It’s to be recalled that we were instructed to evaluate the financial proposal document
submitted by 2 (two) technically responsive consulting firms named as Tollen consulting
Architect and Engineers and Amerti Construction for the above mentioned project.
Accordingly, we went through each submitted document and came up with our evaluation
report attached with this letter. This is to let you have 3 pages of our final evaluation result
and recommendation for your approval.

1. Evaluation Process
The evaluation is made by checking each item for multiplication and summation error as
well. Accordingly, we went through two bidder submitted documents and have completed
the arithmetic checking. The errors found and the corrections made for each error are
shown in the following tables.

1.2. Amerti Construction
The submitted financial proposal by Amerti construction firms lacks the following important points.

 Detail description of the material and methods of work to be done in terms of type, brand
and quality of material not clearly specified.
 Unit of measurement not defined.
 Unit price or Unit rate not properly defined.
 Summary of total amount not clearly specified.
 Grand summary of the work not specified.
 On financial proposal there are also missed items (works).

In general, the submitted financial proposal by Amerti construction firms lacks the above points and
hence it is difficult to undergo the financial proposal evaluation.

2. Recommendation for financial proposal

As per your request, we have made the evaluation of two consulting firms. Based on our
evaluation we have found TOLLEN CONSULTING ARCHITECTS & ENGINEERS
submitted the financial proposal according to the required standards and offered price with
an amount of Birr 7,431,036.65(Seven Million four hundred thirty one thousand thirty
six and 65/100) based on the above evaluation shown in the table. However the evaluation
for Amerti Construction firm did not processed since the submitted financial proposal
found to be below the standards. Thus Amerti Construction found to be non-responsive

NB:-Since these financial proposals will be incorporated as part of contract document, we should be
alert for

 Variation work
 Missed work
 Incomplete specification.
 Quality of work and
 Financial failure.

Subject: Submitting our recommendation for Interior Design and Construction.

We recall receiving a recent financial proposal dated 04/05/2021 from two consulting firm Tollen
and Amerti for the interior design that we intend to renovate Finfinne branch. In this proposal these
two firms have offered a total sum of Birr 7,824,898.94 and 9,999,364.425 respectively including
VAT before arithmetic checking for the interior design and construction.

In response to your instruction to evaluate the potential difference between the two quotations, and
to come up with our proposal, we have thoroughly assessed the two proposals, and learned that the
main difference between the two proposals arose from differences in design concept.

Following our evaluation on the financial proposals offered by the two firms, we have come to the
following conclusions:

1. The financial proposal offered by TOLLEN CONSULTING ARCHITECTS & ENGINEERS is

Birr 7,889,435.47 (Seven million eight hundred eighty nine thousand four hundred
thirty five and 47/100).
2. The financial proposal offered by AMERTI CONSTRUCTION is Birr 9,999,364.43 (Nine
million nine hundred ninety nine thousand three hundred sixty four and 43/100).

Therefore, this is to let you have 5 pages of our final evaluation result and recommendation for
your approval

2. Recommendation for financial proposal
As per your request, we have made the evaluation of two consulting firms. Based on our
evaluation we have found TOLLEN CONSULTING ARCHITECTS & ENGINEERS
submitted the financial proposal and offered list price with an amount of Birr
7,889,435.47(Seven million eight hundred eighty nine thousand four hundred thirty
five and 47/100) and AMERTI CONSTRUCTION offered Birr 9,999,364.43(Nine million
nine hundred ninety nine thousand three hundred sixty four and 43/100).

Thus as we compared the financial proposal of the two firms, we found TOLLEN
CONSULTING ARCHITECTS & ENGINEERS offered the list price.

Note:-The price offered by the two firms after cost of furniture deduction will be as follow

1. Furniture price offered by TOLLEN CONSULTING ARCHITECTS & ENGINEERS

Birr 1,005,540 (One million five thousand five hundred forty) and Total offered
after deduction will be Birr 6,733,064.47 (Six million seven hundred thirty three
thousand sixty four and 47/100) including VAT.
2. Furniture price offered by AMERTI CONSTRUCTION Birr 1,720,760 (One million
seven hundred twenty thousand seven hundred sixty) and Total offered after
deduction will be Birr 8,020,490.43 (Eight million twenty thousand four
hundred ninety and 43/100) including VAT.

Therefore after furniture price deduction we found TOLLEN CONSULTING ARCHITECTS

& ENGINEERS offered the list price.
