Background of the Problem

Introduction

Teaching as a profession requires necessary skills, attitudes, and

behavior. Teaching upholds all the aspects of learners in meeting the

demands in real world. It enables you to contribute so much to society and its

young brains. At the same time, it also rewards you in a manner no other job

can. The first thing you need to understand about teaching as a career is that

it is all about inspiring and pushing students to go for and surpass their

potential. The best teachers throughout history have dedicated their careers

to encouraging and empowering their pupils to do great things and be decent

people.

According to Muhammad Javaid Akram (2010), many factors influence

the teachers' job performance, such as aptitude, attitude, subject mastery,

teaching methodology, personal characteristics, the classroom environment,

general mental ability, personality, relations with students, preparation and

planning, effectiveness in presenting subject matters, relations with other

staff, self-improvement, relations with parents and community, poise, intellect,

teaching techniques, interactions with students, teaching competence

demonstrated, motivational skills, fairness in grading and teachers' attitude

toward the students, etc.

Teachers in many countries, who are satisfied with their profession are

more motivated, may be more likely to continue teaching into the future, and

may experience greater overall well-being. Based on the TIMSS

2019 Teachers’ Job Satisfaction scale, teachers are contented with their

2
profession. Many find the work full of meaning and purpose and enthusiastic

about the job. Majority also says teaching inspires and gives pride.

In the Philippines, the Department of Education to makes sure that the

teachers are providing quality education consonant to the National

Competency-Based Teacher Standards, which is a single framework that

defines effective teaching in all aspects of a teacher's professional life and all

phases of teacher development (Akram, 2020).

A study by Langguyuan-Kadtong and Usop ( 2013) entitled Work

Performance and Job Satisfaction among teachers attempted to find out the

relationship of work performance and job satisfaction among teachers of

Division of Cotabato City. Results stated that most teachers are 31-40 age

bracket. Majority of them are females, married, earned a college degree and

further master’s unit. Sixty- four percent of them had 11 to 15 years of service.

Therefore, the findings, concluded that the teachers of Division of Cotabato

City displays a high level of performance. They were contented with their job

satisfaction facets such as school policies, supervision, pay, interpersonal

relations, opportunities for promotion and growth, working conditions, work

itself, achievement, recognition, and responsibility. This implies that a

teacher’s satisfied with their job is also a productive one. Furthermore, if the

teachers contented with their job, they will develop and maintain high level of

performance. Teaching learning process make more efficient and effective

that could produce high competitive learners.

This resulted in the creation of the RPMS Manual for Teachers and

School Principals, which is connected with PPST. This module includes the

RPMS Tools and their associated tools – Classroom Observation Tools (COT)

and Self-Assessment Tools (SAT) – as well as performance appraisal forms

such as the Individual Performance Commitment and Review Form (IPCRF),

the Midyear Review Form, and the Performance Monitoring and Coaching

Form (PPST Aligned RPMS a Guide for Teachers by Teachers, 2018).

In Calbayog City Division : low mps/low ipcr rating

Whether teaching their significant or not, teachers must be evaluated

and ensured to be delivering quality education. However, it is assumed that

teachers with a Bachelor's degree in TLE or a Master's degree in TLE, as well

as attendance at related seminars, will do better while teaching the topic. In

Calbayog City, particularly in Calbayog City National High School, a number

of teachers were given teaching loads that were not related or far from their

specialization, which is a school administration means to cover the workload

demand. Many of these similar cases across the Schools Division of

Calbayog City. This gap is fascinating to study as it will illuminate many issues

in work efficacy and human resource.

Nature of the problem

Non-TLE majors are noticed and estimated to be teaching TLE

specialist courses such as TLE specializing cookery. As a result, evaluated by

IPCRF, teaching performance is either Satisfactory or Very Satisfactory, with

requirements related to Content Knowledge and Pedagogy indicators. It has

also been assessed that TLE Majors who teach their specialized or primary

4
subject perform exceptionally well. If this trend continues, the agency will not

provide a high-quality education since it will hurt learners' academic

achievement. Thus, the researcher wishes to evaluate the teaching

performance of Non-TLE Majors teaching Cookery at Calbayog City's Schools

Division.

Significance of the problem

The problem is highly significant to the following:

A. Department of Education. With these findings in mind, the agency will

review its hiring practices and establish a system that matches competent

individuals with relevant jobs. Additionally, the agency will consider

developing a meritocracy for individuals who go above and beyond their

capacity for positive reinforcement when delivering courses. Provide seminars

and trainings on the content of the subject and other developmental needs of

Non-TLE Majors.

B. School Head. With the findings in hand, the school head will be able to

build and implement projects and training programs that will assist instructors

in developing their ability to impart competencies and teachers become more

adaptable and adept in teaching the subject

C. Teachers. Teachers will attempt to hone their art through professional

development courses and attendance at various Learning Action Cells where

best practices in teaching other subjects will be shared.

Preliminary Literature Review

This section of the paper reviews the related literature and studies relative to

the teaching performance of Non- TLE Majors teaching Cookery of Schools

Division of Calbayog City.

Teachers teaching outside area of expertise

While teacher education degrees are closely monitored and regulated, once in

schools, teachers are subject to a complex array of conditions that lead to out-

of-field teaching: a lack of teachers in some subject areas (such as

mathematics, languages, and geography), constrained school funding

models, poor school leadership practices, and history of governments,

teacher unions, and school closures. (Hobbs, 2015)

Use of ICT in teaching cookery

The incorporation of educational technologies has altered the nature of

education and will continue to do so. From the invention of the printed word to

the current use of computer-assisted teaching and learning, technology has

had a significant role in shaping contemporary realities and educational

approaches. The objective of this article is to discuss several educational

technologies that have been integrated into culinary classrooms and

instructional kitchens. (Glass, 2005)

Critical and creative thinking and Higher order thinking skills in teaching

Cookery

6
Cooking is an excellent way to practice higher-order thinking. It is

similar to classroom learning in that preparing a meal is a specific task that

students must overcome with prior knowledge and creative thinking. Cooking

is an excellent technique to teach these talents because it requires

youngsters to physically and symbolically juggle a range of meals and

information about those foods, their quantities, temperatures, and so on. I can

see how cooking challenges could easily teach critical and creative thinking in

a math or science classroom. (2011)

Ways to improve teaching performance

Teachers are brainstorming options, such as creating video demo

presentations for pupils to observe step by step how things should be done, or

parents can visit the school to record the teacher's actual demonstration.

When it comes to actual performance, learners face a slew of difficulties as

they seek to apply the recommended approaches in almost definitely diverse

settings. Students perform just as predicted in the standard setup, that is, in

the laboratory with readily available materials, tools, and equipment. Due to

the prohibition of direct interaction between the teacher and students, pupils

will be required to convert a piece of their home into a laboratory. (2021)

Initial Research Questions

7
The researcher aims to study the teaching performance of Non- TLE Majors in

Schools Division of Calbayog City. Specifically, it seeks answers to the

following questions:

1. What is the profile of the respondents in terms of:

a. Age;

b. Gender;

c. Specialized course;

d. Numbers of training attended;

e. Educational attainment; and

f. And tenure?

2. What is the TLE Performance of Non- TLE Majors teaching Cookery as

evidenced by the IPCRF score in Content Knowledge and Pedagogy criteria,

especially in terms of:

a. Application of knowledge of content within and across curriculum teaching

areas;

b. Ensuring the positive use of ICT to facilitate the teaching and learning

process;

c. Application of a range of teaching strategies to develop critical and creative

thinking and other higher-order thinking skills;

3. What are the ways to improve the teaching performance of non-TLE majors

in teaching Cookery?

4. Is there a significant relationship between respondents' profile and the

teaching performance scores when classified into age, gender, specialized

course, number of trainings attended, educational attainment, and tenure?
