DON’T’S WHILE DRIVING/OPERATING VEHICLE

Purpose: The purpose of this document is to establish standard /uniform EHS guidelines for
Safe Operation of Conveyance Vehicles & Construction Vehicles/Equipment throughout the
organisation.

2. Scope: The scope of the document covers all Conveyance Vehicles & Construction
Vehicles/Equipment in SPTL .
This document shall be used along with SPTL EHS Agreement & other documents like HIRA,
Legal Compliance, SOP, etc.

3. Objectives:

The main objectives of this document shall be:


a) To ensure safe operation of Conveyance vehicles

b) To ensure safe operation of Construction vehicle/equipment.

c) To ensure adequate arrangements for selection, inspection, deployment, operation, &


monitoring of vehicle/equipment .

4. Responsibility: The ultimate responsibility lies with the SPTL Section In-charge to ensure
that the guidelines are implemented & ensured during project site operations. The SPTL
Section in-charge shall delegate this responsibility to Admin. Officer, Safety Officer, EPC
Section In-charge & Site Engineers/Supervisors.

5. Emergency/Safety Items Required in Vehicles:


1. Seat Belts
2. Rear View Mirror
3. Horn & Reverse Horn
4. Wiper Blade
5. Propelling Brake & Hand Brake
6. Head & Tail Light
7. Directional/Turn Signals
8. Alarms for Swing, Emergency, Automatic Safe Load Indicator ,Limit Switch, etc. as
applicable
9. First Aid Kit with adequate items to treat minor injury
10. Portable Fire Extinguisher
11. Emergency Light/ High Focus Torch
12. Emergency Contact Nos. Display
13. Towing Arrangement like Thick Polypropylene Rope or Wire Rope
14. Caution tape or red flags for barricading on road during breakdown
15. Spare Tyre, Spare parts and Tools for Emergency breakdown failure
16. Emergency stop button
17. Operator cabin Lock and Key Arrangement
18. Red Colour Flag , Traffic Safety Cones,Rope, PVC Barrier , Steel barricading Boards,
Cautionary Reflective Sign Board e.g. MEN AT WORK, DIVERSION AHEAD,
COMPULSORY KEEP LEFT/RIGHT, GO SLOW, Safety Barrication tape , Traffic
Marshall ,etc. for Road Crossing.
19. Emergency Food Items like Glucose, Biscuits, etc.
20. Sufficient Portable Drinking Water Availability

6. Detailed Procedure:
6.1. Selection of Driver/Operator
1. Drivers/Operators have Valid LMV/HMV/ License and/or relevant Competence
Certificate.
2. Drivers/Operators have undergone Pre Employment Medical Examination including
Vision Test & found Fit.

3. Drivers/Operators should have either attained 21 years age or 3 years’ experience.


4. Drivers/Operators have been provided with Safety Induction & issued with Valid ID
card. This guideline must be communicated to the drivers/operators during Safety
Induction training.
5. Drivers/Operators must undergo Defensive Driving Training within a week of joining
duty & must undergo Refresher Defensive Driving Training every 3 months.
6. Drivers/Operators must be able to rectify minor faults during journey.
7. Drivers/Operators with bad health or sign of weakness or under influence of alcohol
shall not be allowed to drive.

6.2. Selection of Vehicle/Equipment:


1. The vehicle shall undergo Pre-Deployment Inspection jointly by Safety Officer & Admin
Officer in case of Conveyance Vehicle. In case of Construction Vehicle/Equipment, joint
inspection team shall consist of EPC Safety Officer & EPC Site In-charge /Plant &
Machinery Engineer witnessed by SPTL Safety Officer. Only Fit vehicle/equipment shall
be tagged with FIT TO USE sticker & then deployed for operation.
2. Relevant Vehicle /Equipment Inspection Checklist (SPTL Standard Format) shall be
used for joint inspection.
3. The vehicle/equipment must comply with the legal requirements as per The Motor
Vehicles Act 1988 , BOCW Act 1996 and other relevant acts/rules.
4. The vehicle/equipment must have valid Registration Certificate, Fitness Certificate,
Insurance, Pollution Under Control Certificate, etc. as per local statute.
5. The vehicle/equipment must have applicable safety items in working condition as
mentioned in Section 5 of this Document.
6. Safety related warnings must be displayed inside the operator cabin & on outside
body.
7. The equipment must undergo Competent Person Inspection & Certification as
applicable with Statute.

6.3. Operation of Vehicle/Equipment


1. The vehicle/equipment must comply with the requirements mentioned in Section 5,
6.1 and 6.2 .
2. The vehicle/equipment must be operated as per manufacturer Recommendation/User
Guide.
3. The vehicle/equipment shall be subjected to Pre-Use inspection Check daily before
operation by the driver/operator/competent supervisor.
4. Never operate/use unfit vehicle/equipment.
5. The ground shall be well compacted & strong enough to take the load of
vehicle/equipment during operation.
6. All moving/rotating parts of vehicle/equipment must be adequately fenced.

7. Adequate precautions must be taken while operating near overhead power lines.
8. Take relevant Permit to Work for the operation like Permit to Lift, Permit to Operate.
9. The driver cabin shall be clear to provide unrestricted view for safe operation.
10. Helper/Signaller shall be deployed if applicable.
11. Driver/operator must not leave the cabin during operation. Cabin should be locked to
prevent unauthorised operation.
12. The vehicle /equipment must never be operated over safe speed.
13. The Vehicle/equipment must never be operated over its Safe Operating/Loading
Capacity.
14. Adequate illumination shall be ensured for operations after sunset.
15. Separate designated area shall be provided for vehicle parking.
16. Pedestrian walkway shall be provided for worker movement in site/stores so as to
prevent workers from close vicinity of vehicles movement.
17. Display safety Posters (related to hazards/precautions of vehicle/equipment operation)
in stores, site and other relevant places where vehicle/equipment operates.
18. Safety shoe & Safety helmet with chin strap shall be worn by the driver/operator if his
work requires him to come out of vehicle/equipment in site. Drivers/Operators shall
never be allowed without shoe during duty hours.

6.4. Procedure for Emergency Breakdown of vehicle/equipment on road


1. Try to park the vehicle/equipment on side of road safely.
2. Barricade the area with caution tape & display red flags to warn the whistle to warn
any outsider from entering in barricaded area.
3. Try to repair the fault by driver based on experience.
4. If the fault is not rectified then inform to the Admin Officer /Safety Officer for further
help required. Call local nearby mechanic for repair work.

6.5. Procedure for Planned Maintenance


1. Conveyance vehicle must undergo overall maintenance at least monthly once. Same
should be informed to Admin Officer & Safety Officer for record purpose
2. Construction equipment must undergo maintenance as per manufacturer
maintenance manual.
3. Never do maintenance work while the equipment/vehicle is in operation/running
condition.

6.6. Procedure in case of Vehicle Accident on Road


1. Don’t be panic. Try to stay calm & help others.
2. Provide first aid treatment using the first aid box available in vehicle.
3. Call ambulance & shift the injured to nearest hospital.
4. Inform to Admin Officer, Project Manager & Safety Officer for further help & record
purpose
5. Participate in further incident investigation.

6.7. Procedure for Road Crossing during Stringing Activity


1. Site In-charge shall take Approval/permit in advance for road crossing activity.
2. Site In-charge shall Prepare Traffic Management Plan

3. Arrange all necessary items for the work as per plan.


4. Inform local administration about the work schedule & request them for any
assistance required from their side.
5. Ensure that the road safety warning signs, posters, etc. are placed as per IRC 67: 2001
Code of Practice for Road Signs.
6. Provide Advance Warning Zone at least 50m away from working zone.
7. Red Colour Flag , Traffic Safety Cones, Rope, PVC Barrier , Steel barricading Boards,
Cautionary Reflective Sign Board e.g. MEN AT WORK, DIVERSION AHEAD,
COMPULSORY KEEP LEFT/RIGHT, GO SLOW, Safety Barrication tape , Traffic
Marshall ,etc. shall be ensured as per requirement.
8. Competent supervision shall be ensured during work.
9. Remove all materials from road and Restore the road to normal condition after work
completion & inform to local administration about the same.

6.8. Conveyance Vehicle Operation Timing


1. Site visit shall be planned in such a way that the vehicle returns to office before sunset.
2. Conveyance vehicle shall never be driven in remote area (Naxal affected/ Local goons
affected/Terrorism affected) after sunset.
3. If the vehicle got stuck in remote area & it becomes necessary to drive after sunset,
then the senior most staff must consult Project Manager /Admin Officer for further
course of action whether to drive or stay in local hotel.
4. A clearly defined timing for site visit and return to office (based on Local area
Conditions) shall be finalised by Project Manager & communicated to all by Admin
Officer. Admin Officer shall keep a track of implementation of the same.

6.9. Dont’s while Driving/Operating/in Vehicle


1. Don’t talk on phone while driving/operating.
2. Don’t travel without fixing seat belts.
3. Don’t indulge in any horse play with driver/operator.
4. Smoking is prohibited while driving/operating/in vehicle.
5. Don’t try to get in moving vehicle.
6. Don’t drive/operate under influence of alcohol.
7. Don’t operate unsafe/unfit vehicle/equipment.
8. Don’t operate vehicle/equipment over its safe speed or load carrying capacity.
9. Never do maintenance work while vehicle is in running condition.
