SUBJECT: REVISION TO JOINT CHED-MARINA ADVISORY NO. 01, s.2022

Pursuant to Technical Panel for Maritime Education (TPME) Resolution No. 0%, Series 2022 dated 24 February
12022, the Joint CHED-MARINA Advisory No. 01, 8.2022, "Strict Compliance of the Maritime Higher Education
Institutions to Joint CHED-MARINA Memorandum Circular Nos. 01, s. 2019, CHED Memorandum Order No.
67, S. 2017 and CHED Memorandum Order No. 14, s. 2018” is hereby revised directing all MHEls to

‘Address the missing KUPS in the courses Navé, Nav7, and Management 1 using the Course
Specifications provided as attachments of this advisory, and ensure their inclusion in the Detaled
Teaching Syllabus (DTS), Instructional Materials, and Assessment Tool, as well as, their alignment with
the Course Outcomes. Further, all KUPS of courses under CMO 87 s.2017 and CMO 14, s. 2018 shall
be thoroughly reviewed and verified against the competences ofthe STCW Code;
incorporate inthe syllabus the use of stress calculating equipment and acquire the appropriate software
to calculate vessel stability and trim (application) in the course Seam 2 and 6 to address the Course
Outcomes, and other required equipment for courses identi in the preceding paragraph;
Use the templates of Detailed Teaching Syllabus and Assessment Tools issued during the CHED-
MARINA workshop conducted in November 2021;
‘Submit one (1) sample course each for BSMT and BSMarE: of completed acivty and Assessment Tool
for the required documented practcaltaboratory exercises and Assessment Tools provided that:
a. The titles ofall other activities and Assessment Tools covered by the course shall be written in
the Detailed Teaching Syllabus;
b. The DTS shall be in accordance with the CMO 67, s. 2017 and CMO 14, s. 2018 curriculum
‘map with the inclusion of the missing KUPs from the EMSA-identified courses;
Develop catch-up plans and submit remediation courses to bridge the gap for students who completed
above courses with missing KUPS;
Update educational reference material following CMO 22, s. 2021 "Minimum Requirements for Libraries
of Higher Education Insitutions Common to All Programs"; and
‘Submit their carying capacity computation and accomplished carrying eapacity Forms 1-4 provided as
attachment to this advisory (Form 1 - Carrying Capacity Computation Form, Form 2 - Equipment
Utiization Plan, Form 3 - Summary of Practical Exercises and Assessments, and Form 4 - Weekly Class
‘Schedule, st of avaliable equipment being used forthe conduct of practcaVlaboratory exercises and
assessments, and corresponding QSS procedure.
Further, itis clarified that the Onboard Training of the BSMT and BSMarE programs can be enrolled at any
time without prerequisites, based on the approved programs of study of the MHEls.
Moreover, the submission of the updated DTS to MARINA STCW Office through CHED’s Office of Programs
{and Standards Development (OPSD) is moved to 15 May 2022.
