ALLOWANCES OR SPECIAL HARDSHIP AND CASH
ALLOWANCES

In 2021, through OM – OAGA-2021 – 046 dated April 8, 2021, this Office directed the Division
Alternative Learning System (ALS) Focal Persons to submit the list of ALS Teachers in their
respective division who chose to receive the Transportation and Teaching Aid Allowances
instead of the Special Hardship and Cash Allowances.

The consolidated list submitted by the Regional ALS Focal Persons to the Bureau of
Alternative Education (BAE) was submitted to the Department of Budget and Management
(DBM) to ensure that there is no double compensation vis-à-vis the Special Hardship and
Cash Allowances1.

This 2022, the same conditional implementation on the provision of transportation and
teaching aid allowances for ALS Teachers has been imposed by the President2. The provision
of said allowances is subject to the guidelines issued by the Department of Education (DepEd),
in coordination with DBM, in accordance with existing compensation laws, rules, and
regulations.

The conditional implementation on said allowances was imposed despite the provision in the
ALS Act3, in particular, Section 22 which states that:

“Notwithstanding the receipt of special hardship and cash allowances, ALS Teachers
and Community ALS Implementors shall be entitled to their corresponding
transportation and teaching aid allowances subject to guidelines that may be issued
by the DepEd.”

Upon consultation with the DBM, it was recommended that all DepEd policies on the grant of
transportation and teaching aid allowances shall be updated to ensure compliance with the
provisions of the ALS Act, in conformity with existing compensation laws, rules and
regulations.

In relation to this, the Division ALS Focal Persons or the Education Program Specialist II for
ALS (EPSA) are hereby directed to submit to the Regional ALS Focal Persons the list of all
ALS Teachers in their respective division signifying which allowance shall be accorded them.
The list must be duly signed by Division Budget Officer and the Schools Division
Superintendent (Attachment No. 1).

The Regional ALS Focal Persons shall then collate the list submitted by the Division ALS Focal
Persons. The final list per Regional Office must be duly signed by the Regional Budget Officer
and the Regional Director (Attachment No. 2).

Those eligible to receive the Transportation and Teaching Aid Allowances are ALS
Teachers who are either:
a. Mobile teachers
b. Full-time District ALS Coordinators or DALSCs.

In Schools Division Offices where there are Part-Time DALSCs, they are eligible to receive
the Special Hardship and Cash Allowances.

In addition to their salaries and other compensation, each ALS Teacher shall be eligible
to receive the following allowances:

Notes and instructions in accomplishing the attached templates:

1. For easier consolidation, the Division and Regional ALS Focal Persons must use the herein
attached templates. Only those submissions following the template shall be
considered as official submissions.

2. Each Attachment (in Excel format) has two (2) work sheets:
a. List of ALS Teachers to receive the Transportation and Teaching Aid Allowances
b. List of ALS Teachers to receive the Special Hardship and Cash Allowances.

3. Ensure that the name of ALS Teachers is complete, correctly spelled – how it is registered
in the Learner Information System (LIS).

4. The FY 2021 certified lists of ALS teachers (per Regional Office) who signified to receive
the Transportation and Teaching Aid Allowances are also attached as additional reference.

All Regional ALS Focal Persons must submit the final list to the Office of the Assistant
Secretary for ALS through email at asec.als@deped.gov.ph on or before May 13, 2022.

The final list of ALS Teachers who shall choose to receive the Transportation and Teaching
Aid Allowances, shall be certified by this Office and the BAE.

Only those ALS Teachers Certified by the BAE shall be eligible to receive the
transportation and teaching aid allowances for the corresponding Calendar Year.

The BAE shall submit to the Bureau of Human Resource and Organizational Development –
Schools Effectiveness Division (BHROD-SED) the list of ALS Teachers who shall signify to
receive the Special Hardship and Cash Allowances, in compliance with the existing policy on
the provision of Special Hardship Allowance for Public School Teachers 4.
