For Commander STATEMENT OF CASE CONSTRUCTION OF HUME PIPE CULVERT WITH PROTECTION WORK & WIDENING OF ROAD (LENGTH 155 MTR) AT KM 11.050 (NAIGARH BR) ON DUL-GALHAR ROAD UNDER DEPOSIT FUND (CVPPPL) UNDER 118 RCC/35 BRTF PROJECT BEACON IN J & K (UT). GENERAL 1. The complete Road Kishtwar - Dul - Galhar- Sansari -was taken over from J&K state PWD. in the year 1987. This road was included in BRDB programme vide BRDB Letter No F.4(i)/DGBR/ GSNO/P-Il/Beacon dated 11 Feb 1987. The Kishtwar- Dul - Galhar - Sansari axis is the only link road for the under developed area of Himachal Pradesh and Jammu & Kashmir. This road is the only lifeline for the people of Pangi Valley in Himachal Pradesh during winter season from December to May when approach to this region from Manali and Chamba is closed due to heavy snowfall on the road at Rohtang and Such Pass. Hence, the traffic over K-D-G-S road is relatively high during this period. Also the entire road passes through area having rough mountainous terrain with over hanging/half tunneling stretches. The entire area from Kishtwar to Sansari is militancy prone for which security forces are deployed upto Gulabgarh to tackle the situation. The responsibility for construction/improvement of the road axis rests with 118 RCC/35 BRTF of Project Beacon and funded through GS fund for maintenance/up-gradation 2, Accordingly AE of the road was approved and various jobs were sanctioned for the construction and work under progress on Kishtwar ~ Dul, Dul Galhar and Galhar — Sansari toad. There were many existing bridges on the road with’ low load classification and the same needed to be upgraded to higher load class by constructing Permanent Bridges along with development of road. The road stretch between Dul-Galhar has been developed to NHDL specification and Galhar-Sansari road Is under progress. But considering the requirement of converting all bridges with carrying capacity of 70R, all existing Bailey bridges are being replaced with Pmt bridges in time bound manner. Naigarh Bridge is under construction and Nagrah Bridge completed 4. For facilitating move of heavy eqpts and machineries required for their Kiru Hydel Project till completion of 70 mtr span class-70R Naigarh Bridge, existing BB of 170ft TDRBB will be a hurdle having lesser load capacity and limited carriage width. Hence CVPP (P) L has projected their requirement of an altemate diversion road for crossing their long trailers carrying heavy machineries. Contd... P/2.. 02: CASE HISTORY 5. A Joint survey was carried out with the representative of CVPP during 28-29 Oct 2021 for Subject work. The requirement has been firmly projected by CVPP(P)L for plying of their trailer of size upto 40 ft length to upcoming Kiru hydel project by improving the old diversion road at Naigarh Bridge of length 155 mtr with unsurfaced condition. Accordingly, as proposed by the user agency, the scope of work has been finalized during the joint survey. 6. The AE is prepared as per SSR 2016, Zone- J, with escalation charges @ 15.44 % for Rs 127.08 lakhs, Which has been accepted and signed by representative of M/s CVPP(P)L. PROPOSAL 7. _ It is proposed to initiate AE for approval of the CFA for sanction of the subject work based on SSR 2016, Zone-J, so as to commence the work at site as per the joint survey carried out between the BRO and the CVPP(P)L in order to restore the old road at Naigarh Bridge at Km 11.050 on Dul-Galhar Road as per the requirement of user agency CVPP(P)L for plying of loaded long trailer vehicles to their power Station at Kiru. JUSTIFICATION 8. __Kishtwar ~ Dul ~ Galhar ~ Sansari road is the only link road to the remote area of J&K and Pangi valley of Himachal Pradesh. Any disruption of traffic affects the normal life of the civil Population. The disruption of traffic on this road also affects the move of Army/Para military troops and thus there is @ need to maintain uninterrupted road communication throughout the year. 9. As of now Nagrah Bridge with carrying of load capacity upto 70 R, at Km 0.980 on Dul- Galhar road has been completed on 29 Aug 2021. Naigarh Bridge at Km 11.050 is under construction and existing Bailey bridge's capacity is 24R. Hence, as per request made by the CVPP(P)L, a joint survey has been carried out at Naigarh Bridge area to restore the old road alignment so that loaded vehicle of CVPP(P)L may reach upto their Hyde! Projects without hindrance to negotiating the lower load class BB till class 70R bridge under construction is completed 10. The construction of Hume pipe Culvert with protective works with improvement of road width and curves at subject stretch are required until construction of 70 mtr span Maj Pmt Bridge at Naigarh at Km 11.050 on Dul-Galhar Road with carrying load capacity upto 70 R is completed. SCOPE OF WORK 11. The AE amounting to Rs 127.08 Lakhs has been prepared covering the above scope of work MISCELLANEOUS INFORMATION 43. RATE ADOPTED, The AE has been priced based on DGBR SSR 2016, as applicable to Zone ‘J’ all CPL rate, for having altitude below 2100 m. 14, ROAD LIFT CHARGES. Road lift charges have been catered for in this AE as per BRDB letter No F 63 (21)/ BRDB/QO/P-II dated 22 Apr 1993. 15, CREDIT FOR EMPLOYMENT OF GP TRADESMEN. Credit has been given in this estimate on account of deploying GREF tradesmen in place of CP tradesmen as per DGBR letter No 33733/DGBR/SSR-16/04/SSR Cell dated 13 Jul 2017. 16. ESCALATION CHARGES. Escalation charges 15.44% catered for financial year 2021-22 as the AE is framed as per SSR 2016. 47. CONSTRUCTIONAL MATERIAL. Material required for the restoration/protective works is available in nearby quarry. Hence quantity of earth required for the works has been planned to be collected departmentally and accordingly provision has been made in the AE. 18. ROYALTY CHARGES. Provision for Royalty charges for Stone and sand for permanent works have been catered for in this job, as per policy in vogue. 19. EXTRA TRANSPORTATION CHARGES. Provision for extra transportation charges for the muck disposal & departmental material has been catered for in this AE as per policy in vogue. 20. PHYSICAL CONTINGENCIES. Physical Contingencies Charges @ 5% have been included in this estimate as per BRDB letter No F-62(Gen)/Proj/CCC dated 08 April 93. Contd...P/ 04 21. QUALITY CONTROL CHARGES, Provision for quality control Charges @ 1% has been catered for in this AE as per DGBR letter No 33733/DGBR/SSR-16/04/SSR Cell dated 13 Jul 2017 22. LABOUR CESS. Labour cess charges @ 1% have been made based on District Development Commissioner Bandipura letter No DDC/Bpr/2011/2014-26 dt 21 Jun 2011 received under HQ CE(P) Beacon letter No 200084/CPLs/33/E2 Wks dt 07 Jul 2011 23. RETRIEVED STONE. Provision for the retrieved stone has been catered in this AE as 1/3 quantity of stone retrievable from the HR cutting 24. Departmental Charges. Provisions for departmental charges @ 3% being a deposit work have been catered in the AE. CERTIFICATE 25. Certified that:- (a) _ The work proposed in the present AE and design thereof are adequate as per Prevailing site conditions to meet the requirement of agency. (b) The works proposed in the AE are minimum essential and required to be executed ‘on ground (©) All the quantities in the AE have been worked out duly supported with detailed working sheets. (d) All the arithmetical calculations have been checked and are correct. (e) _ No part of the proposed works catered for in the AE is covered by any other AE sanctioned/ sponsored earlier. RECOMMENDATION 26. The present AE amounting to Rs 127.08 Lakhs is initiated for sanction of necessary work to restore the old road at Naigarh Bridge for plying of long trailers carrying heavy machineries required for the Kiru Hydel Project by CVPP(P)L. It is requested that sanction may be accorded at the earliest, so that the work can be executed on ground to ensure restoration of old road facilitating move of required machineries of user agency.
