The VMGO was formulated based on the chartered mandate of the university. ISU
Officials participated in the Strategic Planning workshop to have a plenary review of the Vision
and Mission. A Multi-stakeholders’ forum was held with the representatives of the students,
alumni, faculty and non-academic officials, GOs, NGO’s, LGU representatives, parents in
attendance, to discuss the organizational structure and other plans of the University. The VM
were presented and approved in the University Administration Council, reviewed in a pre-board
of regents meeting and again presented in a Board of Regents’ Meeting for approval. Monitoring
of the effectiveness of the VMGOs was done through feedback forms gathered from
stakeholders, and floating of questionnaires about the VMGOs. On the awareness of the faculty,
students, and stakeholders on the VMGO, a study had been conducted.

2. IMPLEMENTATION
 Stakeholders’ participation in the formulation/monitoring/review of the Objectives of the
Program.

The formulation and review of the VMGO underwent processes that involved administrations,
faculty, staff, students and various stakeholders. A committee composed of top University officials
drafted the University Vision and Mission statements. Their output was presented during a multi-
stakeholders’ forum for critiquing and further refinement.

The strategic plan which includes the VMGO was presented and approved during an
Administrative council meeting. This was later discussed during ISU pre-board meeting and board
meeting. The Board of Regents approved the strategic plan last February 13, 2019 which includes the
Isabela State University’s Vision and Mission, as per BOR Res. No. 15 s. 2019.

After the Board of Regents, approval, the University President immediately issued a
memorandum for its dissemination.

The university gives importance to the role of the stakeholders as part of the community. The
same importance is given to their opinions and ideas regarding different issues, activities and important
events in the university. In line with this, they have been tapped to participate in the formulation of the
VMGO. An interview was conducted and random members of the stakeholders were selected. The said
interview aimed to know the level of awareness of these stakeholders and to know their opinion regarding
the current VMGO of the university. The recorded data was used as a guide for the university officials to
know if the VMGO is well disseminated and if the message depicted by the VMGO is acceptable and
effective for the stakeholders.

4. BEST PRACTICES
 Best practices as you can see on Parameter A such as governance based on the
principles of participation and transparency leading to the accomplishments of the
VMGO.

The Vision and Mission of Isabela State University had been reviewed and revised which the
administrators, faculty members, students and other stakeholders participated. The VMGO had been
revised to be attuned with the K-12 program of the Department of Education and in relation to ASEAN
integration. Further, the VMGO is further translated to different dialects to better understanding of the
community which the institution serves.

The VMGO had been disseminated through billboards, posters, flyers, leaflets and brochures. It
is also disseminated through the community radio station of the Isabela State University Echague
Campus, 107.9 DWRE FM and posted in the University website to reach a large number of stakeholders.
The VMGO is also included in the syllabi which are distributed to students and it is usually the first topic
that is discussed in the class.

A study on the acceptance and understanding of the Vision and Mission of the University, Goals
of the College of Education and the Objectives of the Bachelor of Secondary Education program had
been conducted.

The plans for activities for faculty and students in the University are anchored with the Vision
and Mission of the University.

2. IMPLEMENTATION
 VMGO dissemination activities
Various activities are conducted for the dissemination of the VMGO.
 Billboards, banners and posters regarding the ISU’s Vision and Mission are
placed in different sites.
 The Vision and Mission of the University are disseminated during students’
orientation programs conducted by the Office of the Student’s Services ant the
different colleges.
 The VMGO is disseminated by giving flyers or brochures to visitors.
 The University Officials such as the University President often shares the
Vision and Mission of the University whenever they speak in public and link it
with the K-12 program and the ASEAN integration.
 The Vision and Mission disseminated during the conduct of career guidance in
different schools. Likewise, the Goals of the College and the Objectives of the
Bachelor of Secondary Education program is circulated during the conduct of
career guidance in different schools.
 The Vision and Mission of the University is disseminated to the faculty and non-
teaching staff during meetings, flag raising ceremonies, seminars and
trainings.
 The VMGO is discussed during the start of classes in every subject and are
written in all syllabus.
 The VMGO I s also disseminated through the community radio station of
Isabela State University Echague Campus, 107.9 DWRE FM and posted in the
University website to reach a larger number of stakeholders.
 The student’s handbook contains the Vision and Mission of the University.

 Articulation of Procedures, Guidelines and Protocols of the University/College by the members of the
institution.

The stakeholders can articulate the procedures, guidelines and protocols of the university during the
involvement on different activities inside and outside the university. Also, the stakeholders take part in the
dissemination activities which helps them to be more familiar and articulate on the procedures, guidelines,
and protocols.

3. OUTCOMES
 Result of the research study on awareness and acceptability of the VMGO by the different stakeholders;

The university particularly the college of education had a various research on


awareness and acceptability of the VMGO. . It is a practice of the college to conduct research
for a continuous development on the VMGO awareness and acceptance in every revision of
the VMGO.

For the 2019 revision , the new research was proposed and currently conducted in the
college of education with a title, “ Awareness, Acceptance.and Perception of the Stakeholders
of the Vision, Mission, Goals and Objectives of the College of Education-Isabela State
University”.

 Description of the implementation of the VMGO and Congruence with Educational Practices and
Activities.

The VMGOs were considered in strategic planning workshops and also served as basis in
planning and implementing educational activities, such as delivery of instruction and support services, co-
curricular services, faculty development, performance evaluation, instructional materials preparation,
updating/enrichment of syllabi, and research and extension activities.

4. BEST PRACTICES

The VMGOs were considered in strategic planning workshops and also served as bases in planning and
implementing educational activities, such as delivery of instruction and support services, co-curricular services,
faculty development, performance evaluation, instructional materials preparation, updating/enrichment of syllabi,
and research and extension.
The VMGO form part of the syllabus in every subject offering in the different programs of the university
and it is comprehensively discussed during the first day of classes. These are also printed in every copy of program
of invitation which the university conducts. The Vision and Mission of the University are further translated into
major dialects in the service areas of the university. Researches were also conducted on awareness and
acceptability of the VMGOs. The VMGOs are posted in strategic locations in the different colleges and within the

service areas of the University and these are clearly discussed during extension activities of the college in the
different adopted schools and barangays of the University.
A tracer study on the graduates of the AB English program was conducted where the results shows that
the VMGO had been achieved.
