About the Institute

Mahatma Gandhi State Institute of Public Administration, Punjab (MGSIPA),


Chandigarh, was set up in 1978 by the Government of Punjab as a registered society.
The Institute is devoted to research, evaluation, consultancy and training in public
administration and allied areas such as management, planning, development,
economics, etc for improving governance in the State.
The activities envisaged to be carried out by the Institute include
1. Organizing conferences, seminars, training programmes, symposia, etc.
2. Analyzing problems in policy formulation, planning, implementation of projects,
review and evaluation, etc. and suggest suitable remedial measures
3. Carry out evaluation and impact assessment studies
4. Establish and maintain library and information services
5. Offer fellowships, scholarships, prizes and stipends in furtherance of objectives of
the Institute.
The Institute has established four Divisions and about 15 subject-specific Centres/Cells at
Chandigarh and a network of territorial centres in the State to carry out area specific
projects at the cutting edge level. The Regional Centres of the Institute are located at
Jalandhar, Bhatinda and Patiala.
The Institute organizes a number of training programmes for various categories of
officials of state government – from induction programmes for new recruits to refresher
and mid-career programmes for the senior officers on various aspects of governance
and administration. Besides these programmes, case studies and research projects from
state and central governments are also undertaken.
A large number of resource persons and external faculty provide support to various
Centres of the Institute. Another milestone has been that of getting experts, persons of
eminence, legislators as well as public at large associated in the improvement of
governance/public administration in the State.

About Civil Services Coaching Centre

The Civil Services Coaching Centre was set up during the year 2011 considering the
demand for quality coaching at a reasonable cost for the civil services aspirants. Since,
the Institute already had the mandate, infrastructure and faculty to provide the
coaching for various competitive examinations including the All India Civil Services/
State Services etc, the Institute set up a Civil Services Coaching Centre at its campus in
Chandigarh.
Mission
To provide quality coaching to the youth of the region so that more and more
promising young men and women are able to get into the premier services of the
country. The aim is to build up their self-confidence so that they may harness their full
potential and ensure a bright future for themselves through hard work, perseverance
and determination and play a rightful role in the development of the nation.
Objectives
1. To prepare more and more young men and women from northern states to get
selected into Civil Services in a larger number.
2. To create academic interest amongst SCs/STs and Backward class students and
inspire them to work hard to get into competitive services.
3. To provide special coaching to students opting for Panjabi/Hindi medium
4. To provide a forum for useful interaction amongst the students, teachers, experts in
Public Administration and NGOs by arranging Seminars and Group discussions.
5. To enhance the capacity and capabilities of the outstanding students who can
act as trend-setters and torch-bearers for the future generation.

Paper-1: General Studies(200 Marks) – Objective type
 Current events of National and International importance
 History of India and Indian National Development
 Indian and world Geography- physical, social, economic geography of India
and the world
 Indian Polity and governance– constitution, political system, panchayati raj,
Public policy, Rights issues etc.
 Economic and social development - sustainable development, poverty
alleviation schemes, demographics, social sector initiatives, etc.
 General issues on environmental ecology, bio-diversity and climate change –
that do not require subject specialization
 General Science

Paper II: Civil Services Aptitude test (CSAT)

 Comprehension
 Interpersonal skills including communication skills
 Logical reasoning and analytical ability
 Decision making and problem solving
 General mental ability
 Basic numeracy (Numbers and their relations, orders of magnitude etc(Class X
level)
 Data Interpretation (Charts, graphs, tables, data sufficiency etc- Class X level)

C. Interview Test (Personality Test)


 The candidate will be interviewed by a Board who will have before them a record of his
career. He will be asked questions on matters of general interest. The object of the
interview is to assess the personal suitability of the candidate for a career in public
service by a Board of competent and unbiased observers. The test is intended to judge the
mental calibre of a candidate. In broad terms this is really an assessment of not only his
intellectual qualities but also social traits and his interest in current affairs. Some of the
qualities to be judged are mental alertness, critical powers of assimilation, clear and
logical exposition, balance of judgement, variety and depth of interest, ability for social
cohesion and leadership, intellectual and moral integrity.
 The technique of the interview is not that of a strict cross‐examination but of a natural,
though directed and purposive conversation which is intended to reveal the mental
qualities of the candidate.
 The interview test is not intended to be a test either of the specialised or general
knowledge of the candidates which has been already tested through their written papers.
Candidates are expected to have taken an
intelligent interest not only in their special subjects of academic study but also in the
events which are happening around them both within and outside their own State or
Country as well as in modern currents of thought and in new discoveries which should
rouse the curiosity of well educated youth.

The Punjab Public Service Commission (PPSC) has declared the result of the PCS
(Executive) Examination, today, the 14th of June, 2012. The performance of the students of
MGSIPAP, who appeared for Mock Interviews, has been spectacular. The summary of the
same is as follows:
1. General Category - 48 students appeared and their ranks are - 1st, 4th ,17th, 19th,29th,
35th,38th, 39th, 42nd, 45th, 55th, 62nd, 68th, 73rd,76th, 78th, 84th, 87th,91st, 97th, 104th,
105th,114th, 120th, 129th, 130th, 133rd, 140th, 144th etc. The name of the first rank is While
Ms.Amaninder Kaur bagged the first rank, Ms. Pooja Sayal secured the fourth rank.
2. Physically Handicapped Category - Two students appeared under this category and the
first rank has been bagged by our student Ms.Harjot Kaur.
3. Ex-Servicemen (General Category) -Three students appeared under this category and
their ranks are 1st, 3rd and 4th. The first rank has been achieved by Mr.Anmol Singh
Dhaliwal. Third rank goes to Major Amit and the Fourth one has been obtained by
Major Amit Sareen.
4. Ex servicemen( SC Category - One student appeared in this category and he bagged the
4th rank.
5. Balmiki/Mazhibi Sikh, Punjab Category - Four students appeared and their ranks are –
2nd, 7th etc. Second position goes to Mr.Amandeep Kaur and the Seventh rank is of
Mr.Supnandeep Uppal.
6. Sports Person, Punjab Category - One student, Mr.Simrandeep Singh Brar appeared
under this category who has got the second Rank.
7. SC category - Four students appeared under this category, and their ranks are - 27th,
36th, 40th, 44th.
8. BC category - Three students appeared and their ranks are – 36th, 57th, 69th.

In brief, our students have brought laurels to this Institute by bagging the 1 st, 4th, 17th, 19th,
29th, 35th, 38th, 39th, 42nd, 45th ranks in the general category; First position in Physically
Handicapped category; 1st, 3rd and 4th in Ex-Servicemen (General Category); 2nd and 7th
Balmiki/Mazhibi Sikh Punjab Category and 2nd in Sports Person, Punjab Category.
