Chronological description of Projects
Head Real Properties Inc. was incorporated in 1976. Our mission was the acquisit
ion of real estate, development and construction. Over the past 34 years HRP has
developed, constructed and or managed over one hundred projects. The projects c
onsisted of custom residential, major subdivisions, commercial, and light indust
rial. Bernie Head is the sole proprietor of the corporation.
Bernie Head is a General Contractor licensed in the State of California and Neva
da.
In 1996, formed a limited Liability Partnership in the State of Nevada to develo
p and construct aircraft hangars for lease. To date we have completed 185,000 sq
uare feet of hangars located at Byron, Stockton, Minden Tahoe and Ukiah Municipa
l Airports. HRP was the developer and General Contractor for these projects.
2005, Project Manager for San Mateo County Vector and Mosquito Abatement Distri
ct during the construction of their 10,000 square feet Administration and labora
tory facility. This also included the adjacent site and utility improvements to
service the new facility and future planned development.
Phase two consisted of a complete upgrade to the existing shop building. The bui
lding interior was remodeled and brought up to current building code requirement
s while remaining in service. A new 2,400 square feet shop was constructed; incl
uding, ADA restrooms, locker room, vehicle wash and filtration system. This phas
e completed the site utilities and paving. HRP was the Project Manager and Gener
al Contractor.
San Mateo County Vector and Mosquito Abatement District purchased a second site
in Redwood City. The site was completely demolished and a new 3,400 square feet
parking garage was constructed. The building included; ADA restroom, shower and
tech. work space and display storage. Site work, utilities, landscape and fencin
g were newly installed. HRP was the Project Manager and General Contractor.
2006, developed tenant improvements plans, permits and construction for Planet B
each Tan. Facilities located in Pleasanton and Dublin Ca. These 2500 square feet
facilities contracted for $200,000 and 225,000 respectfully. All of the off sit
e utilities were required to be upgraded for power, water and fire sprinkler pro
tection. The projects were completed ahead of schedule and on budget.
2007, Napa County Vector and Mosquito Abatement District developed and construct
ed their new 3,000 square feet Administration and laboratory facility. HRP was t
he Project Manager for this phase of development. During this phase HRP built a
1,600 square feet carport extension to shop number one.
2008, Napa County Vector and Mosquito Abatement District contracted with HRP to
build a 1,700, square feet vehicle storage building. HRP also demolished the int
erior of shop two and constructed a 1,000 square feet steel mezzanine. The shop
was completely framed, electrical service, lighting, HVAC, pressure Air lines, a
nd new insulated doors were installed.
2009, Napa County Vector and Mosquito Abatement District contracted with HRP to
remodel their Administration Building extension to the front porch and rear pati
o using clevis trusses. Sound abatement paneling was installed in the restrooms,
hall way and lobby. The HVAC system was modified by adding cold air returns to
each room and covering the original pass through vents. All the building on site
were prepared and painted. The yard was resealed and stripped. Security cameras
and gates were installed centrally controlled by the Administration building.
2006 through 2007 HRP was the Project Manager for the Jodo Shinshu Center in Ber
keley Ca. This building was designated a Historical Landmark Building by the Cit
y of Berkeley in 1983. Portions of the building facing Durant and Folsom Streets
were preserved as required while a second floor was added. A three story buildi
ng was constructed to the South and a two story underground parking garage was a
dded to the East wall. Estimated project costs $14 million.
2005, Department of Justice leased two adjacent 60 by 60 feet hangars at the Sto
ckton Airport requiring tenant improvements consisting of two ADA restrooms, sho
wers, locker room, five private offices, security system and adjacent FAA approv
ed helicopter landing pad.
2005, Consultant to the City of Belmont, relating to seismic retrofit and remode
l of their City Hall/Police Department. The budget for this project was $8 milli
on. My Responsibilities were the development and permit process with the State o
f California Public Works Code Requirements. Assist the City's Legal Council in
drafting the scope of work and contracts for Architects and General Contractors.
2005, Arranged financing, plans and permits for Dr. Clarks' Medical/Dental Clini
c located in Antioch Ca. The project was a complete remodel including undergroun
d plumbing, electrical, compressed air and concrete flooring. Project value incl
uding medical and dental fixtures was $550,000.00.
2004, Purchased a six acre parcel in Knightsen Ca. for the Calvary Community Chu
rch. Completed the entitlements which consisted of; zoning change, Use Permit, C
ertification of Survey, application and Will Serve Commitments from; water, elec
tric, gas, storm drain, telephone and cable communications. The 17,000 square fe
et multipurpose facility and site work was completed April 2005. Project value w
as $4,250,000.00
Scarbrough Management Inc. Director of Development and Construction 1996-2001.
Scarbrough Management owns and operates Burger King, Chili's, and On The Border
restaurants in California, Hawaii and North Virginia.
Responsibilities included land acquisition, feasibility studies, entitlements,
permits and construction.
Completed and opened 36 restaurants.

On The Border Mexican Café is a full service bar and restaurant. 7,000 to 10,000 sq
uare feet and seats 275 to 325 patrons.
My responsibilities included all contract negations with architects, engineers,
and consultants.
Projects included excess properties which were sub divided, acquire entitlements
in preparation for sale or future development.
