Ref. i} Board's letter no, 2017/B&R/3(2}/2 dated 20.02.2019 5) Board’s letter no. 2017/E&R/3(2}/2 dated 17.05.2019 ii) Board’s tetter no, 2019/E{Sports|/3(3}/5 dated 24.07.2019 |) Board's letter no, 2017/R&R/3(2}/2 dated 24.01.2020, ¥) Board's letter no, 2019/E&R/3(1}/1 dt. 19.02.2020 Instructions were issued vide Railway Board's letter no. 2017/B&R/3(2}/2 dated 20.02.2019 for including lumpsum provision of 1% in estimates earmarked for environment related works as part of ‘Other than Establishment Charges’ of D&G in all estimates except for ‘works under PH-17 and EBR-IF 2. As per subsequent instructions issued vide Board's letters under reference (i) to (y) above, the following provisions/instructions on the ‘subject matter will be applicable: 4a) The lumpsum provision of 1% for environment related works will be inchided as part of ‘Other than Establishment Charges’ of D&G in all estimates except for works chargeable to Plan Head-17, Plan Head-31 and EBRUF) In order to create robust sports infrastructure in tune with Indian Railways sports contribution, lumpsum provision of 0.5% D&G Charges for “Sports Development” will be included as part of ‘Other than Establishment Charges’ of D&G in all estimates except for works chargeable to Plan Head-17, Plan Head-31 and EBR(IP). » ‘The break-up of stipulated percentage ceilings of D&G Charges in Mechanical projects (M&P) and Mechanical projects{Other than M&P} has been enclosed as Annexure IT 4 In terms of para 18 of Board's letter no. 2019/B&R/3(1)/1 at 19.02.2020 on the subject ‘Yardsticks for gazetted staff in construction projects for 2019-20", an efficiency cut of 10% has been applied on the ‘existing prescribed limits of D&G charges (estt. portion) in all Plan Nene So Contd 9/2 rouloo semana 2 3. __ Percentage ceiling of D&G charges for various types of works is given in Annexure-1. The complete break-up of D&G charges for cifferent departments, in various types of works (except Mechanical Projects) has been given in Annexure II. The break-up of D&G charges for Mechanical Projects has been given in Annexure II 3.1 The prescribed D&G charges are the maximum limits; and endeavour should be made to restrict the actual provision to the barest 3.2 The work charged posts converted to revenue as a result of restructuring of Gazetted cadre of Gr. ‘A’ services will continue to be charged on the estimates under whjch they are being operated Accordingly, the overall establishment expenditure — comprising ‘expenditure on work charged establishment as well as the expenditure on the work charged posts converted to revenue posts should be within the prescribed D&G charges. Even in projects where Project Management Consultants (PMCs) are engaged, the cost of PMC contract and the departmental manpower taken together should be within the stipulated D&G Charges, 3.3 Not more than 50% of the establishment component of D&G charges should be utilised for Gazetted cadre 3.4 The provision for Stores Department should be used by Stores Department only and should not be reallocated to any other department. 3.8 General Charges for Tralfie Department: 3.5.1 As regards the provision of General Charges for Traffic Department in Civil Engineering Projects, the following guidelines may be observed: |] The provision for the Traffic Department may be made for both planning and phased working for such of the ‘Traffic Facility Works’, Gauge Conversions and Doublings which generally include provision of blocks. ii) For MTP and New Lines, the provision of 0.318% should be made for the portion related to junction arrangements only i. 0.318% of the cost of junction arrangements only to be provided end not 0.318% ofthe total cost of New Line or MTP project. iii) No provision should be made for the Traffic Department under plan heads ‘Staff Quarters’, ‘Staff’ Amenities’, Workshops and en erase rena Be Const 9/3 02.03 2038 iv) For Track Renewals, Bridge Renewals other than ROBs etc., the present system of providing Traffic Department officers/staff on need basis, case by case, may continue, 3.5.2 As regards the provision of General Charges for Traffic Department in S&T, Electrical and RE. projects involving trafic block, it should be restricted to the limits specified in Annexure-Il, keeping it within the overall limit ef D&G charges of the concemed. main Departments. 3.6 D&G provision of 0.326% should be made for Mechanical department in Civil Engineering estimates under Plan Head-42. This provision should be made out of the overall limit of D&G charges (Establishment part) ic. 7.83% for Civil Engineering construction works. 3.7 While creating work charged posts in Vigilance Department within the stipulated provision, it should be ensured that the creation of posts should be need based and on worth of charge. 4 supersedes all earlier orders in this regard. 5.
