I. Executive summary
ZAMSURECO-I was established on August 25, 1972, marking the beginning
of an historic lifestyle change among the residents of Zamboanga del Sur, as
electricity was introduced for the first time in this part of the country.
Zamsureco-1 has a peak load demand of 34-MW. It supplies electricity to the
city and to the 24 of the 26 towns of this province with 69,857 member-consumers.
According to one of the cooperative member consumer of ZAMSURECO – I,
the power industry experts made a prediction with regards to the looming power
supply deficiency problem in Mindanao. Based on their forecast, the supply deficit
will reach high as 40mw (mega watts) that is roughly equal to the power
requirements of the five major cities in Mindanao.

II. STATEMENT OF THE PROBLEM
Lack of information, Education and Communication Campaign Regarding the
Power Situation and Power Outlook.

III. ANALYSIS/CAUSE OF THE PROBLEM


The electric power crisis in Mindanao primarily resulted from the failure to
provide generating capacity that is sufficient to meet demand. The evidence of
this is provided by a combined analysis of the existing generation capacity mix
and the projected demand in the region.

Based on the statements of the head of the Mindanao Development Authority,


doubts have arisen in Mindanao because the people felt that they were not
given enough information by the energy bureaucracy.

IV. Proposed Solutions


Undertake a more aggressive information, education and communication
campaign in ZAMSURECO I regarding the power situation and power outlook.
These education and campaign surely contribute to encourage consumers to
be aware of what happen in terms of power outlook and power situation.
Consumers or business groups must be responsible in how they analyze the
power situation and feed information to the public. But the government has an
even greater responsibility to inform and educate the public and to take
seriously the call for greater transparency.
Media campaigns: This cluster aims to generate awareness and disseminate
information through printed media, television, and websites to reach out to the
consumers. Media campaigns are significant because they can potentially
reach out to the masses within relatively short of time. Media campaigns can
be designed and strategised to reach out to different target groups, for
example, household owners, consumers, and business communities.

V. RECOMMENDATION
ZAMSURECO I needs to procure additional power supply that can be
available at the soonest possible time. Other than supply from Mapalad Power
there does not appear to be any other viable alternative for immediate power
supply available to ZAMSURECO I to address the current power crisis.
A responsible distribution utilities body should implement its education and
campaign regarding the power situation and power outlook.
In general, the planning and implementation of education and promotion
campaign activities will require both technical input and government
administrative effort with commitments.
