1. HSDPA Overview:
If CN doesn’t send IU_RELSEASE_COMMAND message, DCH user without RAB will use the
resource for long time, so we set such protect mechanism by the timer. If timer expires, RNC
will send IU_RELEASE_REQUEST message to CN.
After this change it was found that the non-HSPA power decreased and the HSDPA mean
channel throughput increased, as shown below:
Parameter description:
Timer for not releasing signaling over the Iu-PS interface when no PS RAB is set up. After this
timer expires, the RNC sends a RANAP IU RELEASE REQUEST message to the CN.
If the value of this parameter is too large, the radio resource usage increases and currently it
is set to 300s. We suggest reducing the value of this parameter so that more resources
become available to the users faster.

DPCH Power Control to Improve HSDPA Throughput Security Level
FAST_HSDPA_SERV_CELL_CHANGE_SWITCH
During an HSDPA serving cell change, the RNC sets the activation time for the HSDPA
serving cell change to 1s and includes this activation time in the Uu interface configuration
message sent to the UE.
The UE is handed over to the target cell at this activation time. However, the signal quality of
the source serving cell may deteriorate during the activation time, which reduces the HSDPA
throughput.
The intention was to avoid reception gaps (up to 2.56 seconds long) in case a reconfiguration
message has been received by the UE after its activation time.
With the introduction of this delay restriction flag, the network can order the UE to chose an
activation time T as soon as possible, therefore the UE will avoid to wait until the next
occurrence of the CFN
(Connection Frame Number is an indicator as to which radio frame the first data was received
on uplink or shall be transmitted on downlink. It can have a value of 0-255 and is 8 bits long)
The fast HSDPA serving cell change function has been introduced. This function significantly
shortens the HSDPA serving cell change delay and improves the HSDPA throughput.
The delay is the duration between the time the RNC sends a PH CH RECFG message and
the time the RNC receives a PH CH RECFG CMP message from the UE.

Feature description:
In a network with a high penetration rate of intelligent terminals, there are a large number of
online users. In this case, the A-DPCH, mainly for signaling transmission and power control,
consumes most downlink power.
Therefore, it is necessary to decrease the A-DPCH transmit power to save the non-HSPA
power in a cell to increase the downlink service capacity.
This feature controls the A-DPCH transmit power based on the channel quality indicator (CQI)
of UEs in high downlink load scenarios.
A larger CQI indicates better UE signal quality and lower A-DPCH transmit power. A smaller
CQI indicates worse UE signal quality and higher A-DPCH transmit power.
A-DPCH transmit power can be restricted for the serving link and non-serving link to reduce
non-HSPA power consumption of a cell, and to provide sufficient power resources for UEs
performing data transmission, thereby improving the downlink cell capacity.
This feature can decrease A-DPCH transmit power regardless of whether there is signaling
transmission on the A-DPCH. This feature applies only to HSDPA users performing non-voice
services and whose downlink DPCH only carries the 3.4 kbit/s SRB. This feature does not
take effect for UEs in compressed mode.

Parameter description:
This parameter determines when to trigger the DPCH power control algorithm based on load
state. The lighter the load state specified by this parameter, the higher the probability of
triggering the DPCH power control algorithm based on radio quality.
This parameter will be set to trigger DPCH power control algorithm at DlLoadedState
(indicates the downlink resource light congestion state threshold 50%)

Parameter description:
A larger value of this parameter indicates a higher transmit power allowed for the DPCH. This
reduces the call drop rate but does not conserve downlink non-HSPA power, causing HSDPA
throughput to deteriorate.
A smaller value of this parameter indicates a lower transmit power allowed for the DPCH and
a higher probability of conserving downlink non-HSPA power. This improves HSDPA
throughput but causes more PS service drops.
