Dear Ms. Lowe:
This letter provides the results of the verification and validation process regarding the
filing materials you submitted to me on April 7, 2022. These materials were submitted in your
bid to become a candidate in the June 21, 2022 Republican Primary Election for Member of the
United States House of Representatives from the Ninth District of Virginia.
A candidate in a primary election for Member of the United States House of
Representatives must submit to the applicable party chairman a declaration of candidacy,
receipt for payment of the primary filing fee to the Virginia Department of Elections, and
petitions of qualified voters bearing the signatures of at least 1,000 voters eligible to vote for
the office (see Va. Code §§ 24.2-520, 24.2-521, 24.2-522 and 24.2-523). Your declaration of
candidacy and primary filing fee receipt were found to be in order. However, the petitions of
qualified voters did not have the required number of signatures. Your petitions included 889
valid signatures from qualified voters of the Ninth Congressional District of Virginia.

Two specific deficiencies precluded the counting of any signatures on several of the
petition of qualified voters forms you submitted.
First, eleven of the petitions of qualified voters forms you submitted were single sided
pieces of paper that had been taped or glued together to form one double-sided sheet. This is
not permissible and is a material omission as specified in the Virginia Administrative Code (see
B1 of 1VAC20-50-20) that renders these specific petition forms invalid. Therefore, these eleven
forms were not eligible to be included in the petition signature count process.
Second, eight of the petitions of qualified voters forms you submitted included an
improper notarial statement. On these forms, the notary public printed his or her name in the
blank that was intended for the printing of the name of the petition circulator who appeared
before the notary to swear or affirm to the affidavit. Although these notarial statements do not
comply with the requirements of the Uniform Recognition of Acknowledgments Act (Va. Code
§§55.1-616-623), these were errors on the part of the notary public not attributable to your

campaign, they might be acceptable. If the notarial statements were acceptable, the forms on
which these errors occurred include an additional 70 valid signatures that were found. Even if
these signatures were counted, the forms would still lack the required 1,000 signatures (889 +
70 = 959).

Because the petition of qualified voters forms do not include 1,000 valid signatures, the
Ninth Congressional District Republican Committee is unable to certify you as a candidate for
the June 21, 2022 Republican Primary Election for Member of the United States House of
Representatives from the Ninth District of Virginia.
