Subject: Grouping of sizes and strength grades for grant of licences and inclusions as per
IS 1786: 2008 High strength deformed steel bars and wires for concrete
reinforcement

IS 1786 covers following strength grades and sizes:

i) Strength Grades:
a) Fe 415, Fe 415D, Fe 415S;
b) Fe 500, Fe 500D, Fe 500S;
c) Fe 550, Fe 550D; and
d) Fe 600.

ii) Sizes:
Nominal sizes of bars/wires covered are:
4,5,6,8, 10, 12, 16,20,25,28,32,36,40,45 and 50 mm.

In order to establish a uniform procedure for coverage of grades and sizes while
considering/recommending grant of licences as also 'inclusion' thereof, the following
sampling plan shall be followed:
Group 1 : Sizes from 4mm to 6mm.
Group 2 : Sizes from 8mm to 32mm.
Group 3 : Sizes from 36mm to 50mm

a) One sample under each group to be tested for getting coverage of all sizes in that
group.

b) Recommendations shall be made only for Grade Fe 415, if the samples ~asper the
above plan are tested as per this grade only. However, if the samples have been drawn
and tested for higher grade(s), recommendations may also include the lower grade(s)
even if a sample of that grade has not been drawn and tested.

While recommending cases for grant of licences and inclusions, in the light of the
'" above, a clear and unambiguous record shall be made by the BO regarding the strength
grades and sizes for which the firm has the capacity to roll and twist at the time of
preliminary inspection. Further, while recommending the cases, grades and sizes for
which the application has been made shall also be kept in view.

(Second cover page, Foreword) - Insert the following after sixth para as
a separate para:

Provisions in this standard are at variance with similar provisions in ISO 6935-2 :
2007, Steel for the reinforcement of concrete - Part 2: Ribbed bars, in view of the
following:

a) Geographical factors which determine the earthquake zoning and


consequently the structural design considerations, structural design
method/principles adopted, the design parameters and the required
material properties;
b) Technological factors associated with the process of manufacture of the
product (such as through secondary processes/induction furnace), which
influence the product characteristics (like chemical composition and
mechanical properties like yield strength, tensile strength, elongation; ....

c) Construction techniques and practices adopted in the country, the
equipments used and the skill level of construction workers which also
influence the product characteristics (such as bend and bond strength).

The major deviations are:

a) The steel grades covered are at variance. This standard covers


requirements for high strength bars only whereas ISO 6935-2 also covers
bars of lower tensile strengths.
b) Chemical compositions vary from that in ISO 6935-2.
c) Mechanical properties specified in this standard are individual values,
whereas the tensile properties in ISO 6935-2 are primarily the specified '\
characteristic values.
d) Bend and re-bend test requirements vary from those in ISO 6935-2.
e) Bond requirements in this standard are specified on basis of mean area of
ribs whereas the requirements in ISO 6935-2 are for rib geometry. This
standard additionally specifies pull out test as a requirement for approval
of new or amended rib geometry. . <'-

shall not be more than 0.53 percent, when micro alloy/low alloys are used. When micro alloysllow alloys are
not used, carbon equivalent using the formula:

~oshould, however be welded with precaution. Use of low hydrogen basic coated electrodes with matching
strength bars/wires is recommended.

2 Addition of microalloying elements is not mandatory for any of the above grades. When strengthening
elements like Nb, V, Band Ti are used individually or in combination, the total contents shall not exceed
~ 0.30 percent; in such case manufacturer shall supply the purchaser or his authorized representative a
,. certificate stating that the total contents of the strengthening elements in the steel do not exceed the

specified limit.

3 Low-alloy steel may also be produced by adding alloying elements like Cr, Cu, Ni, Mo and P, either
individually or in combination, to improve allied product properties. However, the total content of these
elements shall not be less than 0.40 percent. In such case, manufacturers shall supply the purchaser or his
authorized representative a test certificate stating the individual contents of all the alloying elements. In
such low alloy steels when phosphorus is used, it shall not exceed 0.12 percent and when used beyond the
limit prescribed in 4.2, the carbon shall be restricted to a maximum of 0.15 percent, and in such case the
restriction to maximum content of sulphur and phosphorus as given in 4.2 and the condition of minimum
alloy content 0.40 percent shall not apply.

User may note that there is a danger of pitting and crevice corrosion when weathering steels (that is those
with chemical composition conforming to IS 11587) are embedded in chloride contaminated concrete"

4 Nitrogen content of the steel should not exceed 0.012 percent (120 ppm), which shall be ensured by the
manufacturer by occasional check analysis. Higher nitrogen contents up to 0.025 percent (250 ppm) may
be permissible provided sufficient quantities of nitrogen binding elements, like Nb, V, Ti, AI, etc. are present.
In order to ascertain whether sufficient quantities of nitrogen binding elements are present, following
formula may be used, where all elements are in ppm.

SCHEME OF TESTING AND INSPECTION
FOR CERTIFICATION OF
HIGH STRENGTH DEFORMED STEEL BARS AND WIRES
FOR CONCRETE REINFORCEMENT
ACCORDING TO IS 1786:2008
(Fourth Revision)

1. LABORATORY – A laboratory shall be maintained which shall be suitably


equipped and staffed where different tests given in the specification shall be carried
out in accordance with the methods given in the specification.

2. TEST RECORDS - All records of tests, inspection and calibration shall be


kept in suitable forms approved by the Bureau.
2.1 All testing apparatus/measuring instruments shall be periodically checked and
calibrated and records of such checks/calibration shall be maintained.
2.2 Copies of any records and other connected papers that may be required by the
Bureau shall be made available at any time on request.

3. QUALITY CONTROL – It is recommended that, as far as possible, Statistical


Quality Control (SQC) methods may be used for controlling the quality of the product
during production as envisaged in this Scheme [See IS 397(Part I), to IS 397(Part 4)].
3.1 In addition, effort should be made to gradually introduce a Quality Management
System in accordance with IS/ISO 9001.

4. STANDARD MARK – The Standard Mark, as given in Column (1) of


the First Schedule of the licence, is specified for high strength deformed steel
bars and wires for concrete reinforcement and may be marked on the product
provided the materials marked conform to all the requirements of the standards.

4.1 TEST CERTIFICATE - For each consignment, of BIS certified material


conforming to IS:1786-2008 there shall be a test certificate which shall
contain the Standard Mark, the cost/lot number, grade, size and
corresponding test results (as given in Annexure I).

4.2 IDENTIFICATION AND MARKING

The manufacturer or supplier shall have ingots, billets and bars or bundles
of bars/wires marked in such a way that all finished bars/wires can be traced
to the cast from which they were made. Every facility shall be given to the
purchaser or his authorized representative for tracing the bars/wires to the
cast from which they were made.

4.3 For each bundle/coil of bars/wires a tag shall be attached indicating cast/lot
number, grade and size.

4.4 All bars/wires should be identifiable by marks/brands introduced during


rolling which indicate the name of the manufacturer or their brand name.

4.5 Identification marks like brand name, trade-mark etc, that are introduced
during rolling shall be designed and located in such a manner that the
performance in use of the bar is not affected.

5. LEVELS OF CONTROL: Inspection and tests at various levels of control


specified in Table1 shall be carried out on all quantities of steel covered by this
Scheme and appropriate records and charts maintained in accordance with para
2 above. All the production which conforms to the Indian Standards and
covered by the licence shall be marked with certification mark of the Bureau.

5.1 RAW MATERIAL: High-strength deformed steel bars and wires shall have
the chemical composition in accordance with the requirements specified in
clause 4.2 of the specification.
5.2 All twisting shall be carried out when cold stretching may or may not be combined
with twisting. The untwisted length at each end of the bar shall not exceed 100
mm or 4 times the nominal diameter, whichever is greater.
5.3 On the basis of tests and inspection results, decision regarding conformity or
otherwise of lots of steel to the requirements of the specification shall be
taken as indicated below:

5.3.1 CHEMICAL COMPOSITION : Chemical Composition of the different


categories of steel obtained by analyzing three samples from each heat of 100
tonnes and above and two samples for each heat of less than 100 tonnes ,shall
conform to the requirements laid down in the specification.

5.3.2 FREEDOM FROM DEFECTS: All finished steel shall be rolled to the
dimensions and mass specified. The finished material shall be free from
harmful surface flaws, laminations, rough and imperfect edges and all other
defects. The defective material shall be sorted out and shall not be covered
under the scheme unless the defects are satisfactorily removed by recognized
methods. The material thus rectified shall be re-examined and covered under
the scheme if found satisfactory.

5.3.3 TENSILE TEST: Periodic calibration should be done of the tensile testing
machines. The frequency of such calibration should preferably be once in six
months, and in any case not less than once in a year.

5.3.3.1 The frequency of tensile, Bend & Re-Bend tests shall be as given below if the
material is rolled from one cast. A separate test shall be made from each type of
finished bars and for each variation in size.

5.3.4 The location on the finished product from where the test samples are to be
taken and the procedure for the preparation of the test pieces from test
samples shall be in accordance with clause 9.1 of the specification.

5.3.5 RE-TEST - If any one of the test pieces first selected fails to conform to any
of the tests as given in the specification, two further samples shall be selected
for testing in respect of each failure. Should the test pieces from both these
additional samples pass, the material represented by the test samples shall be
deemed as fit to be covered under BIS Certification Marks Scheme.

5.4 DEFORMATIONS AND SURFACE CHARACTERISTICS - For high

strength deformed bars/wires, the mean area of ribs (in mm ) per unit
length (in mm) above the core of the bar/wire, projected on a plane normal to
the axis of the bar/wire calculated in accordance with 5.4 of the specification
shall not be less than the following values:
0.12 Ǿ for Ǿ < 10 mm
0.15 Ǿ for 10 mm < Ǿ < 16
mm 0.17 Ǿ for Ǿ > 16 mm
Where Ǿ is the nominal diameter of bar/wire in mm.
The mean projected area of transverse ribs alone shall be not less than one-
third of the values given above.
The calculations for mean projected area Ar may be done as per Cl.5.4, 5.5
and 5.6 of the specification. Frequency of such calculation shall be once in a
day for each size rolled.

5.4.1 When subjected to pull-out test in accordance with IS 2770(Part-1) of the


specification the bond strength calculated from the load at a measured slip of
0.025 mm and 0.25 mm for deformed bars/wires shall exceed that of a plain
round bar of the same nominal size by 40 per cent and 80 per cent
respectively. The bond test in such cases shall be done in accordance with
IS:2770 (Part I). Pull out rest shall be done in addition to 5.2 for appropval of
new or amended geometry for the first time.
5.4.2 The licensee shall also verify the deformation pattern of the high strength
deformed steel bars and wires on the production line preferably at an
interval of one hour at each twisting machine against the registered design.
Proper records shall be maintained for this.

6. REJECTIONS – A separate record shall be maintained giving information


relating to the rejection of the production not conforming to the requirements of
the specification and the method of its disposal. Such material shall in no
circumstances be stored together with that conforming to the specification.

7 SAMPLES – The licensee shall supply, free of charge, the samples required
in accordance with the Bureau of Indian Standards (Certification)
Regulations, 1988, as subsequently amended, from the factory or godowns.
The Bureau shall pay for the samples taken by it from the open market.

8 REPLACEMENT – Whenever a complaint is received soon after the goods


with Standard Marks have been purchased and used, and if there is adequate
evidence that the goods have not been misused, defective goods or their
components are replaced or repaired free of cost by the licensee in case the
complaint is proved to be genuine and the warranty period (where
applicable) has not expired. The final authority to judge the conformity of
the product to the Indian Standard shall be with the Bureau. The firm shall
have own complaint investigation system as per IS/ISO 10002.

8.1 In the event of any damages caused by the goods bearing the Standard Mark,
or claim being filed by the consumers against BIS Standard Mark and not
“conforming to” the relevant Indian Standard, entire liability arising out of
such non conforming product shall be of licensee and BIS shall not in any
way be responsible in such cases.

9 STOP MARKING – The marking of the product shall be stopped under


intimation to the Bureau if, at any time, there is some difficulty in
maintaining the conformity of their product to the specification, or the
testing equipment goes out of order. The marking may be resumed as soon as
the defects are removed under intimation to Bureau.

9.1 The marking of the product shall be stopped immediately if directed to do so


by Bureau for any reason. The marking may then be resumed only after
permission by the Bureau. The information regarding resumption of
markings shall also be sent to the Bureau.

10 PRODUCTION DATA – The licensee shall send to BIS as per the


enclosed proforma-1 to be authenticated by a Chartered Accountant a
statement of quantity produced, marked and exported by him and the
trade value thereof at the end of each operative year of the licence.

2. TEST RECORDS - All records of tests, inspection and calibration shall be kept in suitable forms approved by the Bureau.

2.1 All testing apparatus/measuring instruments shall be periodically checked and calibrated and records of such
checks/calibration shall be maintained.

2.2 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any
time on request.

3. QUALITY CONTROL – It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used
for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part I), to IS 397(Part 4)].

3.1 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001.

4. STANDARD MARK – The Standard Mark, as given in Column (1) of the First Schedule of the licence, is specified
for high strength deformed steel bars and wires for concrete reinforcement and may be marked on the product provided the
materials marked conform to all the requirements of the standards.

4.1 TEST CERTIFICATE - For each consignment, of BIS certified material conforming to IS:1786-2008 there shall be a
test certificate which shall contain the Standard Mark, the cast/lot number, grade, size and corresponding test results
(as given in Annexure I).

4.2 IDENTIFICATION AND MARKING


The manufacturer or supplier shall have ingots, billets and bars or bundles of bars/wires marked in such a way that all
finished bars/wires can be traced to the cast from which they were made. Every facility shall be given to the purchaser
or his authorized representative for tracing the bars/wires to the cast from which they were made.

4.3 For each bundle/coil of bars/wires a tag shall be attached indicating cast/lot number, grade and size.

4.4 All bars/wires should be identifiable by marks/brands introduced during rolling which indicate the name of the
manufacturer or their brand name.

4.5 Identification marks like brand name, trade-mark etc, that are introduced during rolling shall be designed and located
in such a manner that the performance in use of the bar is not affected.

4.6 High strength deformed steel bars and wires shall have the chemical composition in accordance with the requirements
specified in clause 4.2 of the specification.

4.7 Care shall be taken to segregate the tested billets/ingots for hot rolled deformed steel bars and wires, cast wise/grade
wise on arrival of the wagons to the consignees destination if the billets/ingots/deformed bars or wire received do not
carry the cast number of other identification or mark, they shall be marked for identification.

4.8 In case the quantity of ingots/billets in a cast is small and it is difficult to roll such material cast wise or it is not possible
to segregate ingots/billets cast wise, the same may be segregated grade wise into lots for rolling into finished steel.

4.9 In case of mix up three samples for every 40 tonnes or part thereof the unidentified tested material shall be taken and
tested for chemical analysis.

4.10 A record shall be maintained showing the quantity of tested billets/ingots deformed bars or wires received and the
products rolled for each consignment, Billets and ingots shall not be mixed and rolled together.

4.11 All twisting shall be carried out when cold. Stretching may or may not be combined with twisting. The untwisted length
at each end of the bar shall not exceed 100 mm or 4 times the nominal diameter,.

4.12 In case ingots are manufactured by the licensee, the chemical composition of the ingots shall be checked at the levels of control
specified in Table 1. Only those ingots which satisfy the chemical requirements specified in clause 4.2 of IS 1786:2008 shall be used.

5. LEVELS OF CONTROL: Inspection and tests at various levels of control specified in Table2 shall be carried out on all
quantities of steel covered by this Scheme and appropriate records and charts maintained in accordance with para 2 above. All the
production which conforms to the Indian Standard and covered by the licence shall be
marked with certification mark of the Bureau.

5.1 On the basis of tests and inspection results, decision regarding conformity or otherwise of lots of steel to the requirements of
IS 1786:2008 shall be taken as indicated below:

5.2 CHEMICAL COMPOSITION : Chemical Composition of the different


Grades of high strength deformed steel bars and wires shall conform to the requirements as per Clause 4.2 of the specification.
5.3 FREEDOM FROM DEFECTS: All finished steel shall be rolled to the
dimensions and mass specified. The finished material shall be free from harmful surface flaws, laminations, rough and
imperfect edges and all other defects as has been stipulated in clause 4.3.1 of the specification. The defective material shall be
sorted out and shall not be covered under the scheme unless the defects are satisfactorily removed by recognized methods. The
material thus rectified shall be re-examined and covered under the scheme if found satisfactory.

5.4 TENSILE TEST: Periodic calibration should be done of the tensile testing
machines. The frequency of such calibration should preferably be once in six
months, and in any case not less than once in a year.

5.5 The frequency of nominal mass tensile, Bend & Re-Bend tests shall be as given below if the material is rolled from one
cast. A separate test shall be made from each type of finished bars and for each variation in size.

5.6 Where the material has been rolled from ingots/ billets ,segregated gradewise (see 4.5 above) one tensile ,bend and
rebend test shall be made from every 10 tonnes or part of the material in the lot.

5.7 The location on the finished product from where the test samples are to be taken and the procedure for the preparation
of the test pieces from test samples shall be in accordance with clause 9.1 of the specification.

5.8 RE-TEST - If any one of the test pieces first selected fails to conform to any of the tests as given in the specification, two
further samples shall be selected for testing in respect of each failure. Should the test pieces from both these additional
samples pass, the material represented by the test samples shall be deemed as fit to be covered under BIS Certification
Marks Scheme.

5.9 DEFORMATIONS AND SURFACE CHARACTERISTICS - For high strength deformed bars/wires, the mean area of ribs (in
2
mm ) unit length in mm above the core of the bar/wire, projected on a plane normal to the axis of the bar/wire calculated in
accordance with 5.4 of the specification shall not be less than the following
values: 0.12 Ǿ for Ǿ < 10 mm
0.15 Ǿ for 10 mm < Ǿ < 16
mm 0.17 Ǿ for Ǿ > 16 mm
Where Ǿ is the nominal diameter of bar/wire in mm.
The mean projected area of transverse ribs alone shall be not less than one-third of the values given above.
The calculations for mean projected area Ar may be done as per Cl.5.4, 5.5 and 5.6 of the specification. Frequency of
such calculation shall be once in a day for each size rolled.

5.9.1 When subjected to pull-out test in accordance with IS 2770(Part-1) of the specification the bond strength calculated from the load
at a measured slip of 0.025 mm and 0.25 mm for deformed bars/wires shall exceed that of a plaint round bar of the same
nominal size by 40 per cent and 80 per cent respectively. The bond test in such cases shall be done in accordance with
IS:2770 (Part I). Pull out test shall be done in addition to 5.2 for approval of new or amended geometry for first licence.

5.9.2 The quantity of high strength deformed steel bars and wires in a lot shall be considered as fit to be covered under BIS
certification marks scheme if they conform to the dimensions ,deformations mass and surface characteristics as
specified and are free from cracks ,harmfull surface flows , laminations ,rough and imperfect edges,and all other
defects and also satisfy the physical and chemical requirement of the specification

5.10 The licensee shall also verify the deformation pattern of the high strength
deformed steel bars and wires on the production line preferably at an interval of one hour at each twisting machine
against the registered design. Proper records shall be maintained for this.

6. REJECTIONS – A separate record shall be maintained giving information relating to the rejection of the production
not conforming to the requirements of the specification and the method of its disposal. Such material shall in no
circumstances be stored together with that conforming to the specification.

7 SAMPLES – The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian
Standards (Certification) Regulations, 1988, as subsequently amended, from the factory or godowns. The Bureau shall
pay for the samples taken by it from the open market.

8 REPLACEMENT – Whenever a complaint is received soon after the goods with Standard Marks have been purchased
and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components
are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty
period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian
Standard shall be with the Bureau. The firm shall have own complaint investigation system as per IS/ISO 10002.

8.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers
against BIS Standard Mark and not “conforming to” the relevant Indian Standard, entire liability arising out of such
non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases.

9 STOP MARKING – The marking of the product shall be stopped under intimation to the Bureau if, at any time, there
is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out
of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau.

9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking
may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall
also be sent to the Bureau.

10 PRODUCTION DATA – The licensee shall send to BIS as per the enclosed
proforma-1 to be authenticated by a Chartered Accountant a statement of quantity produced, marked and exported by
him and the trade value thereof at the end of each operative year of the licence.
