Of late, it has come to the notice that many Controller Offices are filing the Draft Written Statement’ Counter Affidavit) Replies to Rejoinder through the Nodal Offices before the Hon'ble CATs/ Courts (DAD Cases) without getting it vetted by this DAD Hrs. 2 Moreover, instances of Speaking Orders being served to the applicants by the concerned Controller Offices without examination by this HQrs Office in respect of DAD Cases have also surfaced. io Further, many a times, it is seen that information with regard to filing of DAD Cases in the form of OAs/ WPs/ SLPs in the respective CATs/ Courts, wherein CGDA has been impleaded as one of the Respondents, are shared with this Office after a lapse of considerable timeframe. The same delay has also been experienced in sharing of CAT/ Court Judgments/ Orders. 4. In view of the aforesaid, attention is invited to ‘Handbook on Legal System & Procedures’ explicitly interalia containing the general instructions in respect of handling of court cases to be adopted by the Dealing Controller Offices! Nodal Offices. Accordingly, it is impressed upon all the Offices to abide by the said laid down procedures judiciously so that any adverse comments from the Courts!
