Terms of Reference – Transport Sector Institutional Expert (4 PMs)

1. Undertake a review of the effectiveness of the current institutional setting in the transport
sector and relevant human resource strategies/policies;
2. Identify fundamental issues which should be addressed for strengthening the sector’s overall
planning,
3. Introduce international best practices on transport institutional setup for effective sector
planning and propose one that fits the country’s context,
4. Recommend a direction for the capacity development strategy based on each subsector’s
institutional analysis undertaken by each subsector specialist and facilitate discussions among
the subsector agencies;
5. Draft the transport sector capacity development strategy including a competency framework for
staff in the transport sector and individual subsectors and a time-bound implementation plan;
and
6. Assist the MOT in developing the internship and trainers’ accreditation programs and provide
necessary supports for implementation
7. Assist the MOT with submission of the Final set of all documents to the Government;
8. Contribute where requested by the Team Leader and or Authorized representative from CEG in
the production of the necessary reports e.g. Inception Report, Interim Report, Final Report

Terms of Reference – Aviation Subsector Expert (2 PMs)

1. Assess the aviation subsector (existing infrastructure, institutional set-up and legislative
arrangements, maintenance and asset management systems, safety management,
completed/ongoing and pipeline investments by the government and development partners,
and existing subsector development program, among others);
2. Identify issues underlying in the aviation subsector, including analysis of capacity and
competency of staff working in the subsector, and potential solutions for the identified issues;
3. Provide inputs to Team Leader while designing the person-trip survey, assist her/him in
analyzing the survey results and conduct the national travel demand analysis;
4. Assist in designing potential investments based on needs obtained from stakeholder
consultations and travel demand analysis, including preliminary costing;
5. Identify appropriate aviation maintenance strategies (technical/engineering and financial
resources) for the Civil Aviation Agency as part of formulating the investment rolling plan;
6. Recommend a training program for the aviation subsector, which may be integrated to the
capacity development strategy and/or transport sector planning guidelines;
7. Organize consultation meetings and trainings relating to the aviation subsector;
8. Assist the MOT with submission of the Final set of all documents to the Government;
9. Contribute where requested by the Team Leader and or Authorized representative from CEG in
the production of the necessary reports e.g. Inception Report, Interim Report, Final Report
Terms of Reference – Cross Border and Logistics Facilitation Subsector Expert (3 PMs)

1. Assess the cross border and logistics facilitation subsector (existing infrastructure,
institutional set-up and legislative arrangements, maintenance and asset management
systems, completed/ongoing and pipeline investments by the government and development
partners, and existing subsector development program, among others);
2. Identify issues underlying in the cross border and logistics facilitation subsector, including
analysis of capacity and competency of staff working in the subsector, and potential
solutions for the identified issues;
3. Provide inputs to Team Leader while designing the person-trip survey, assist her/him in
analyzing the survey results and conduct the national travel demand analysis;
4. Study regional dynamics around Tajikistan in recent bilateral trades and identify potential
mechanisms for promoting those trades;
5. Assist in designing potential investments based on needs obtained from stakeholder
consultations and travel demand analysis, including preliminary costing;
6. Develop a time-bound financial resource allocation for the subsector as part of formulating
the investment rolling plan;
7. Recommend a training program for the cross border and logistics facilitation subsector,
which may be integrated to the capacity development strategy and/or transport sector
planning guidelines;
8. Organize consultation meetings and trainings relating to the cross border and logistics
facilitation subsector;

1. Assess the railway subsector (existing infrastructure, institutional set-up and legislative
arrangements, maintenance and asset management systems, safety management,
completed/ongoing and pipeline investments by the government and development partners,
and existing subsector development program, among others);
2. Identify issues underlying in the railway subsector, including analysis of capacity and
competency of staff working in the subsector, and potential solutions for the identified issues;
3. Provide inputs to Team Leader while designing the person-trip survey, assist her/him in
analyzing the survey results and conduct the national travel demand analysis;
4. Assist in designing potential investments based on needs obtained from stakeholder
consultations and travel demand analysis, including preliminary costing;
5. Identify appropriate railway maintenance strategies (technical/engineering and financial
resources) for the Tajik Railways as part of formulating the investment rolling plan;
6. Recommend a training program for the railway subsector, which may be integrated to the

7. Organize consultation meetings and trainings relating to the railway subsector;
8. Assist the MOT with submission of the Final set of all documents to the Government;
9. Contribute where requested by the Team Leader and or Authorized representative from CEG in
the production of the necessary reports e.g. Inception Report, Interim Report, Final Report.
