This policy is require to be strictly adhered to and implemented in letter and spirit, No deviation whatsoever would be allowed 1) The leriure of Posting of Divisional Accounts Officers in a Diviston would be three years as a normal course. However, for the Gilgit-Baltistan this tenure would be two years, 2) A Divisional Accounts Officer may be transferred out from the Division at any stage of his/her rérmal tenure in case complaints against his/her Performance, integrity or efficiency are reported and found correct and will be posted at Head Quarter. 3) A Divisional Accounts Officer found guilty under ‘the Efficiency and Discipline (E&D) Rules and consequuehtly euvagded penalty w * would not be eligible for Posting in a Division unless he/she camed at least two good ACRs/PEPs from the subsequent Posting at the Head Quarter. 4) ~ Merit ‘will be the only criteria for Posting/transfer of the ) Divisional Accounts Officers to various Divisions of Public Works. 1.6.0. dy. MAN «5) 8) 9) 10) The Public Works Divisions would be categorized as Heavy @ % Medium (B) and Light (C) according to their functional outiays. ‘The Divisional Accounts Officers would be rotated alternately to different sectors of Public Works and also to the categories as mentioned above for providing them experience. Qualified/Experienced Divisional Accounts Officers will be posted to Divisions having major projects/outlays. A newly qualified Divisional Accounts Officer would be posted to Light and Medium Divisions for one tenure alternately. A Senior Auditor who qualifies Part-I examination may be temporarily posted as Divisional Accounts Officer (EC) only to the Light Division of Pubic Works subject to the availability of vacant post, Officials, without quilifyltig DAO Pabt-1 Examination should not be posted as Divisional Accounts Officers (EC) unless there is acute shortage of qualified DAOs. A Divisional Accounts Officer may be posted at a station for maximum two tenure in continuation but not necessarily in the same Division. He/She however may be posted out to some other station for minimum 03 years before considering his/her posting to the earlier station at the discretion of A.G/D.G/Director concerned. completion of a normal tenure would be made unless for the reasons as specified at Serial No. 02 & O03. All cases of transfer/posting before completion of 2% years tenure would require Controller General of Accoun'’s approval. The Administration of each Accountant General/Director General/ Director Office concerned will maintain a register to record the individual requests of the DAOs for posting at a particular station, Such requests duly recommended by Accountant General/Director General/ Director concerned as11) 12) the case may be, along with the detailed justification, will be furnished to the Contraller General of Accounts for approval. Any relaxation, if required as a special case, on humanitarian consideration /administrative ground would be forwarded to the Controller General of Accounts alongwith detailed justification and due recommendations by the concerned Accountant General /Director General /Director for obtaining approval. A monthly report on transfer/posting of Divisional Accounts Officers will be sent to CGA office by respective Accountant General/ Director General/ Director concerned by 5% of the following month regularly.
