 Introduction

The following report will discuss human services in a correctional setting for potential employees. By
summarizing current and future civil rights issues that affect the criminal justice system. Identify why
Prison Rape Elimination Act (PREA) affects the future of correctional facilities operations. Explain the
immigration process, and discuss how immigration is connected. Recognize current and future
issues in serving diverse clients and legally protected classes. Lastly, explain options for advocacy.

 Summarize current and future civil rights issues that affect the criminal justice system.

Due to mass incarceration the prison population was increased. Mass incarceration bills targeted the
African-American community displacing non-violent offenders in prison and unfortunately
overcrowding of correctional facilities. Civil rights issues that ascended from mass incarceration bills
were discriminatory practices of law enforcement. Over the years law enforcement officers have
unequally enforced laws and racially profiled African-Americans. Although, black senior high school
students indicate using cocaine and marijuana at lower rates in 1980, 1993, and 2009 than their
white counterparts, blacks are arrested at much higher rates for possession and distribution of
drugs.  Moreover, while the share of individuals serving time in state prisons for drug offenses that
are black increased by almost 50 percent from 1986-2009, the share of whites decreased by 62
percent over this same time period (Economic Policy Institute , 2015).

 Identify why PREA affects the future of corrections.

In general, the Prison Rape Elimination Act (PREA) was established to reduce and eliminate
individuals being raped in prison. The Prison Rape Elimination Act (PREA) was signed into law in
2003 by President Bush. The Prison Rape Elimination Act (PREA) serves as a prevention plan that was
implemented to protect individuals from being victimized and punishes individuals who are raping
individuals in a correctional setting. With the enactment of the Prison Rape Elimination Act (PREA)
all states must abide by the same standard. Also, the Prison Rape Elimination Act (PREA) addresses
how inmates are treated in correctional settings no matter what their sexual preference is.
Therefore, the Prison Rape Elimination Act (PREA) provided the LGBTQ community protection from
being victimized by correctional staff and inmates. Furthermore, the Prison Rape Elimination Act
(PREA) is a prevention strategy to detect sexual abuse and provides a way to respond to sexual
abuse.
