HEALTH CARE SERVICE CORPORATION, Chicago, IL 1983 - Dec 2009
A mutual health insurance company that operates through its Blue Cross Blue Shie
ld divisions in Illinois, Texas, Oklahoma and New Mexico. Membership of 12 milli
on and $14.3 billion in premiums.
Director, HR Technology and Information Services (2005-2009)
Reporting to the VP of HR with a staff of 10, directed HR technology strategies
and led business support for corporate initiatives involving the PeopleSoft Huma
n Capital Management (HCM) system.
* Developed business case and in partnership with IT Senior Management led imple
mentation of the PeopleSoft 8.8 to 9.0 systems upgrade. Project successfully com
pleted on budget within an aggressive seven month schedule.
* Partnered with HR Recruiting Director and Information Technology team to manag
e and deliver on a highly visible $3.7 million nine month PeopleClick Automated
Recruiting Solution project resulting in cycle time improvements of 70%. Project
completed on time and $101 thousand under budget.
* Led HR Technology team in the successful implementation of SuccessFactors, the
performance management solution, resulting in productivity and quality improvem
ents. Project completed on time and on budget.
* Actively led and developed along with the IT architecture team a five year HR
Systems Strategic plan providing for the delivery of integrated technology solut
ions covering all aspects of workforce management.
* Reduced software costs and improved overall quality and efficiency in an aggre
ssive five month integration of Blue Cross Blue Shield of Oklahoma?s human resou
rce information and processes.

With a staff of twelve and reporting to the VP of IT Process Excellence directed
the strategic/tactical quality management functions in the IT division.
* Planned and launched IT quality management program used throughout the systems
project life cycle which improved system availability and reduction in rework.
* Led and managed performance measurement operations with a focus on time report
ing and standardized management reporting.
* Designed and implemented as part of a cross-functional team, a set of applicat
ion development continuous improvement performance measures based on CMMi princi
ples to be utilized within 700 person division. Played key role in the developme
nt of training and communication materials.
* Worked with IT management team to enhance the IT work request process for 1500
IT work requests.
Director, Core Business Systems (1999-2002)
Reporting to VP of Application Development managed two critical processing syste
ms (Provider and Claims) with four direct reports encompassing a team of 150 pro
fessionals.
* Provided project leadership for Illinois mainframe applications through the Y2
K millennium project. Key participant on management oversight team. Developed a
mainframe project organization structure, assigned personnel and defined their r
oles and responsibilities leading to a successful Y2K conversion.
* Led rewrite of multi million dollar provider application providing for greater
granularity in provider pricing, business process improvements and improved cla
ims throughput and quality.
* Managed the technical team in a rewrite of a critical component of the claims
processing system resulting in improved operations efficiency and productivity b
y reducing claim payment errors. Reduced penalties levied by group accounts.

r consolidations for two significant business mergers. Completed on-time with hi
gh quality and the reduction of software maintenance costs.

Directed the development and maintenance of private and government customer info
rmation systems spanning desktop services, electronic file interchange and gover
nment systems of Medicare A and Common Working File (CWF). Reported to VP of Gov
ernment Systems with 5 direct reports.
* Developed and led initiatives to bring 6 diverse IT groups together. Coordinat
ed extensive training opportunities, heightened project review standards and pro
cesses, formalized escalation procedures and enhanced team skills in project imp
