No. RT-16011/7/2020-T Government of India Ministry of Road Transport & Highways Transport Section Transport Bhawan, 1, Parliament Street, New Dethi-110001 2 Prune, 2021 To, Transport Commissioners of all States/UTs Subject: Model Request for Proposal (RFP) for “Vehicle Tracking Platform for Safety and Enforcement as per AlS-140 Standard” The undersigned is directed to state that the Ministry of Road Transport and Highways, GOI had earlier issued the guidelines for the Scheme, namely "Deployment and ‘Management of State wise Vehicle Tracking Platform for Safety & Enforcement as per AIS 140 Specifications in States & Union Territories under Nirbhaya Framework’ vide letter dated 15" January, 2020. 2. __ With the intent of effective implementation of the above scheme, the model Request for Proposal (RFP- Volume | & Il) is being issued by this Ministry as a guidance document for the selection of Implementation Agency and execution of the work for “Vehicle Tracking Platform for Safety and Enforcement as per AIS-140 Standard” by the respective States/UTs. 3. _ In this regard, the Model Request for Proposal (RFP - Vol | & I!) document, along with a brief synopsis of the RFP as Annexure I, is enclosed herewith for your further necessary action. 4. Ministry of Road Transport & Highways (Ministry) had issued a notification on 28” November 2016 wherein Vehicle Location Tracking (VLT) Device and Emergency Buttons were mandated to be fitted in all public service vehicles (all four wheeled or higher, passenger carrying vehicles) w.e.f. 1st April, 2018. AIS 140 standard specifications were also formulated for VLT and panic buttons. 2. Subsequently, the Ministry exempted all public service vehicles from the purview of Provisions of rule 125H of the Central Motor Vehicle Rules, 1989 up to 1* April 2019 vide notification dated 18th April, 2018, as it had come to the notice that difficulties were being faced in implementing Vehicle Location Tracking Device and Emergency Buttons due to lack of Monitoring Centres to monitor and track the vehicles. The matter was re-examined, and it was decided to give exemption to all public service vehicles which were registered up to 31st December 2018 (old vehicles) from the fitment of VLTD and Emergency Buttons till the time as notified by State/UT Governments in their respective States/UTs. All public service vehicles registered on or after 1* January 2019 must be fitted with VLTD and Emergency Buttons. 3. In accordance with MoRTH guidelines issued vide letter dated 15% January 2020, States/UTS are required to set up a monitoring centre (“Vehicle Tracking Platform”) to provide interface to various stakeholders as per code of practice of AlS-140 standard. Funds have been provided to States as per the scheme guidelines under the Nirbhaya Framework. 4. The model Request for Proposal (RFP) documents attached with this letter are issued by the Ministry for use by States/UTs as a guidance document for selection of Implementation Agency and execution of the project as per scheme guidelines, 5. States/UTs are advised to complete all preparatory actions on priority as per the timelines which may include the following: Preparation of a Detailed Project Report including; ‘System Architecture & Components Detailed System Requirement Integration Requirement Training and Project implementation Plan Detailed Project Planning Defining / formulating requirements for the Vehicle Tracking Platform Preparation of budgetary estimate Engaging a project management consultant (if required) 6. The model RFP Document consists of two volumes as listed below: folume | _|instructions to Bidders folume Il Functional, Technical and Operational Requirements 7. The model RFP Volume | comprises the sections listed below: a. Bid Datasheet b. Bidding Process c. Instructions to Bidders d. Evaluation Methodology e. Appendices, Checklist & Bid formats The model RFP Volume | includes detailed guidance on pre-qualification, technical and financial evaluation criteria, evaluation methodology and bid formats, which can be used by States/UTs while preparing their RFP. 8. The sections covered in model RFP Volume Il are as listed below: Project Background Scope of Work ‘Mandatory and Optional Requirements Project Implementation and Roll-out Plan Hosting on Cloud Operation and Maintenance Service Level Agreement (SLA) and Default Charges Responsibility Matrix Ferpaoge Volume I! of the model RFP document includes guidance on scope of work; functional, technical and operational requirements; implementation timelines, service levels, default charges and responsibility matrix, li ig responsibilities of States/UTs and the Implementation Agency. 9. 10. The broad areas of scope of work of the implementation agency (IA) included in the RFP are as under; a. Develop/deploy, integrate, test and commission a vehicle tracking platform for tracking and monitoring vehicles covered under the system b. Supply, install, integrate and commission the Monitoring Centre infrastructure ¢. Develop/deploy, integrate, test and commission mobile apps for various users d. Supply, install, integrate and commission GIS Map for vehicle tracking platform e, Host the system on NIC Cloud for first two years after Go-live. The NIC Cloud services for this period shall be provided by the Purchaser. f. Supply, install, integrate and commission ICT infrastructure including video walls, workstations, networking and other hardware and software components required at the Monitoring Centre 8. Supply, install, integrate and commission non-ICT infrastructure including furniture and fixtures and other components at the Monitoring Centre h. Integration with various transport related systems such as VAHAN, IRAD, Permit and Enforcement systems i, Integration with the police ERSS to provide emergency alerts captured by the system J. Set up the helpdesk to support various users of the system k, Provide connectivity, SMS gateway and emailing system for the Monitoring Centre |. Maintenance of the Monitoring Centre and other infrastructure during the contract period ™m. Operation of the Monitoring Centre during the contract period. States/UTs may customise the scope of work (other than the mandatory requirements which are essential for compliance with AIS-140 standard/guidelines on the subject) and other aspects, as per their requirements, while preparing their RFP. gafeb 11, The model RFP (Vol-I!) also covers some additional features/requirements which will enhance the capabilities of the monitoring centres being established. The VLT devices in compliance with AlS-140 standard and its allied monitoring shall enable a wide range of services at the disposal of respective States/UTs which includes (but are not limited to * Road Safety Add-on from VLTD: ‘© Tracking of vehicles in case of emergency © Integration with MoRTH sponsored IRAD © Monitoring of alerts and action based on events like Over Speeding, Harsh Breaking etc. ‘+ Passenger information System: © Real-time identification of passenger vehicles and its location, in which a woman or girl child is in distress, for responding immediately © Estimated Time of Arrival (ETA) of a vehicle at particular point /destination. ‘+ School Bus Management: © Monitoring of unplanned/unauthorized usage of the school bus © Monitoring of alerts in case of any trip deviation, driving behaviour alert like over-speeding, harsh acceleration etc. ‘+ Public Transport Management: © Display of real-time dynamic movement of vehicles plying on a selected route on map, with real time ETA displayed on stop points plotted on map © Alert of stalled vehicles to the concerned. The augmentation of above additional features can play a pivotal role in the public transport sector across the nation. States/UTs may also add any further requirements/value additions in the additional requirements as per their project needs. States/UTs may prepare and include draft agreement to be signed with the successful bidder in the RFP document, as per their specific requirements. ge
