published a standard Tender Document (PGSA) for
Turnkey project. Ihttps://cptu.gov.bd/standard-
documents/standard-tender-document. htmll. CPTU Please follow the tender document
has asked all the utility to follow the standard
document for turnkey projects. A payment term has
recommended on this standard tender document by

CPTU. All utilities like BPDB, DESCO, WZPDCL,
EGCB, APSCL and NESCO follow these standard
document. Unfortunately, DPDC does not follow
this standard document for payment terms.
2. There is no payment against shipment for an
international tender. This is completely violation of
the rules of international chamber of commerce.
This payment term is very much non standard for
international business.
? Even DPDC has paid 0-80% of the payment
against the shipping documents in their various
tenders/ contracts. But it is very much fishy that in
this turnkey document payment against the shipmet
is not allowed. Even it is non standard practice in
DPDC.
4. This kind of non standard payment terms will
increase the project cost because bidder will not get
payment timely so it will increase bank interest and
cost of investment.
5. This kind of payment terms will provide extra
benefits or advantages to some local
manufacturers. We strongly believe that DPDC will
consider thisissue and take it seriously.
6. ln your tender document payment is also related to
FAC. But there is no definition of FAC and how to
achieve it. lt is only mentioned that After Defect
liability period FAC will be issued.

2. As per BOQ and Price schedule 11kV and 33kV panel
should be Gas lnsulated Type but Type test report

3. 1. STL laboratories are qualified and well proven
laboratories worldwide. They have certain sets of
rules and regulations & standard. Asking test
report from STL lab or its member laboratories is
good to ensure quality product. At the same time,
DPDC through this clause allows test report from
any independent and well known testing
laboratories.
We as a bidder/ manufacturer, even DPDC is not
sure about the qualification and standard of the
independent and well known testing lab. An
independent and well known testing lab is not in
same standard of Sft taO.
2. A STL lab is also independent and well known. So
what is the meaning of asking test report from STL Please follow the tender document
lab separately? Rather you can ask test report
from independent and well known testing lab.
3. Our understanding is that the alternative of a high
standard requirement [STL lab] cannot be a low
standard requirement [independent and well
known labl
4. We are refereeing to BPDB, WZPDCL and
NESCO for power transformer test report
requirement, They only accept the type test report
from STL member lab for power transformer
5. ln your tender document payment is also related to
FAC. But there is no definition of FAC and how to
achieve it. lt is only mentioned that After Defect
