The institutionalization of Monitoring, Evaluation and Adjustment Team in the districts and schools particularly aims to: a. Increase efficiency in the implementation of the M and E system; ‘b. Implement timely and accurate progress and process monitoring and evaluation of the division, districts and schools’ programs, projects and activities (PAs) so as to provide objective information to serve as the basis for decision-making for continuous improvement. c. Immediately respond to the issues and concerns relative to the implementation of PPAs. 3. Reporting shall start in the 3rd quarter of CY 2021. 4. Division Level (DMEA Team) Functions and Responsibilities of the Chair - Manages the division MEA system - Ensures compliance to quality standards for basic education programs in the division - Established the DMEA following guidelines set - Manages the operation of the Division M and E system - Acts of the recommendations from M and E report - Interacts with Region and Division Stakeholders, ASDS, Division M and E Team Functions and Responsibilities of Co-Chair - Co-manages the division MEA system - Review findings and recommendations submitted by the Division MEA. Team - Takes the lead in the preparation of appropriate instruments and tools for M and E - Communicates the reviewed M and E report to the SDS for appropriate action Interacts with SDS and Division M and E team Functions and Responsibilities of the Division MEA Team - Assures the conduct of quality planning and implementation of Technical Assistance to schools and strengthening of SBM implementation such as: o E-SIP Appraisal © Curriculum Implementation © Instructional supervision conducted by SHs to teachers © Technical assistance provided by SHs to teachers ° HRMO processes - Develops the M and E instruments and tools for use by the division and sub - M&E teams - Coordinates development of TA plans together with other resource persons based on M&E reports - Drafts recommendations based on M&E reports - Communicates findings and recommendations to top management. B. School Level (SMEA Team) Functions and Responsibilities of the Chair (School Head) - Manages the MEA implementation in the schools - Ensures implementation and advancement of SBM practice - Makes decisions pertinent to improving quality outcomes in the school - Orients school stakeholders on how to operationalize the MEA system. - Designates the members of the School MEA Team - Designs monitoring and feedback system (e.g. flow of reports and feedbacks, reporting schedule, monitoring and feedback forms]; - Convenes School MEA Team regularly to discuss M and E concerns together with implementation team; - Communicates the learners’ progress to intended stakeholders; - Submits quarterly accomplishment report to district and division; and - Interacts with SDS and school internal and external stakeholders Functions and Responsibilities of Co-Chair (School M&E Teacher Coordinator) Monitors and evaluates regularly the implementation of school improvement plan; + Conducts monitoring process during plan implementation + Analyses and interprets M and E data; - Evaluates results of E-SIP implementation which will be made as basis for planning interventions and other plan adjustments - Prepares regular M and E report and submit to SH - Provides M and E data analysis and interpretation to SH and Project teams Interacts with SH and other members of the SMEA Team Functions and Responsibilities of the Member a.
