse, dentist and first aider; the requirements of an occupational health program and lastly, the guidelines on physical examinations for pre-employment / pre-placement, during employment, periodic annual medical ‘examination, transfer, return to work, separation from employment ‘and other special examinations. 28. Rule 1970 Fees In the conduct of the administration and enforcement ofthis standards, reasonable fees shall be collected for such services ‘except for technical safety inspection. Fees for technical safety inspection on explosives, local fabrication of boilers/pressure, vessels, certificates of safety practtioners/consultants, and others, shall be as provided in the National Building Code of the Philippines, PD 1096, and shall be paid to the building official. All {ees collected shall be covered by official receipts. And the amount collected shall be deposited with the national treasury to the credit of the department of labor and employment. 28, Rule 1980 Authority of Local Government This rule states that DOLE shall be solely responsible for the ‘administration and enforcement of OSH laws in all workplaces. However, local governments may be authorized to enforce this Standards within their respective jurisdictions where they have ‘adequate facilites and personnel for the purpose as determined by ‘and subject to national standards prescribed by the Department ther items discussed are the types of inspection namely: technical safety inspection and general safety inspection; the authority delegated to chartered cities, municipalities, and other government agencies; the application ofthis Standard of existing plans and Authorities and the technicalities in duplication of inspection. 30, Rule 1990 Final Provision The last topic we had during the training is the discussion of the final provisions of the OSH Standards where statements on the following tems were explained: False Statement or Representation; Separabilty; Resolution of Conflcts and Overlapping Jurisdictions; Repeal of Prior Safely Orders; Penal Provisions and lastly, the Effectivty date of this Standards. ‘The last day of the COSH training (March 30, 2019) was the most important part since there were two actvilies conducted to test our knowledge on the topics discussed. We had a site inspection in the moming where our main tasks were to identify the hazards found on site and state what could be done to remove or clear the hazards, Then, in the afternoon, we had a written examination on what has been discussed for the past 3 days. After the examination, we waited for a couple of hours for the results of the examination and right after the announcement of results, we had a closing ceremony where the certificates were given to us, Overall, this activity was not just enjoyable, but | personally gained a lot of knowledge on the standards on Construction Occupational Safety and Health ‘Attached in this narrative report are photos showing my participation during the training, PHOTOS TAKEN DURING THE COSH TRAINING 1.
