It is an opportune time for local government leaders to participate in this program as local government units (LGU) gear up for the transition to full devolution of functions and services to local governments beginning this FY 2022. The class will run for about three and a half months and will cover various topics on development ‘and governance; strategic public management; and personal efficacy and leadership, with an innovation Project Design as its final requirement The next class is set to open this March 2022 The program features an esteemed faculty including some of our very own officials and officers with various fields of expertise who will handle the classes through a flexible and blended leamiing mode which combines synchronous and asynchronous ‘sessions using available online learning technologies. Target participants are Department Heads from LGUs (provinces, cities and municipalities) or their equivalent, including those in charge of entical local government functions; holding permanent positions for at least two years; no more than fifty (50) years of age; and in good health condition. DE DRE CUIVE SERVICE DEVELOPMENE PROGRAM fe MANAGEMENT VE OPMI NT PROGAM {NECESTP PM PUBLIC MANAGEMENT DEVELOPMENT PROGRAM (PMDP) LOCAL GOVERNMENT EXECUTIVES AND MANAGERS CLASS (LGEMC) PROGRAM BRIEF | RATIONALE AND OBJECTIVES “The Public Management Development Program (PMDP) is the National Government's Career Executive Service Development Program (NGCESDP) which aims to foster careerism in ‘government and promote stabilty in the bureaucracy by producing a corps of public leaders that embody competence, integrity, and commitment. In FY 2020, the PMDP has opened its Local Government Executives and Managers Class (PMDP-LGEMC), Tho overall goal is to strengthen the capabilites of local government funetionaries s0 that they may excol in their roles and performance of mandated functions, be more adeptive and agile ina changing and disruptive environment, and promote good practices ‘and innovations for suslained and more effective delivery of public services at the local government level Its an opportune time for local government leaders to participate in this program as local ‘government units (LGU) gear up for the transition to full devolution of functions and services to fecal governments beginning FY 2022 Hence, the Development Acaciemy of the Philippine has aptly designed and opened the LGEMC program for municipalities, cites, and provinces all over the county. Specifically, the LGEMC aims to enable scholars to: 1. Practice strong personal efficacy and ethical leadership in the light oftheir critical role ‘nlocal governance and development, 2. Apply broad-based governance and development perspectives in the performance of LGU roles and functions, 3. Integrate interdiscipinary and evidence-based approaches in the performance of key functions, particularly, local planning, investment programming, resource mobilization ‘and budgeting, and policy! program development and implementaton, 4, Apply strategic thinking and foresight in leading and managing organizations and other areas to deliver resuls, and 5. Develop innovation projects driven by a deep undorstanding ofthe local situation anc Which can contribute to improved performance of the LGUs’ mandated functions. Il, CONTENT AND DELIVERY ‘The LGEMC centers on building the capabilities of local government executives and managers land the expected roles and functions of local government units as provided by the Local ‘Government Code. “The program has five (5) modules under three learning areas, namely: Personal Efficacy end Leadership: Devecopment and Govemance; and Strategic Public Management.
