Facts:

Justo Lukban, the mayor of the city of Manila, ordered the deportation of 170 women to Davao
without their consent. When they reached Davao, the women were received as laborers by
Francisco Sales, provincial governor of Davao, and by Feliciano Yñigo and Rafael Castillo without
prior notice that the women were prostitutes who had been expelled by Lukban from the city of
Manila.

Issue:

Whether or not the deportation of the women against by the respondents is unconstitutional

Ruling:

Yes. There is no law, order, or regulation which provides for the Mayor of the city of Manila or the
chief of police of that city has the right to force citizens, specifically the women despite being labeled
as ill-repute, to change their domicile from Manila to another locality, as they are also citizens of the
Philippine Islands protected by the same constitutional guarantees as are other citizens.
