1 Preamble
1.1 The Airports National Policy Statement (the Airports NPS)1. requires that an
independent community engagement board is set up at Heathrow ‘to help
to ensure that local communities are able to contribute effectively to the
delivery of expansion, including to consultations and evidence gathering
during the planning process.’2 Relevant extracts from the Airports NPS are
enclosed at Appendix 1.
2.1 To ensure that all key stakeholders3 of Heathrow Airport have the
opportunity to contribute to decision making concerning on-going
operations and any proposed future development of the airport.
2.2 To foster constructive relationships between Heathrow Airport and its key
stakeholders by:

3 Funding
3.1 Heathrow Airport will provide funding to the HCEB Ltd in accordance with
the “funding agreement”.
3.2 The HCEB Ltd will be free to use the funding as it sees fit provided that all
times the funding is used to further the functions of the HCEB Ltd.

5.1 The HCEB Ltd’s work will involve both high-level policy considerations as well
as highly localised technical detail. The HCEB Ltd will call on technical
expertise where appropriate.
5.2 The HCEB Ltd’s engagement strategy will include other relevant groups, as
appropriate.
5.3 The HCEB Ltd will also help inform, facilitate and fully engage with airspace
change processes that take place at Heathrow Airport.
5.4 The HCEB Ltd will engage with Heathrow Airport and relevant groups in
regard to Heathrow Airport’s day to day operations in so far as they fall
within HCEB Ltd’s remit and is required under s35 of the Civil Aviation Act
1982.
6.1 The HCEB Ltd’s activities will, as a minimum, cover the requirements of
section 35 of the Civil Aviation Act 1982 and will aim to reflect the key
stakeholders who are affected by the current operations and proposed
future development of Heathrow Airport. It will be constituted from three
categories:

6.2 All attendees at the HCEB Ltd’s meetings or events commit to adhering to
the HCEB Ltd code of conduct.
8 The Chair
8.2 The Chair shall be responsible for the funds that the HCEB Ltd receives and
set the strategic direction of the HCEB Ltd.
8.3 The Chair may choose to delegate their functions and responsibilities so that
the HCEB Ltd can discharge its responsibilities efficiently and effectively.
9 Governance
9.1.1 The work of the HCEB Ltd will be overseen by its Board of Directors.
9.1.2 The HCEB Ltd’s Terms of Reference are subject to amendment upon the
agreement of the Chair and Board of Directors of HCEB Ltd.
9.1.3 Heathrow Airport and the Department for Transport will be treated as
interested parties and therefore have the opportunity to make
representations on proposed changes to the terms of reference.
