ADHESION CONTRACT TO THE COUNTER DISINFORMATION PROGRAM

TELEGRAM MESSENGER INC., an organization duly organized in accordance
with the laws of the British Virgin Islands (BVI Business Companies Act, 2004), with its head
office at Vistra Corporate Services Centre, Wickhams Cay II, Road Town, Tortola, VG1110,
British Virgin Islands, hereinafter referred to as PARTNER, hereby resolves to sign this
ADHESION CONTRACT to the "PERMANENT COUNTER DISINFORMATION
PROGRAM WITHIN THE ELECTORAL JUSTICE" promoted by the Superior Electoral
Court (TSE).

CLAUSE ONE - OBJECT

The object of this Contract is the adherence of the PARTNER to the "Permanent Counter
Disinformation Program within the Electoral Justice", established by TSE Ordinance No. 510,
of August 4th, 2021, and promoted by TSE to fight disinformation related to the Electoral Justice
and its members, to the electronic voting system, to the electoral process in its different phases,
and to the actors involved in it. The PARTNER indicates as its representative Mr. Alan Campos
Elias Thomaz, with CPF No. 368.449.398-84.

CLAUSE TWO - PARTNER'S ATTRIBUTIONS

The signature of this Contract enables the PARTNER to participate in the execution of
the actions that compose the "Permanent Counter Disinformation Program within the Electoral
Justice", according to the interest and/or the area of institutional performance of the PARTNER
and within the limits of the resources and capabilities that the PARTNER makes available for
such participation.

CLAUSE THREE - FINANCIAL OBLIGATIONS

This document is concluded for free, with no financial commitments or transfer of
resources between the PARTNER and the TSE, and each of them shall bear the costs necessary
for their participation in the "Permanent Counter Disinformation Program within the Electoral
Justice".

CLAUSE FOUR - CONFIDENTIALITY

The PARTNER agrees to keep the necessary secrecy about the information to which
he/she has access or knowledge within the TSE, unless otherwise authorized by the TSE.

CLAUSE FIVE - THE VALIDITY

This Contract shall be effective as of the date it is signed and shall remain in force while
the "Permanent Counter Disinformation Program within the Electoral Justice" is in force,
without prejudice of the right of the PARTNER, at any time, revoking the adhesion manifested
by means of this Contract.

TERMO DE ADESÃO AO PROGRAMA DE ENFRENTAMENTO À DESINFORMAÇÃO

TELEGRAM MESSENGER INC, uma organização devidamente constituída de
acordo com as leis das Ilhas Virgens Britânicas (BVI Business Companies Act, 2004), com
sede em Vistra Corporate Services Centre, Wickhams Cay II, Road Town, Tortola, VG1110,
British Virgin Islands, doravante denominado PARCEIRO, resolve firmar o presente TERMO
DE ADESÃO ao “PROGRAMA PERMANENTE DE ENFRENTAMENTO À
DESINFORMAÇÃO NO ÂMBITO DA JUSTIÇA ELEITORAL” promovido pelo Tribunal
Superior Eleitoral, doravante denominado TSE.

CLÁUSULA PRIMEIRA - DO OBJETO

O presente Termo tem por objeto a adesão do PARCEIRO ao “Programa
Permanente de Enfrentamento à Desinformação no âmbito da Justiça Eleitoral”, instituído pela
Portaria TSE nº 510, de 04.08.2021, e promovido pelo TSE com a finalidade de enfrentar a
desinformação relacionada à Justiça Eleitoral e aos seus integrantes, ao sistema eletrônico de
votação, ao processo eleitoral em suas diferentes fases e aos atores nele envolvidos. O
PARCEIRO indica como representante o Sr. Alan Campos Elias Thomaz, com CPF nº
368.449.398-84.

CLÁUSULA SEGUNDA – DAS ATRIBUIÇÕES DO PARCEIRO

A assinatura do presente Termo faculta ao PARCEIRO participar da execução das
ações que compuserem o “Programa Permanente de Enfrentamento à Desinformação no âmbito
da Justiça Eleitoral”, de acordo com o interesse e/ou a área de atuação institucional do
PARCEIRO e no limite dos recursos e capacidades que o PARCEIRO disponibilizar para
aquela participação.

CLÁUSULA TERCEIRA - DAS OBRIGAÇÕES FINANCEIRAS

O presente instrumento é celebrado a título gratuito, não implicando compromissos
financeiros ou transferências de recursos entre o PARCEIRO e o TSE, devendo cada um destes
arcar com os custos necessários à sua participação no “Programa Permanente de Enfrentamento
à Desinformação no âmbito da Justiça Eleitoral”.

CLÁUSULA QUARTA – DO SIGILO

O PARCEIRO se compromete a manter o sigilo necessário sobre as informações a
que tiver acesso ou conhecimento no âmbito do TSE, salvo autorização em sentido contrário
outorgada pelo TSE.

CLÁUSULA QUINTA – DA VIGÊNCIA

O presente Termo terá eficácia a partir da data de sua assinatura e vigorará enquanto
perdurar o “Programa Permanente de Enfrentamento à Desinformação no âmbito da Justiça
Eleitoral”, sem prejuízo à possibilidade de o PARCEIRO, a qualquer momento, revogar a
adesão manifestada por meio do presente Termo.
