Activity Sheet for Assessment Task 2

In 1991, the Congressional Commission was tasked to Review and Assess

Philippine Education (EDCOM) came out with the finding that the "quality of Philippine

education is declining and that the teachers are at the heart of the

problem." The EDCOM discussed further that:

- teachers were poorly trained

- there is low quality of students enrolled in teacher training

- teaching is perceived as a poorly esteemed profession so it does not attract the best as

mandated in the Philippine Constitution that "teaching will attract and retain" its rightful

share of the best available talents through adequate remuneration and other means of

job satisfaction and fulfillment (Article XIV, Section 5 (5).

What actions did the Philippine government do after the EDCOM Report?

The EDCOM recommended more effectiveness and more productivity from both

our education budget and our education establishment. So, the Congress came up with

at least 5 laws. These are as follows:

1. RA 7722: Higher Education Act of 1994

Full Title: An Act Creating the Commission on Higher Education, Appropriating

Funds Therefor and for Other Purposes (May 18, 1994)

- Whose primary purpose is to regulate colleges & universities. Through its

program promoting ‘national centers of excellence’, CHED is trying to encourage colleges

& universities to develop special niches in certain areas of human knowledge which have

a direct relevance to society & industry.

2. RA 7796: TESDA Act of 1994

Full Title: An Act Creating the Technical Education and Skills Development

Authority, Providing for its Powers, Structure and for Other Purposes (August 25, 1994)

-TESDA is tasked primarily to provide technical education towards skills

development.

- Technical education refers to the education process designed at post-secondary

and lower tertiary levels, officially recognized as non-degree programs aimed at preparing

technicians, para-professionals and other categories of middle-level workers by providing

them with a broad range of general education, theoretical, scientific and technological

studies, and related job skills training.

3. RA 7784: Teacher Education Council Act of 1994

Full Title: An Act to Strengthen Teacher Education in the Philippines by

Establishing Centers of Excellence, Creating a Teacher Education Council for the

Purpose, Appropriating Funds therefor, and for Other Purposes (August 4, 1994)

- To protect and promote the right of all citizens to quality education at all levels

and shall take appropriate steps to make such education accessible to all. It is likewise

universally recognized that the teacher is the key to the effectiveness of the teaching-

learning process by drawing out and nurturing the best in the learner as a human being

and a worthy member of society Thus, this Act aims to provide and ensure quality

education by strengthening the education and training of teachers nationwide through a

national system of excellence for teacher education.

4. RA 7836: Philippine Teachers Professionalization Act of 1994

Full Title: An Act to Strengthen the Regulation and Supervision of the Practice of

the Teaching Profession and Prescribing a Licensure Examination for Teachers and for

Other Purposes. (December 15, 1994)

-Mandates the conduct of the Licensure Examination for Teachers (LET). It was

enacted in recognition of the ''role of teachers in nation-building and development through

a responsible and literate citizenry.''

5. RA 7797: Lengthening School Calendar Act of 1994

Full Title: An Act to Lengthen the School Calendar from 200 Days to not more

than 220 Class Days

-Adding 20 days from the former regular length of schooling is the main feature of

this act. The school calendar of 220 days is “inclusive of class days which may be

subsequently suspended due to natural or man-made calamities.”

Aside from the Republic Acts authored in the Congress, administrative and

executive reforms recommended by the EDCOM were also implemented by the DECS

(DepEd) and the government’s executive branch. These are as follows:

1. Reduction of the number of incomplete elementary schools throughout the country.

2. Increase in the number of high schools in provinces and towns.

3. Increase in teachers’ salary from Salary Grade 10 to Salary Grade 17, throughout the

annual budget of the DECS.

4. Flexibility in the use of the Bilingual Policy in the elementary grades. Teachers are

allowed to use the dominant language of the community as medium of instruction.

Also, one of the basis for K12 was the Congressional Commission on Education

(EDCOM) Report (1991): If one year is to be added in the education program, it

recommends one of two alternatives: Seven years of elementary education or Five years

of secondary education.
