RBI extended deadline for Periodic KYC Update till March 31, 2022

 The Reserve Bank of India (RBI) has announced that it has extended the deadline for periodic KYC
updates by 3 months till March 31, 2022.
 Extension in view of prevalent uncertainty due to a new variant of COVID-19 – Omicron. Earlier the
deadline for periodic KYC updates was December 31.

KYC means “Know Your Customer”. It is a process by which banks obtain information about the identity and

RBI approves Fino Payments Bank for international remittance business

 RBI recently approved Fino Payments Bank for commencing international (Cross Border) remittance
business under the Money Transfer Service Scheme (MTSS).
 The approval will enable the customers of Fino Payments Bank to receive money sent from foreign
countries.

RBI Retains SBI, ICICI Bank, HDFC Bank as D-SIBs 2022

 RBI has retained State Bank of India, ICICI Bank and HDFC Bank as Domestic Systemically
Important Banks (D-SIBs).
 Domestic Systemically Important Banks are those banks which if fail would have a significant impact on
the economy. The D-SIBs banks are classified into 5 buckets. Bucket 1, Bucket 2, Bucket 3, Bucket 4
and Bucket 5.
 With Bucket 5 being the most important followed by rest in decreasing order. State Bank of India is in
Bucket 3, while ICICI Bank and HDFC Bank are in Bucket 1. The updated list is based on the data
collected from banks as of March 31, 2021.

RBI issued framework for offline digital payments

 Reserve Bank of India has issued a framework for facilitating small-value digital payments in offline
mode using cards, wallets, mobile devices, etc, to push digital transactions in rural and semi-urban
areas.
 The upper limit of an offline payment transaction was fixed at Rs 200, with a total limit of Rs 2,000 at any
point in time. The framework will enable the Authorised Payment System Operators (PSOs) and
Payment System Participants (PSPs), Acquirers and Issuers (banks and non-banks) to conduct small
value offline digital payments.
 Under the offline mode, payments can be carried out face-to-face (proximity mode) using any channel or
instrument like cards, wallets, and mobile devices.
 These transactions will not require an additional factor of authentication (AFA), the Reserve Bank of
India said, adding that since the transactions are offline, alerts (by way of SMS and/or e-mail) will be
received by the customer after a time lag.

RBI cancelled authorisation certificates of Muthoot Vehicle Finance, Eko India

 RBI recently cancelled the Certificate of Authorisation (CoA) of two Payment System Operators
(PSOs): Muthoot Vehicle and Asset Finance Limited and Eko India Financial Services Private Limited.
 It cited non-compliance with regulatory requirements under the Payment and Settlement Systems Act,
2007.

RBI lays down eligibility norms for entities tapping credit bureau data

 RBI recently laid down eligibility norms for entities tapping into data from credit information companies

(CICs), or credit bureaus.


 As per the rules, a company must be owned and controlled by resident Indian citizens to become a
specified user with a credit bureau.
 In order to be eligible as a ‘specified user’ under the Credit Information Companies (Amendment)
Regulations, 2021, an entity must be a company incorporated in India or a statutory corporation
established in India.
 The company shall have at least three years of experience in running the business or activity of
processing information for the support or benefit of credit institutions and shall have a clean track record.
 The company, its promoters or directors should not have at any time in the past been convicted of any
offence involving moral turpitude or any economic offence.

RBI Increases the threshold for deposits of Small Businesses

 The Reserve Bank has increased the threshold for deposits and other funds of non-financial small
businesses by 50 per cent to Rs 7.5 crore for the purpose of maintenance of Liquidity Coverage
Ratio (LCR).
 It has been mades with the aim to better align its regulations with Basel norms and also enable banks to
manage liquidity risks more effectively.
 The existing cap was Rs 5 crore.

SEBI reconstitutes its primary market advisory committee

 Securities and Exchange Board of India has restructured its primary market advisory committee on
data. The committee aims to measure pertaining to areas such as securities market data access and
privacy.
 Sebi has appointed Professor at National Law University, Delhi and former chairperson, Insolvency and
Bankruptcy Board of India S Sahoo as Panel Head. Earlier this panel was headed by Madhabi Puri
Buch, an ex-whole-time member of Sebi.
 The scope of the work of the committee includes identifying segment-wise data perimeters, data needs
and gaps, recommending data privacy and data access regulations applicable to market data. It is
responsible for recommending appropriate policy for access to securities market data.

SEBI’s board meets and takes multiple decisions

 The board of the Securities and Exchange Board of India (SEBI) met in Mumbai, Maharashtra under
the Chairmanship of Ajay Tyagi.
 SEBI approved a slew of amendments to various regulations, including tightening rules for the
utilisation of IPO proceeds.
 Changes have been cleared for regulations governing foreign portfolio investors, Alternative
Investment Funds (AIFs), mutual funds, settlement proceedings, among others.
 It has also decided to introduce provisions relating to appointment or re-appointment of persons who fail
to get elected as directors, including as Whole Time Directors or Managing Directors or Managers, at
the general meeting of a listed entity.

Director or a Manager, who was earlier rejected by the shareholders at a general meeting, shall be done
only with the prior approval of the shareholders.
 Also, the time period for filing settlement applications by entities will be 60 days from the date of receipt
of the show-cause notice or a supplementary notice, whichever is earlier.
 Amendments have also been approved to regulations governing Foreign Portfolio Investors (FPIs).
 This will enable Sebi to generate unique registration numbers of FPIs on receiving the basic details of
the applicants seeking FPI registration from either of Sebi-registered depositories.
 According to Sebi, changes will be made to regulations on listing obligations and disclosure
requirements for issuance of securities in dematerialised form in case of investor requests for the issue
of duplicate shares.
 In a move aimed to further safeguard the interest of mutual fund investors, Sebi decided to mandate
trustees of mutual funds to obtain the consent of unitholders when the majority of trustees decide to
wind up a scheme.
 As part of amending the mutual fund regulations, SEBI will make it mandatory for the funds to follow
Indian Accounting Standards (Ind AS) from 2023-24 financial year onwards.
 To enhance the role of KYC Registration Agencies (KRAs), the regulator has decided to make them
responsible to carry out independent validation of the KYC records uploaded onto their system by the
Registered Intermediary (RI).

Government approves 19th Tranche of Electoral Bonds

 The government has approved the issuance of the 19th tranche of electoral bonds, which will be open
for sale from January 1 to 10, 2022.
 In the 19th tranche of sale, the State Bank of India (SBI), has been authorised to issue and encash
electoral bonds through its 29 specialised branches.
 There is no limit on the number of bonds an individual or company can purchase. An electoral bond will
be valid for 15 days.

person being an individual can buy Electoral Bonds, either singly or jointly with other individuals. Only the Political

 The Central Vigilance Commission (CVC) has expanded the ambit of an advisory board that conducts
first level examination of large bank frauds to now cover all fraud cases involving amount of Rs 3 crore
and above and examine the role of all levels of officials.
 At present, the Advisory Board for Banking and Financial Frauds (ABBFF) conducts initial
examination in all large fraud cases (of above Rs 50 crore) before recommendations or references are
made to investigative agencies such as Central Bureau of Investigation (CBI) by the respective public
sector banks (PSBs) and financial institutions.
 Officials of the level of general managers and above, whole-time directors, including former officials or
former whole-time directors are under the ambit of the board.

Unemployment rate hits 4-month high in December

 India’s unemployment rate rose to a four-month high of 7.91% in December, according to the Centre for
Monitoring Indian Economy (CMIE).
 As per the CMIE data, both urban and rural areas contributed to the spike in the rate of joblessness
during December.
 The all-India unemployment rate was higher in August at 8.32% but the joblessness rate in the following
three months was lower – at 6.86% in September, 7.75% in October and 7% in November.

 About 10,750 circuit kilometres (ckm) of transmission lines and around 27,500 mega volt-amperes
(MVA) of sub-station capacity will be installed to facilitate electricity evacuation of around 20 giga-watt
(GW) of renewable energy projects in Gujarat, Himachal Pradesh, Karnataka, Kerala, Rajasthan, Tamil
Nadu and Uttar Pradesh in this phase.
 The estimated cost of the scheme is Rs 12,031 crore, and 33% of the project cost — around Rs 3,970.3
crore — will be met as central financial assistance.

Govt estimates India’s GDP growth rate at 9.2% in FY22

 India's economy is expected to grow 9.2% in the current financial year, aided by the base effect of 7.3%
contraction last year, according to the first advance estimates by the National Statistical Office (NSO).

 Union Education Minister Dharmendra Pradhan launched a 100-day reading campaign 'Padhe
Bharat'.
 The launch of the 100 Days Reading Campaign is in alignment with the National Education Policy (NEP)
2020 which lays emphasis on the promotion of joyful reading culture for children by ensuring the
availability of age-appropriate reading books for children in local/mother tongue/regional/tribal language.
 Padhe Bharat campaign will focus on children studying in Balvatika to Grade 8.
 The reading campaign will be organized for 100 days (14 weeks) starting from January 1, 2022, to April
10, 2022.

PM Modi lays foundation stone of Major Dhyan Chand Sports University in Meerut

 Prime Minister Narendra Modi laid the foundation stone of Major Dhyan Chand Sports University
in Uttar Pradesh's Meerut.
 The university is established at Salawa and Kaili villages of Sardhana town in Meerut at an estimated
cost of about ₹700 Crore.
 The Sports University will be equipped with modern and state-of-the-art sports infrastructure including
synthetic Hockey ground, Football ground, Basketball, Volleyball, Handball, Kabaddi ground, Lawn
tennis court, Gymnasium hall, Synthetic running stadium, Swimming pool, Multipurpose hall, and a
Cycling Velodrome.
 It will also house facilities for Shooting, Squash, Gymnastics, Weightlifting, Archery, Canoeing, and
Kayaking, among other facilities with the capacity of training 1080 sportspersons including 540 female
and 540 male sportspersons.

Indian Army sets up quantum computing lab, AI centre at MCTE to enable research

 The Indian Army, with support from the National Security Council Secretariat (NSCS), has set up a
quantum computing laboratory and a centre for artificial intelligence (AI) at the Military College of
Telecommunication Engineering (MCTE), Mhow in Madhya Pradesh for research in the
aforementioned fields.
 The two centres will carry out extensive research in developing transformative technologies for use by
the armed forces.

 This Project also includes augmentation of Tankage capacity and construction of Rail Loading Gantry at
Panki POL Terminal.
 Total cost of the project is Rs.1524 crore (Rs. 1227 crore in UP and Rs. 297 crore in MP).
 Project will cover 5 districts of UP: Lalitpur, Jhansi, Jalaun, Kanpur Dehat and Kanpur Nagar, and 2 of
MP: Sagar and Tikamgarh.
 It will provide for safe and efficient evacuation of products from Bina Refinery and also improve
availability of products in Eastern U.P, Central U.P., Northern Bihar and Southern Uttarakhand.
 The project includes laying of 18 inch dia, 356 km long multi-product pipeline (283 km in UP and 73 km
in MP) with design capacity of 3.5 MMTPA from Bina Dispatch Terminal at Bina (MP) to POL Terminal at
Panki, Kanpur (UP) for transporting MS, HSD & SKO and also includes following facilities;

o Construction of Pipeline Dispatch Terminal at Bina


o Pipeline Receipt Terminal at Panki (Kanpur) with augmentation of tankage capacity from 30400 KL
to 167200 KL

Control (AGC) to the nation.

based generation capacity by 2030.
 Through AGC, POSOCO sends signals to power plants every 4 seconds to maintain frequency and
reliability of the Power System. All possible measures are taken to ensure that the grid frequency always
remains within the 49.90-50.05 Hz (hertz) band.
 The AGC is being operated by Power System Operation Corporation (POSOCO) through National
Load Despatch Centre. POSOCO oversees the country’s critical electricity load management functions
through the National Load Dispatch Centre (NLDC) and a set of regional load dispatch centres (RLDCs)
and state load despatch centres (SLDCs). India has 33 SLDCs, five RLDCs—for the five regional grids
that form the national grid—and one NLDC.

projects, capacities of the cooks-cum-helpers, as well as the nutritional quality of the meals provided.
 From knowledge sharing between the two organizations to jointly conducting workshops to showcase
the implementation of PM-POSHAN in India, the proposed areas of partnership are likely to include
dialogues with the Government to bring forth more policy and strategy-related elements that will
enhance the quality of the school meal programme.
 The WFP and Akshaya Patra will form a Steering Committee comprising representatives from both
organisations, which will meet quarterly to plan, discuss and review various aspects of this collaboration.
Both organisations will bring in financial resources as required to support the implementation of the

Govt hikes poll expenditure limit for candidates contesting Lok Sabha, assembly polls

 As per a decision taken by the law ministry on the recommendation of the Election Commission, the
maximum poll expenditure limit for candidates has been hiked to Rs 95 lakh from Rs 70 lakh for Lok
Sabha elections and to Rs 40 lakh from Rs 28 lakh for assembly elections.

 The new expenditure limits for assembly polls are revised in view of the rise in cost inflation index and
the size of the electorate between the last major revision in 2014 and 2021.
 While the Lok Sabha poll expenditure limit for bigger states, as per last revision done in 2014, has been
raised by 35 per cent to Rs 95 lakh, in the smaller states, where the limit was Rs 54 lakh, it stands
revised 38 per cent upwards to Rs 75 lakh.
 For assembly elections, the revised poll expenditure limit for candidates will now be Rs 40 lakh for the
big states, up 42 per cent from Rs 28 lakh, while candidates in smaller states can now spend a
maximum of Rs 28 lakh, 40 per cent higher than the previous limit of Rs 20 lakh.
 The EC had set up a committee in 2020 to review the expenditure limits in view of the 12.23 per cent
rise in cost inflation index from 240 in 2014-15 to 317 in 2021-22 and 32 per cent increase in the number
of electors from 834 million in 2014 to 936 million in 2021.

Telangana tops in highest number of ODF villages

 Telangana tops other states in the country in having the highest number of villages as ODF plus
under the Swachh Bharat Mission (Gramin) phase II programme. Of 12,769 villages, 8,035 villages
are aspiring villages with clean and good sanitation practices having green surroundings, enabling
people to lead a quality life while piped and safe drinking water is supplied to all houses.
 Tamil Nadu came in second with 4,432 villages (35.39 per cent), and Karnataka came in third with
1,511 villages (5.59 %).
 Panchayat raj and rural development department said 56% of Telangana’s villages were ODF plus
aspiring villages, Tamil Nadu has 29% and Puducherry has 17% of ODF plus aspiring villages.

 Odisha’s Ganjam district was declared child marriage-free in January 2022.


 Ganjam is the first district in the state that has been declared child marriage-free.
 The district administration launched Nirbhaya Kadhi, an innovative awareness campaign for the
empowerment of adolescents and to prevent child marriage, in September 2019. Anganwadi workers
and accredited social health activists (ASHA) organised meetings of adolescent girls at the village level
every month to educate them about the ill impact of child marriage. The district administration increased

First electric boat built for Kochi Water Metro Project handed over to KMRL

 In Kerala, the first battery powered electric boat built for the Kochi Water Metro Project was handed
over to the Kochi Metro Rail Limited at a function held at the Cochin Shipyard.
 The fully air-conditioned boat is among the 23 boats being built by the Cochin Shipyard for the 747-
crore rupee Kochi Water Metro project.

away from Kochi city. The 50 seater boat can carry 100 passengers at a time.
 Kochi Water Metro system will have 78 ferries, linking 38 terminals spread over 76 route kilometres.

 The third edition of the Atal Ranking of Institutions on Innovation Achievements (ARIIA) 2021 was
released.
 The ARIIA rankings is an initiative of the Union education ministry to promote innovation, assess
technical universities and colleges on parameters ranging from support for entrepreneurship
development to innovative learning methods, intellectual property generation, technology transfer, and
commercialisation among other aspects.

Top Ranked Institutes:

o The Indian Institute of Technology (IIT) Madras bagged the top position among the centrally
funded technical institutes in the Centre’s ranking. IIT Madras was recognised as the most
innovative technical institute for the third consecutive year. IIT-Madras is followed by IIT Bombay,
IIT Delhi, IIT Kanpur and IIT Roorkee. The Indian Institute of Science (IISc), Bengaluru bagged
the sixth position in the category.
o In the state and deemed to be universities category, Panjab University (Chandigarh) topped
the ranking followed by Delhi Technological University and Netaji Subhas University of
Technology (Delhi).

Darjeeling tea output sinks to record low in 2021

 Production of Darjeeling tea, one of the most popular tea varieties globally, has shrunk to 6.5 million kg
in 2021, the lowest on record and just half of the 13 million kg produced two decades ago.
 Climate change, closure of gardens, high level of absenteeism among tea workers, losing export
markets due to agitation in the hills in 2017 and little effort to promote the Darjeeling tea in the domestic
market have led to the fall.

Exercise Milan 2022

 India has invited a total of 46 friendly foreign countries to participate in the multinational naval
Exercise Milan in Visakhapatnam, scheduled from February 25.
 The theme of this edition of exercise Milan is camaraderie, cohesion and collaboration.
 The countries that have been extended invitations for participation include Russia, the United States, the
United Kingdom, Australia, Israel, Iran, France, Japan, South Korea, Vietnam, Bangladesh, Brazil,
United Arab Emirates, among others.
 The Harbour Phase of Milan 2022, which would allow participating navies to discuss maritime subjects
of common concern and share solutions, from February 25 till February 28. The professional
competitions and conferences planned during this phase shall build the operational tempo for the Sea
Phase planned from March 1-4. This Phase would be utilised to consolidate upon the lessons learnt
during harbour interactions and to build upon the experience of operating together at sea.

India and five other nations begin anti-submarine exercise with US

 India is among the six Indo-Pacific nations participating in a multi-lateral anti-submarine warfare
exercise Sea Dragon 22 in the Pacific Ocean.
 The exercise began on January 5 along with the navies of India, US, Australia, Canada, Japan and
South Korea.
 Sea Dragon 22 is primarily centering on anti-submarine warfare training and excellence, culminates in
over 270 hours of in-flight training, ranging from tracking simulated targets to the final problem of
tracking a live US Navy submarine. Each event will be graded and the nation scoring the highest total
points will receive the coveted Dragon Belt award.

46th GST Council Meet

 Union finance minister Nirmala Sitharaman chaired the 46th meeting of the Central Goods and
Services Tax (GST) Council, in New Delhi.

 Gujarat Chief Minister Bhupendra Patel inaugurated a two-day international conference of


academic institutions as a precursor to the 10th Vibrant Gujarat Global Summit, scheduled to take
place between January 10 and 12.
 During the inaugural ceremony, he launched the second edition of the Student Start-up and
Innovation Policy (SSIP 2.0). The five-year tenure of the SSIP-1 will end on January 10. Hence, SSIP
2.0 was unveiled and will remain in force till March 2027.
 The new policy aims to establish an innovation and incubation centre in each of the 90-odd universities
in Gujarat. Other objectives of the policy include providing financial assistance to school and college
students to build prototypes and proof-of-consents, financial assistance for filing at least 1,000
Intellectual Properties (IPs) and building a pre-incubation support system in 500 institutions and

Mumbai Press Club's RedInk Award

 Photojournalist Danish Siddiqui, who died during an assignment in Afghanistan, has been
posthumously awarded as the Journalist of the Year for 2020 by the Mumbai Press Club.
 Chief Justice of India N V Ramana presented the annual 'RedInk Awards for Excellence in Journalism',
instituted by the Mumbai Press Club, in a virtual event.
 He presented the prestigious award to Photojournalist Danish Siddiqui, who died during an
assignment in Afghanistan, for his spectrum of investigative and impactful news photography.
 Senior journalist Prem Shankar Jha, 83, was bestowed with the lifetime achievement award "for his
long and distinguished career of incisive and analytical writing".
 Apart from Siddiqui and Jha, variour other journalists were awarded in 12 categories as part of the 10th
edition of the award event.
