The Medical Board of Examiners established Public Act No.

310, which functioned as the regulatory


board for both medicine and midwifery professions. The Midwifers School at Jose Fabella Memorial
Hospital was established in 1922 by Dr. Jose F. Fabella. The school's aim was to train young women to
replace non-licensed parents gradually, to train doctors and caregivers for provincial labor, and to
provide health and educational services with a focus on child and maternal care. The Philippine Midw
ifery (PHIL MIDAS) association was created in 1947.In 1959, when the Republic Act No. 2382, sometimes
referred to as the Medical Act of 1959, was passed, the control of midwifery was removed from
medicine. The Board of Examiners for Midwives was founded in 1960.

Requires a diploma or a degree in university. It requires extensive training and expertise.

Midwifery includes pregnancy, labor, post-partum care for women, as well as new-born care. It includes
actions to prevent pregnancy-related health problems, to detect abnormalities, to provide medical care
when necessary and to take emergency measures in the absence of medical assistance.
