CAREER HIGHLIGHTS
Concept of Operation Developer. Developed Concept of Operation (CONOPS) and con
ducted operational analysis for a Foreign Military Sale (FMS) program. Operation
al analysis included foreign travel to assist in the Final Operational Display &
Test Evaluation (FOD&TE) of the delivered system.
Integration / Test Lead. Assigned as the Event Lead for a FMS program. Was res
ponsible for the development of an integration event of 22 different sites onto
one operational network. Assisted in the updating and validation of documentati
on to match what was deployed in country.
Maintained and verified Tactical Data Link documentation to insure systems inte
roperability for the United States Navy. Assigned as the Program Manager in sup
port of the Navy Center for Tactical System Interoperability (NCTSI) Standards M
anagement Division in the development of tactical data link (TDL) procedural (me
ssage) standards and implementation plans for U.S. Navy platforms/weapon systems
. Researched, developed and maintained TDL message standards texts and assisted
in the resolution of other command and control, communications, computer, and in
telligence (C4I) interoperability issues. Attended various TDL meeting across th
e country as the primary representative of the U.S. Navy.
Developed and managed strategic and tactical plans and operations supporting mi
ssion statements. Oversaw operational areas including C4I interfacing with compl
ex and classified U.S. Naval shipboard combat systems. Platforms included: AEGIS
Combat Systems (ASC), FFG-7 Combat Systems, Naval Tactical Data Systems (NTDS),
Harpoon Weapons Control Systems and Tactical Data Links (TDLs).

As Tactical Action Officer, managed levels of readiness for multiple shipboard


weapons and detection systems. Planned and approved personnel training programs,
equipment maintenance schedules, and area access authorization. Coordinated mis
sion security and communication plans with reporting personnel and upper managem
ent. Managed tactical data/network communication interfaces controlling "real ti
me" data exchange between platforms.
Developed training programs, curriculum and candidate selection processes for b
asic and advanced shipboard air controller training. Created computer simulation
s and model scenarios to increase proximity to "live" situations and experiences
. Designed specific training modules based on tactical knowledge and hours of pr
actical experience with LAMPS MK-III Weapons Systems. Reviewed and rewrote advan
ced curriculum for several training programs integrating similar basic training
approaches and simplifying tactics/concepts where appropriate. Accrued over 1,50
0 hours of facilitation and training time, including the development and evaluat
ion of 25 junior instructors. Adapted presentation modifications, instructor imp
rovements and additional "train the trainer" programs decreased course failure r
ate or attrition from 37% to below 7% on average.

positions as Chief Operations Specialist, Tactical Data/Communications Manager,
Systems Training Team Leader, Air Controller Supervisor and Master Training Spec
ialist with the United States Navy.
From July 1980 thru October 2001 served in the United Stated Navy as an Operatio
n Specialist.
