STAY ORDER/STAY-HOME NOTICE (“SHN”)

1. You are required to remain in your place of accommodation at all times during the
SHN period (see para 2) as you are assessed to be an “at-risk individual”1 under the
Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020 (“SOR”)2.

2. The SHN period will commence with immediate effect from the time this notice is
issued to you on arrival in Singapore and will be in effect thereafter (i) for 7 days3 OR (ii)
until you have been notified of your negative COVID-19 test result, whichever is later.
During this period, you are required to comply with the requirements in Annex A. In
particular, if you receive an electronic monitoring device, you are required, pursuant to
the SOR, to wear in the specified manner, and keep activated the electronic monitoring
device provided to you, at all times during the SHN period. You are also required to
ensure that the electronic gateway device provided to you is activated at your place of
accommodation, and to use a mobile application in the specified manner at all times
during the SHN period.

3. During the SHN period, you will be required to report for a COVID-19 test. The date,
time and venue of the COVID-19 test will be made known to you at least one day prior
to the COVID-19 test. Foreign travellers would have made payment for the COVID-19
test(s) prior to arrival in Singapore. For Singapore Citizens and Permanent Residents,
please make payment prior to the COVID-19 test via go.gov.sg/covid19test. Singapore-
based Singapore Citizens and Permanent Residents returning via Reciprocal Green
Lanes may disregard this payment link, as payment is to be made directly to the service
providers at the point of swab test. If you have not made payment for the COVID-19
test, and are required to do so, you will receive a link to effect payment prior to the test
date. Please make timely payment in order to ensure that the COVID-19 test may
proceed. If you fail to report for your scheduled COVID-19 test, you are required to
continue staying at your place of accommodation, until your negative test result is
notified to you after you report for your rescheduled COVID-19 test appointment.

4. If you have children/wards under 21 years of age travelling with you, you are
required to ensure that they also comply with the SHN. If your child/ward travelling with
you is a full-time student attending a preschool, school or other educational institution

in Singapore, please contact the preschool, school or institution to inform them that
your child/ward is required to comply with the SHN at your place of accommodation.

5. The relevant Government authorities will conduct checks to ensure that you
comply with the SHN. If you fail to comply with the SHN, you are deemed to have put
the well-being of the wider community at risk, and one or more of the following
measures may apply:

a. You may be prosecuted in court for an offence under Singapore law,


including the Infectious Diseases Act4 and/or any regulations promulgated
thereunder, such as the Infectious Diseases (COVID-19 – Stay Orders)
Regulations 20205. Upon conviction, you may be liable to imprisonment, or
a fine, or both;

b. In addition:

i. If you are a Singapore Permanent Resident, Long-Term Visit Pass


holder, Dependant’s Pass holder or Student’s Pass holder, your Re-
Entry Permit or pass may be revoked or its validity shortened and you
may be barred from entering Singapore in future;

ii. If you are a short-term visitor, your visit pass may be cancelled and you
may be barred from entering Singapore in future;

iii. If you are a foreign employee (including foreign domestic workers)


issued with a work pass, your work pass may be revoked. This is
because the SHN is imposed on you as a condition of your work pass
pursuant to Section 7(4A) of the Employment of Foreign Manpower
Act;6 and

months or to both.

Any person guilty of an offence under Regulation 3(1B), Regulation 3(3) or Regulation 4(4) of the
Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020 shall be liable on conviction to a fine not
exceeding $10,000 or to imprisonment for a term not exceeding 6 months or to both.

pass or impose new conditions. As an additional condition of your work pass, you must comply with the

iv. If your child/ward is a full-time student attending a preschool, school
or other educational institution in Singapore, your child/ward might
be subject to disciplinary action, including suspension or dismissal. If
your child is a foreign student, your child/ward’s Student’s Pass or
Dependant’s Pass may also be cancelled and he/she may be barred
from entering Singapore in future.

6. If you require general assistance during the SHN period:

a. Singapore citizens, permanent residents, Long-Term Visit Pass holders,


Student’s Pass holders and short-term visitors 7 may call the SafeTravel
Enquiries Helpline at 6812 5555;

b. Foreign employees (including foreign domestic workers) issued with a work


pass should call your employer or your Singapore employment agency. If the
employer or Singapore employment agency fails to provide assistance,
please email the Ministry of Manpower (MOM) at
www.mom.gov.sg/eFeedback.

7. Please note that if you are under an SHN, you may only leave your place of
accommodation with the prior permission of the Director of Medical Services or another
specified person, or where necessary to obtain:

a. Emergency medical treatment or other medical treatment that is of a


pressing nature (such as emergency or life-threatening cases including
cardiac arrest, active seizures, breathlessness, major traumas and stroke),
please call 995 directly for assistance; and

b. Medical treatment for a suspected COVID-19 infection at a hospital, medical


clinic or any other place designated by the Director of Medical Services for
the treatment of COVID-19.

Please note that when you leave your place of accommodation, you must wear a mask
over your nose and mouth.

8. For all other non-emergency medical needs (such as cough, fever, runny nose, or
follow-up visits for chronic conditions, refilling of prescriptions, etc.):

a. For Singapore citizens, permanent residents, Long-Term Visit Pass holders,
Student’s Pass holders and short-term visitors, you may call the SafeTravel
Enquiries Helpline at 6812 5555; and

b. For foreign employees (including foreign domestic workers) issued with a


work pass, you may contact your employer, or your Singapore employment
agency. However, if you have acute respiratory infection (e.g. symptoms of
cough, sore throat, runny nose, loss of smell), please inform MOM using the
FWMOMCare app.

Arrangements will be made for you to receive appropriate medical attention. Please
inform the staff / doctor of your travel history and that you have been issued an SHN
prior to the start of the consultation.

Annex A

WHAT YOU SHOULD DO WHEN ON STAY-HOME NOTICE (SHN)

1. You must remain in your place of accommodation at all times during the SHN
period. This is a strict requirement, and you must not leave your place of
accommodation, whether to use common facilities in the building/estate such as the
corridor, pool, gym or playground, or even if it is to purchase food and essentials. If
necessary, you may opt for home delivery services or enlist the assistance of others for
your daily necessities.

2. You must not allow into your place of accommodation any individual not ordinarily
resident or serving his/her SHN at your place of accommodation, unless that individual
is approved by the Director of Medical Services or another specified person (specifically
or generally) to be (i) an approved entrant to your place of accommodation, or (ii) where
your place of accommodation is a room, an occupier of that room, for the period the
movement control measure is in effect.

3. You must not come into contact or close proximity (i.e. less than 2 meters) with
any individual not ordinarily resident or serving his/her SHN at your place of
accommodation, or who is not an approved entrant to or an approved occupier of your
place of accommodation, other than for the purposes of receiving delivery of food or
other essential goods to your place of accommodation, or when leaving your place of
accommodation for permitted purposes (e.g. taking designated transport, or taking
your COVID-19 test(s) at a designated testing facility) and it is not reasonably possible
to avoid coming into contact or close proximity with some individuals.

4. If you are sharing a place of residence with others, you should designate a specific
bathroom to be used by yourself only, and your other household members should use
another bathroom. If a single bathroom has to be shared, you and your household
members should ensure that each of you practises good hygiene habits and disinfects
the bathroom after each use. For example, and without limitation, you and your
household members should:

a. lower the lid before flushing the toilet.


b. clean and disinfect contact surfaces after each use; and
c. avoid using the toilet for at least 20 minutes after you have used.

5. If applicable, inform your employer or school that you have been issued an SHN as
soon as possible.

6. You may only leave your place of accommodation for medical assistance (see para
7 of the SHN), for your scheduled COVID-19 test appointment at the designated testing
facility, or for purposes approved by the authorities, and you must return immediately
to your place of accommodation thereafter. When going for your COVID-19 test
appointment, ensure that you are well and not having cough, fever, sore throat, runny
nose, or loss of smell. Comply with the general precautions including wearing a mask,
and remember to bring your identification documents to the designated testing facility.
If you are issued an electronic monitoring device and/or electronic gateway device, you
must keep the device(s) with you even when leaving your place of accommodation for
approved purposes by the authorities.

7. The Singapore Government agencies (MOE, MOM and ICA) or your child/ward’s
pre-school/ school/ institution may contact you daily through multiple platforms
including Short Message Service (SMS), voice/video calls and/or visits to your place of
accommodation during the SHN period. For persons issued with electronic monitoring
devices and gateway devices, visits to your place of accommodation may include
verifying that you had installed the mobile application, registered and activated the
devices properly. You are to report your location by clicking on the link on the SMS within
one hour and to ensure that you download Whatsapp to facilitate your video calls.

8. If you receive an electronic monitoring device, you are required, pursuant to the
Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020, to wear [on your wrist]
and keep activated the electronic monitoring device provided to you, at all times during
the SHN period. You are also required to ensure that the electronic gateway device
provided to you is activated at your place of accommodation, and to use a mobile
application in the specified manner at all times during the SHN period. You may be
required to respond in the specified manner on the notification message instruction of
the mobile application where applicable. Any person who unlawfully destroys,
damages or tampers with the electronic monitoring and/or electronic gateway device
shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a
term not exceeding 6 months or to both.

TRANSPORT ARRANGEMENTS

10. When travelling, you must use your own private vehicle, or take a taxi or a private
hire car.

a. For phone booking, please identify yourself as a person subject to a Stay-


Home Notice to the hotline operator; and

b. For app booking, please indicate your status as a person subject to a Stay-
Home Notice by keying “SHN” in the chat/note/comment box or by checking
the SHN checkbox (if provided within the app).

c. When boarding the vehicle, identify yourself as a person subject to a Stay-


Home Notice. When travelling in the taxi or private hire car, you must sit
alone in the back seat, with windows down and the air-conditioning turned
off. Do not take other forms of public transport (e.g. bus / train).

CHECK FOR SYMPTOMS

11. Monitor your health closely, i.e. twice daily for fever (i.e. ≥ 38°C) and respiratory
symptoms such as cough and breathlessness.

12. If you are unwell, seek medical attention immediately, and avoid physical contact
with others.

a. For emergency / life-threatening cases (such as cardiac arrest, active


seizures, breathlessness, major traumas and stroke), please call 995 directly
for assistance.

b. For all other non-emergency medical needs (such as cough, fever, runny
nose or follow-up visits for chronic conditions, refilling of prescriptions, etc.):

i. For Singapore citizens, permanent residents, Long-Term Visit Pass


holders, Student’s Pass holders and short-term visitors, you may call
the SafeTravel Enquiries Helpline at 6812 5555.;

ii. For foreign employees (including foreign domestic workers) issued


with a work pass, please contact your employer, or your Singapore
employment agency. However, if you have acute respiratory infection
(e.g. symptoms of cough, sore throat, runny nose, loss of smell), please
inform MOM using the FWMOMCare app.

AVOID INTERACTION WITH VULNERABLE PERSONS

13. Avoid interactions with vulnerable persons (e.g. seniors aged 60 and above or
persons with underlying health conditions), including by isolating yourself in your own
room, even if you are not experiencing any symptoms. Consider alternative
accommodation if these interactions cannot be avoided.

OBSERVE GOOD PERSONAL HYGIENE

14. Maintain good personal hygiene, including regular hand washing with soap and
water. Flush the toilet after use, and wash your hands before and after handling food or
eating, and after going to the toilet.

15. Do not touch your face.

16. Cover your mouth when coughing or sneezing.

17. Maintain good indoor ventilation.

18. Carry out frequent cleaning of your place of accommodation.

19. Do not share food, crockery, utensils and other personal hygiene items.

20. If you need to leave your room, avoid touching any surfaces such as doorknobs
and handles, or wipe them down with disinfectant should you do so.

21. Masks are mandatory at all times when leaving your place of accommodation
(after seeking relevant approvals), e.g. if you need to seek medical attention.

PENALTIES FOR BREACH OF STAY-HOME NOTICE

22. Individuals who breach their SHN may be prosecuted under the Infectious
Diseases Act and/or the Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020.
First-time offenders can be fined up to $10,000, jailed for up to six months, or both.
